The Philippines doesn't currently have a national agency functioning as a full-fledged Metropolitan Planning

Organization (MPO) similar to those in some other countries. However, there are several agencies with
overlapping responsibilities in different aspects of metropolitan planning across various levels of
government:
National Agencies:
 National Economic and Development Authority (NEDA): Responsible for formulating the country's
overall development plans, including infrastructure and transportation.
 Department of Transportation (DOTr): Manages and regulates the national transportation system,
including public transport, roads, and railways.
 Housing and Urban Development Coordinating Council (HUDCC): Coordinates housing and urban
development policies across different government agencies. The HUDCC also has regional offices
involved in urban planning within their respective jurisdictions.
Local Government Agencies:
 Metropolitan Manila Development Authority (MMDA): Responsible for coordinating traffic
management, infrastructure development, and disaster response in Metro Manila. Similar agencies
exist for other metropolitan areas, such as the Metro Cebu Development and Coordinating Board
(MCDCB) and Davao City Investment and Promotion Center (DCIPC).
 Local Government Units (LGUs): City and municipal governments have jurisdiction over planning
and development within their territories, including transportation infrastructure and public transport
within their boundaries. Some LGUs have established specific agencies or initiatives dedicated to
urban planning and mobility.
Non-Government Organizations (NGOs):
 Several NGOs actively advocate for sustainable urban transport and planning in the Philippines.
Examples include the Institute for Transportation and Development Studies (ITDS), the Institute for
Social Ecology and Sustainable Development (IESED), and the Partnership for Transport
Development (PTD).

 Prospectus- It summarizes the planning procedures, discusses the important issues that will be
addressed during planning, describes the responsibilities of each agency that is participating in
planning, and describes the status of all elements in the planning process.

Transportation Plan
 The Transportation Systems Management Element- Automobiles, taxis, trucks, terminals, public
transit, pedestrians, and bicycles are all parts of the urban transportation system. Planning tools have
been developed for use of transportation planners to work out details of alternatives and to provide
sound advice to decision makers. Because of the importance of this element a separate chapter has
been devoted to this topic.
 The Long-Range Element- This element of the transportation plan might, for example, consider
future land development policies by adding a highway link or by installing a busway system. As in
the TSM element, many long-range alternatives must be evaluated before decisions can be made.
Thus, planning tools for analysis of long-range alternatives must be developed. These tools also
provide information to help decision makers select the most promising alternatives. Maong need

Transportation Improvement Program


 After selections have been made in the transportation systems management and long-range elements,
and after plan refinement, a transportation improvement program (TIP) is developed.
o Staged Multiyear Element (SME):
 What it is: A long-term plan outlining priority transportation projects and programs
for a defined period, typically 3-5 years
 Focus: Identifies major projects and initiatives that require longer-term planning and
funding commitment. Provides overall direction and guidance for annual investment
decisions. May be revised and updated periodically to reflect changing priorities and
budget constraints.
 Example: A SME for a city might include plans for expanding the bus rapid transit
system, building a new bridge, and implementing congestion pricing.
o Annual Element (AE):
 What it is: A short-term plan that details specific projects and programs to be
implemented within the next year.
 Focus: Identifies specific projects ready for immediate implementation within
available funding. Provides operational details like project timelines, budgets, and
funding sources. Usually developed based on the priorities set in the SME.
 Example: An AE for a city might include funding allocations for specific bus route
extensions, construction phases of a bridge project, and pilot programs for new
mobility options.
Key Differences:
 Planning Horizon: SME is long-term (3-5 years), while AE is short-term (1 year).
 Level of Detail: SME is broader and strategic, while AE is more specific and actionable.
 Purpose: SME guides overall direction, while AE translates plan into immediate action.

The Continuing Process


 Transportation studies have been made in all areas with populations of over 50,000.
 In the continuing process, one of the tasks is to update these inventories as necessary to make sure
that the database for planning is complete and accurate. This update is done using secondary sources,
such as the census or through small sample surveys. Complete large-scale surveys are no longer
feasible, due to their high cost.
 Through careful studies of data on people’s travel behavior, relationships have been developed to
predict how many trips people will make, where they will go, by which mode of transportation, and
by which specific route. These relationships are the basis for travel demand forecasting and must be
reviewed and reevaluated, if necessary, in the continuing process.
