IV. BACKGROUND
We come up with this project because in the Philippines, there has been a notable 35% increase
in pregnancies among girls aged 15 and under between 2021 and 2022, prompting Save the
Children to advocate for improved sex education and health services tailored for adolescents.
Despite progress, the Philippines still grapples with high adolescent birth rates, influenced by
social and cultural pressures, poverty, inadequate sex education, and limited access to
contraceptives. Although the legal age of consent was raised to 16 in 2022, parental consent is
still required for those under 18 to access contraceptives. Early childbearing carries significant
risks for both mother and child, including poorer health outcomes and reduced educational and
employment opportunities. To address these challenges, Save the Children calls for the
establishment of adolescent-friendly health facilities, comprehensive sex education in schools
and homes, and increased access to sexual and reproductive health services for adolescents. The
organization's "HEART to Heart" program aims to facilitate communication between parents and
adolescent children regarding sexuality and reproductive health across Luzon, Visayas, and
Mindanao. Save the Children has been engaged in various initiatives in the Philippines since
1981, spanning humanitarian response, health, nutrition, education, and children's rights and
protection.
Also, the students of grade 11 students come up with this topic because it's already existing in
other schools, like Perpetual in GMA, Cavite. That's why it's also beneficial for Vox Dei
Academy to have a program like this.
