Security zone The perimeter of the area defined by CRCC & GTGC JV where
security control /security management exists.

1 Purpose & Scope of the Plan


This project specific security plan is prepared as part of contractor’s security preparedness and contractual
requirements. The purpose of this security plan is to define the project security arrangements to ensure
highest standard of security arrangements during the execution of Etihad Rail project stage 2 contract No.
C0306- Package 2C.The plan details the security and access control to protect the property from fire,
prevent any accident/hazardous occurrence, theft, damage and provides guidelines to respond to any
emergencies.

The Security Policy acknowledges that security can never be absolute; neither can protective measures be
applied in one standard form. This procedure is therefore designed to emphasize security as a line
responsibility, allowing for flexibility in maintaining minimum standards for the protection of life and
property.

The objectives are therefore to provide security details and access control to protect from-
• Theft of equipment and/or tools
• Theft of fuel
• Theft of materials from the site or off-site project storage areas
• Vandalism
• Arson
• Breaches of security into site offices, worker accommodation or partially completed project areas.
• Robbery of or attacks on construction workers
• Trespassers: both accidental and intentional

This security plan provides the security measures day and night to be observed by company/PMC,
contractor, sub-contractors, suppliers and visitors and other interested parties of Etihad Rail project stage
2 contract no. C0306 - Package 2C. Where contractor has control

CRCC & GTGC JV recognizes the importance of the protection of project and public assets. CRCC &
GTGC JV will ensure, as much as reasonably practicable, that all assets (personnel, property, facilities,
environment etc.) are protected from security incidents such as theft, unauthorized entry, local
conflicts and interference from any source, either internal or external is avoided.

5 Security Objectives, and Targets


5.1 Security Objectives for the Project
In line with the policy Statement above, the following objectives are identified to establish a positive and
effective approach to protect the Project assets from security hazards and threats/vulnerabilities:
• To complete the project without sustaining loss to materials, equipment and people.
• To strengthen the security system by employing highly competent and authorized security experts.
• To establish a means of stopping unauthorized individuals or vehicles from entering camp,
construction and pre-commissioning areas.
• To establish an effective working relationship and cooperation with the company/PMC, and
government security personnel.
• General access control (Employees, visitors, vehicles & Delivery)
• Assisting Emergency Management including area evacuation.

5.2 Project Security Targets


Based upon the above objectives following security targets have been set.
• Zero loss to materials, equipment by appointing competent and trained security control.
• 100% fencing around the camp and temporary barriers and signs around work area.
• 100% induction (security included); and additional training though mass toolbox meeting.
• Supervision for security team by security manager or security coordinator
• Trained Security staff and inducted site requirements
• Periodical meeting of Security staff
• Regular vehicle security check and logging
• Maintain 100% record of person /material / vehicles leaving and entering the Check posts.
• Maintain visitor log
• Visitor briefing at the gate
• Proper reporting as per the reporting format

6.2 Roles & Responsibilities


6.2.1 Project Director:
• Ensure that this site security plan and organization is established, and its derivative programs,
procedures and work practices are implemented to provide adequate and continuous security
coverage.
• Communicate with local and governmental law enforcement bodies and security organizations in
accordance with both legislative and the company requirements as and when required.

• Ensure that all recommendations raised and reported by security manager/coordinator from
investigations of incidences (such as theft, sabotage, unauthorized entries etc.) are supported for
close out.
• Carry out regular reviews with all members of the project management team on the effectiveness of
the security arrangements.
• Ensure that site security is included on the agenda of the project HSE committee meetings.
• Ensure arrangement of required training to security personnel and provide resources as applicable.
• Review the Report of any security irregularities or breaches or incident that has taken place. See
Appendix – D, “Security Incident / Irregularity Report”.
• Shall ensure that requirements of this security plan are implemented at site and camp.
• Shall ensure the availability of adequate security requirements like installation of perimeter fence,
gate barriers, guard house, lightings, communication devices, patrol car etc.
Above objectives will be achieved through appointing trained personnel.

6.2.2 Construction Director


• Ensure that this security plan and organization is established, and derivative programs, procedure and
work practices are implemented to provide adequate and continuous security coverage.
• Communicate with local and government law enforcement bodies and security organizations in
accordance with both legislatives and the company requirements as and when required.
• Ensure that all recommendations raised and reported by security manager/coordinator from
investigations of theft, sabotage, work unrest and fight amongst workers, unauthorised entries etc
are supported for close out.
• Carry out regular reviews with all member of the project security committee on the effectiveness of
the security arrangements.
• Ensure arrangement of required training to security personal and provided resources as applicable.
• Review the report of any security breaches or incident that has taken place.
• Shall ensure that requirements of this security plan are implemented at project site and office.
• Shall ensure the availability of adequate security arrangements like installation of security access
control system, CCTV cameras, perimeter fence, gate and barriers, security guard house, lightings,
communication devices, static security and patrolling vehicles.

