CHAPTER I

RATIONALE

Statement of the Problem

This project proposal titled "Optimizing Campus Mobility: Enhancing Parking Infrastructure at

CBEA" seeks to address the pressing issue of disorganised parking arrangements that hinder pedestrian

mobility along the narrow pathway adjacent to the college cooperative. Currently, students and staff

members of College of Business, Economics and Accountancy (CBEA) resort to parking their vehicles,

particularly motorcycles, in this shaded area due to its convenience and protection from the sun. However,

this has led to an overcrowded and disorderly situation, impeding safe and accessible passage for pedestrians.

In response to the pressing need for improved campus mobility and safety, the proponents of this

paper propose the implementation of the said project. This initiative aims to create a well-organised shaded

parking space for motorcycles and bicycles, thereby resolving the current congestion issue and providing a

safer environment for pedestrians. By constructing a designated parking area, equipped with shade

structures, it is expected to not only alleviate the parking woes but also enhance the overall campus

experience for students and staff. This project embodies a commitment towards fostering a conducive and

accessible learning environment at CBEA, ensuring the well-being and convenience of all members of the

college’s community.

Statement of Justification

This project aims to address the heightened issue of disorganised parking practice around CBEA,

creating a safer, more efficient, and aesthetically pleasing environment. Below is a breakdown of the main

reasons supporting this proposal:

1. Safety Hazards. Disorganised parking creates blind spots, and restricts pedestrian movement,

especially in narrow pathways. This can lead to accidental injuries involving pedestrians, cyclists, and

vehicles; thus, a designated parking area, with proper signage and crosswalks, will significantly improve the

safety of everyone on campus.

2. Inefficient Use of Space. Currently, haphazard parking likely occupies unnecessary wide spaces.

As such, having a designated parking area allows for optimised use of space, potentially accommodating

more vehicles. This reduces congestion and the need for students or staff to spend excessive time searching

for parking spots.

3. Improved Aesthetics. Disorganised parking creates a cluttered and visually unappealing

environment. A designated parking area with proper signage, striping, and potentially landscaping elements

can significantly improve the overall aesthetics of the CBEA campus.

Anticipated Benefits

The implementation of creating a new parking space for motorcycles and bicycles for individuals

who park in the premises of CBEA is expected to have several benefits for both pedestrians and vehicle

owners as per mentioned below:

First, the convenience and safety of pedestrians and riders improve. Due to the creation of

new parking spaces for motorcycles and bicycles, pedestrians, especially students, will have clearer walkways

to mobilise without the hindrance of parked vehicles. Additionally, by providing a designated parking area

for riders, it will make it more convenient for them to find a secured spot to park their vehicles.

Second, the designated parking spaces for bicycles promote a sustainable transportation

option. Through setting a designated parking area for bicycles, students would be encouraged to choose

cycling as their mode of transportation for carbon reduction and a more eco-friendly campus environment.

Lastly, the implementation of this project promotes an organised environment and

enhances the overall appearance of CBEA. The creation of a selected parking space for motorcycles and

bicycles would assist in organising an orderly and structured arrangement for parking to reduce the

disarrangement and improve the overall aesthetic of the environment.

In conclusion, implementing designated parking spaces for riders on campus is a simple yet effective

idea to improve safety, sustainability, and the overall aesthetic of the campus. By providing designated areas

for said vehicles, the campus will become more organised and pedestrian-friendly, encouraging sustainable

transportation options. Therefore, this initiative is a step towards creating a more inclusive and eco-friendly

campus community.

Risks and Challenges

The proponents of this paper expect that this project proposal would bring forth several risks and

challenges upon its implementation:

Financial Constraints. Building such infrastructure requires a significant amount of budget for it to

be constructed. The limited budget may restrict the implementation as to the extent to which improvements

can be made.

Safety Concerns. Inadequate lighting, poor infrastructure, and lack of signage can pose safety risks to

students, faculty, and other employees navigating the campus.

Zoning and Regulations. The construction of the said infrastructure should comply with the zoning

laws and regulations present within the University and the City. Obtaining permits and approvals for

construction can be of time and cost constraint..

Security Concerns. Parking areas can be a target for theft, vandalism, or other security threats.

