ACCESS PARKING SOLUTIONS

PROJECT: MULTILEVEL SMART CAR PARKING SYSTEM

1. ADDIS ABABA SMART PARKING SYSTEM

i. How long has the Multi-Level parking system been in operation?


Megenagna Zefmesh (Yeka-1) Smart Parking having G+14 level, with three gates & accommodates 90
vehicles at a time; has been inaugurated in the year 2017 G.C. and then in operation for more than a
year. Anuwar Mosque area Smart parking which is G+9 level, with four gates & accommodates 80
vehicles at a time; has been inaugurated in the year 2018 G.C. and then operational under testing and
commissioning stage. The smart parking system operation has not been continuous due to Electric
utility transformer supply & administrative organizational challenge towards operating the system; since
the system was new to the city.

ii. How long did it take to construct?

The project took 6 months of construction after the delivery of the imported items.

iii. Has there been any mechanical, technical or IT issues with its operation?
There was no mechanical or IT issues with operation; however, as indicated above the smart parking
system operation has not been continuous due to Electric utility supply & administrative organizational
challenge towards operating the system; since the system was new to the city.

2. BILLING AND REVENUE

i. Has the Transport Authority been able to generate a steady stream of revenue from
this smart parking system?

As mentioned above the smart parking system operation has not been continuous due to Electric utility
supply & administrative organizational challenge towards operating the system. Regarding the revenue
generated; Megenagna Smart parking have been operational for one year after inauguration generating
revenue at the same time and currently few months ago the smart parking operation has been
outsourced to a private administrative and operation company to operate, service and collect the
revenue accordingly. Anuwar Mosque area Smart parking is under operational service by the private
company since it was idle since inauguration, hence expected to generate revenue soon.

ii. Is there a tax imposed on the tickets purchased by customers, if so, what has been
the reception from customers?

The Parking ticket fare rate has been decided and imposed by the mandated government office called
Addis Ababa Traffic Management Agency throughout the city for public parking areas managed by the
City, and there is no special tax imposed to customer.
iii. Has the Transport Authority been able to regain the initial investment made into
the smart parking system?
- Not Yet and not analyzed as the parking system has just started functioning at the fullest currently.

iv. What is the mode of payment and billing system for customers?

The mode of payment and billing system for customers was based on intelligent one card system (smart
card system) during design and implementation; currently the billing system is with tickets and sooner it
will be with digital payment system by the private company once the installation is of the billing system.

v. Has there been any issues with its payment platform?

and implementation; currently the billing system is with tickets and sooner it will be with digital
payment system by the private company after the installation completion of the billing system.

3. RECEPTION

i. What has been the reception from vehicle users towards the smart parking system since
its operation?

The reception from vehicle users towards the smart parking system after inauguration and operation
was a little bit challenging attitude of fear since the parking system is new to the city, but later on the
drivers/customers get used to the system and currently as indicated above serving the intended
purpose.

4. CHALLENGES

i. What are some of the challenges faced by the Transport Authority with regards

to the Smart Parking System?

The challenges faced by the AA Transport Bureau (Client) and Traffic Management Agency (End-user)
in regard to the Smart Parking System were;
 The supply of appropriate Electric utility Transformer on time for sustainable operation of the
mechanical system of the smart-parking.
 After inauguration, the operation and management part was a challenge since the end-user
did not have the technical capacity and organizational structure to fully operate such new
smart parking system first of its nature for the city itself. Hence, as indicated above the
operation and management has been outsourced to professional private company with PPP
model.
 The parking payment system is yet to be digital soon.
 The Bureau looking forward to build more space efficient smart parking System in the city
with the challenge being acquiring land for such infrastructure development.
