EMERGENCY DRILL REPORT

Drill Objective: The purpose of the drill is to test the competence and effectiveness of Emergency Response Team during a
situation of Medical Evacuation from an elevated platform above 5.5 metres and without proper egress or access. Hence, the
Rescue Technique by the ERT will test safe handling of Incident Person from height considering all the hazards.

S.N. Drill Sequence Planned time

Two workers were performing cable pulling activity on an elevated platform /on top of
the Cable Rack near UTF Building, when suddenly, one of the worker collapsed and got
1 unconcious. The other worker calls for help by waving and screaming. The Security 11:02 AM
Manager on patrolling sighted the distress worker and immediately calls the ERT via
Radio to support the Emergency situation.

The Emergency Response Team immediately reported at the scene with the Fire Truck
and Ambulance. ERT Lead evaluated the scene, barricaded the area then instructed two

Fire Fighters to use the permanent cage ladder to reach the elevated platform to initiate
the Emergency response based on his experience and evaluation.

On the ground, two ERT members attached the Sked Stretcher to the ladder and raised
the ladder by rope till it reached the affected location (Pipe Rack). The available

firefighters at the platform strapped the "IP" professionally to the Sked stretcher and
used the tagline (rope) to release the "IP" gradually from the top.

The platform was at 5.5 Metres high, so, a ladder of 6 Metres length was used. The "IP"
4 was lowered horizontally from the top of the platform allowing Tag line to control 11:10 AM
movement of the "IP" till it reach ground level.

Once the "IP' reach ground level, one Paramedic was allowed to make a cross‐
5 examination of the "IP" before been lifted by four ERT members to the waiting 11:11 AM
Ambulance and transported to Site Clinic.

Worker's attendance were taken. ERT lead gave 'all clear' signal to the workers, to return

back to work area and resume the work activities.

The Work at Height Rescue Drill was carried out within 10 minutes.

Drill Evaluation:
Effectiveness Deficiencies

Implementation of Height Rescue above 5.5 Metres.

Observation: 1. It was observed that the Access road to UTF building


was uneven and haphazard.
2. The Access point to climb the ladder was not clear, steel rebar

materials scattered around the ladder feet/egress point.
1. While descending the Incident Person, it was observed
that the Landing Area was clear, barricaded and secured.
2. Call for Assistance was concise, clear and accurate.
3. Correct use of a body harness, anchorage, lanyard,
deceleration device, lifeline and connectors and handling
tools at height.
4. First Aiders arrived to assist Incident Person on time.
5. Crowd control was effectively done.

Correction: 1. Mock Drills should be conducted in safe and controlled


environment in other to prevent real accident or incident.

Recommendations:

Emphasizing on Buddy System as it should not be preferred to work Alone in the Area; while working in the group workers should
keep checking each other, if the physical condition of any worker doesn't seems good immediately it should be reported to
Supervisor and call the ERT for Medical Assistance. It is recommended Contractors to prepare job specific risk assessments detailing
how to control risks associated with work at height, including access, egress and ensure workers are familiar with Emergency
contact and procedures.

During the debrief session, Security Manager Mr. Ayman gave adequate awareness about hazards of work at height and
specific preventive measures to avoid fall from height . Also, the Fire Fighters were commended for a successful drill.