Implementing minimum, yet sufficient security can ensure the safety of the vehicles.

Sustainability. Balancing sustainability goals with budgetary and time constraints can be challenging.

It can face pressure to implement sustainable transportation options.

As such, addressing these risks and challenges requires careful planning, collaboration and

compliance with the college faculty and University regulations, and a commitment to promoting safe and

sustainable campus mobility solutions.

Feasibility Assessment

This project proposal aims to create a designated space to accommodate more vehicles used by

students, as well as faculty and staff, in CBEA. Currently, the available parking space for vehicles is

limited—especially for motorcycles and bicycles—as the allocated area primarily serves those with four

wheels. Furthermore, feasibility assessment, which includes considerations of practicality, time constraints,

and other factors has been conducted.

Practicality of resources would consist of the workers that would be incharge in constructing the

parking area shade. Their skills and experiences are essential in the process for a well-built finish.

Additionally, sourcing of materials such as pipes, roofing sheets, cement, and other various tools are

necessary for the project. In terms of time constraint, it would include that of the timeline set for the

construction of the project. It should be in compliance with the allotted time approved by the supervisor,

and not disrupt any classes upon its hour of construction. Moreover, budget limitations and regulatory

requirements should also be considered in order to achieve a steady financial system and establish a project

that adheres to the safety of its beneficiaries. With such assessments, it can be concluded that by effectively

managing the resources, navigating the time constraint, and overcoming other various constraints, success in

establishing the said project could be achieved.

CHAPTER 2

OBJECTIVES

This project proposal, titled "Optimizing Campus Mobility: Enhancing Parking Infrastructure at

CBEA," aims to provide resolution for the challenge of a disorganized parking practice that currently

impedes pedestrian mobility among students, faculty and staff along the narrow pathways in the College of

Business, Economics and Accountancy (CBEA).

Specifically, the following are the objectives the group aims to achieve:

1. To implement a parking management system that utilizes technology to optimize and maximize parking

space allocation and utilization in CBEA campus.

2. To protect and shield vehicles and students from sunlight and adverse weather conditions by installing

covers, thereby extending their lifespan and reducing maintenance costs, and prevent health-related

problems.

3. To avoid any disorganized parking of vehicles around the premises of the CBEA.

4. To allocate a specific parking space for faculty and staff, including specific areas for cars, motorcycles, and

bicycles.

5. To create more space in the area of the CBEA campus.

6. To improve the overall appearance of the college parking area by introducing uniform covers, creating a

visually appealing environment for students, faculty, and visitors.

7. To ensure successful project execution, the proponents are committed to implement the proposed plan

before the second semester ends.

BENEFICIARIES

Target Population

In a project proposal, defining the target population is crucial for ensuring that the project is

tailored to meet the specific needs of the intended beneficiaries. The target population refers to the group of

individuals or entities that the project aims to serve or benefit. This group is typically identified based on

certain characteristics such as demographics, socio-economic status, geographic location, or specific needs

and challenges.

A parking space project in a university is designed to benefit various demographic and institutional

groups within the campus community. It includes the following:

Students

Parking areas in a university provide several benefits to students. Firstly, having designated parking

spaces makes it more convenient for students who bring their vehicles to campus. This reduces the stress and

time wasted looking for parking spots, allowing students to arrive on time for classes and other activities.

Additionally, having a secure parking area on campus provides a sense of safety for students, as they can leave

their vehicles knowing they are in a monitored area.

Furthermore, parking areas can also contribute to the overall well-being of students by reducing the

need to park far away from campus and walk long distances. This can be especially beneficial during

inclement weather or for students with mobility issues. Additionally, having dedicated parking spots for

students can help alleviate traffic congestion on campus roads, making it easier for everyone to navigate the

university grounds. Overall, parking areas in a university play a crucial role in enhancing the overall student

experience and ensuring smooth operations on campus.

Faculty and Staff Members

Faculty and staff members in a university benefit from having designated parking areas in several

ways. Firstly, having a designated parking spot ensures convenience and saves time for faculty and staff who

need to commute to work. It reduces the stress of searching for parking spaces, especially during peak hours

when parking can be scarce. This convenience allows them to arrive on time for their duties and classes,

contributing to a more efficient and productive work environment.

Moreover, having designated parking areas enhances safety and security for faculty and staff. By

having a designated spot, they reduce the need to walk long distances to reach their workplace, especially

during late hours when the campus might be less crowded. This not only ensures their safety but also

provides peace of mind, knowing that they have a secure place to park their vehicles. Additionally,

designated parking areas also help in maintaining a sense of order and organization on campus, contributing

to a more professional and well-managed university environment.

Visitors

Visitors to a university benefit greatly from having a designated parking area on campus. Firstly, a

parking area provides convenience and ease of access for visitors who may not be familiar with the university

layout. Having a designated parking spot saves time and effort in finding a suitable place to park, allowing

visitors to focus on their purpose for being on campus.

Secondly, a parking area enhances safety and security for visitors and their vehicles. Designated

parking spots help prevent congestion and ensure a more organized flow of traffic, reducing the risk of

accidents. Additionally, well-lit and monitored parking areas can help deter theft and vandalism, giving

visitors peace of mind while they are on campus.

Lastly, a parking area promotes a positive first impression of the university. A well-maintained and

easily accessible parking area reflects the university's commitment to hospitality and visitor experience. This

can contribute to a positive overall experience for visitors, whether they are prospective students, parents,

alumni, or guests attending events on campus.

Needs Assessment

Parking availability and efficiency are significant concerns for any university campus. Inadequate

parking space can lead to frustration, tardiness, and inefficiency among students, faculty, staff, and visitors.

Addressing these issues requires a comprehensive needs assessment to understand the current challenges and

formulate effective solutions.

The current parking situation at CBEA presents several challenges that have been identified

through evaluation and feedback from students, faculty, staff, and visitors. Despite having four designated

parking areas conveniently located near academic buildings and other campus facilities, peak hours from 10

A.M. to 2 P.M. witness congestion and disorganization, particularly evident at the side of the extension

building and near the canteen. Feedback highlights the lack of proper shade for vehicles, resulting in

uncomfortable conditions for parked motorcycles and electric bicycles. This congestion not only impacts

vehicle owners but also creates difficulties for pedestrians navigating through narrow footpaths.

Additionally, individuals who commute to campus via bicycles struggle to find safe and secure parking

spaces. Recognizing these challenges, a common suggestion emerged: the implementation of UV sun shades

and the creation of designated parking spaces for bicycles.

The parking challenges at the College of Business Economics and Accountancy of Mariano Marcos

State University necessitate urgent action. Implementing solutions like UV sun shades and designated

bicycle parking can enhance efficiency and alleviate congestion, improving the overall campus experience.

Projected Impacts

Organizing a parking lot for students in the College of Business, Economics, and Accountancy with

designated spaces for bikes and vehicles, along with UV sun shade nets, can have various impacts:

Short-term Impacts

1. Improved Parking Management. The project can alleviate congestion and chaos in the

parking area, making it easier for students to find parking spots quickly.

2. Enhanced Safety. Designated parking spaces for bikes and vehicles can reduce the risk of

accidents and improve pedestrian safety within the parking lot.

3. Increased Convenience. Having a dedicated space for bikes encourages sustainable

transportation methods, while the UV sun shade nets provide protection from sun exposure, making the

parking experience more comfortable for users.

Long-term Impacts

1. Sustainable Transportation Promotion. Providing designated bike parking spaces promotes

eco-friendly commuting habits among students, potentially reducing the overall carbon footprint of the

college campus in the long term.

CHAPTER IV

LAYOUT

Description

The figure illustrates an Anti-UV Sunshade Net which is to be installed in the parking area of

CBEA. The area is located between the CBEA Cafeteria and Cooperative, where most students park their

motorcycles and bicycles due to its shaded nature. However, this has brought disturbance to pedestrians,

leaving them with limited space to utilize. Therefore, as shown above, the sunshade net is set to provide

vehicle owners with more shaded spaces, allowing them to park their motorcycles and bicycles in an orderly

manner. As a result, people can walk freely in the pathway without the need to consider the

unsystematically-parked vehicles. The Anti-UV Sunshade Net resolves the dilemma faced by both vehicle

owners and pedestrians affected by the lack of organized parking in CBEA.