6.2.3 Administration Manager on Site


• Ensure that the security resources are adequate to cover all project needs and that the site/camp
security operations reflect the requirements of the project.
• Provide support to the security manager/coordinator in the management of the project security team.
• Ensure that appropriate subcontractor and company staffs are made aware of all security
requirements.
• Make a report without delay to the CD and security manager/coordinator when any security
irregularities or breaches or incident have taken place.
• Support in resourcing required information, manpower and training.

• Coordinate journey management at site level through site journey coordinator.


• Shall conduct monthly inspection to check visitor’s logbook, material gate pass record, security
equipment etc.
• Shall ensure immediate corrective action are taken and close out report containing observations and
recommendations if any, issued.

6.2.4 HSE Manager


• Coordinate with security manager/coordinator for the implementation of the project security plan
and review incident investigation reports.
• Conduct orientation/awareness trainings relevant to site security as applicable.
• Advice on any security hazard and legal requirements related to project
• Shall be familiar with security arrangements at camp, site offices / warehouse / store / workshops
/worksite.
Liaise with the security team for conducting drills.

6.2.5 Security Manager / Security coordinator


• Write or review security-related documents, such as incident reports, proposals, and tactical or
strategic initiatives.
• Train subordinate security professionals or other organization members in security rules and
procedures.
• Plan security for special and high-risk events.
• Review financial reports to ensure efficiency and quality of security operations.
• Develop budgets for security operations.
• Order security-related supplies and equipment as needed.
• Coordinate security operations or activities with public law enforcement, fire and other agencies in
Arabic & English languages.
• Attend meetings, professional seminars, or conferences to keep abreast of changes in executive
legislative directives or new technologies impacting security operations.
• Assist in emergency management and contingency planning.
• Arrange for or perform executive protection activities.
• Respond to medical emergencies, bomb threats, fire alarms, or intrusion alarms, following emergency
response procedures.
• Recommend security procedures for security call centers, operations centers, domains, asset
classification systems, system acquisition, system development, system maintenance, access control,
program models, or reporting tools.
• Prepare reports or make presentations on internal investigations, losses, or violations of regulations,
policies and procedures.
• Identify, investigate, or resolve security breaches.
• Monitor security policies, programs or procedures to ensure compliance with internal security
policies, licensing requirements, or applicable government security requirements, policies, and
directives.
• Analyze and evaluate security operations to identify risks or opportunities for improvement.
• Create or implement security standards, policies, and procedures.
• Conduct, support, or assist in governmental reviews, internal corporate evaluations, or assessments
of the overall effectiveness of the facilities security processes.

• Collect and analyze security data to determine security needs, security program goals, or program
accomplishments.

work, evaluating performance, or disciplining.
• Plan, direct, or coordinate security activities to safeguard company assets, employees, guests, or
others on company property.

• Reports to security manager/coordinator.
• Assisting security manager/coordinator to review and coordinate day to day security requirement and
ensure it is being complied.
• Control and coordination of the site security team.

associated equipment.

• Carry out any special or specific orders or instruction as prescribed by security coordinator / manager.

take-out any materials, equipment or tools to/from the site/camp.

• Conduct searches of all vehicles entering and exiting the project and question individuals entering or
leaving the site, if necessary.

• Respond to alarm signals (fire alarms or other danger signals) and participate in the emergency
response procedures and emergency response team training and activities.
• Communicate adequately with the oncoming shift to ensure smooth turn over and to facilitate
execution of the duties.
• Ensure compliance with local/site policies such as: no smoking areas, photography, drugs, alcohol and
prohibited firearms.
• Will communicate in a clear manner all security matters to site security manager/coordinator.
• Will take active part in emergency handling, drills.
• Will be familiar with location of camp, site offices/warehouse/store/workshops/worksite, HSE
orientation and emergency response plan.
• On a daily basis, shall check/monitor the condition of security equipment such as alarm devices,
lightings, gate barriers and perimeter fence.

6.2.7 All Employees


• All employees shall always adhere to and abide by the security procedures.
• Always possess the identity card.
• Employees’ personal belongings are the responsibility of the individual.
• Report any security irregularities or breaches or incident have taken place. See Appendix – D, “Security
Incident / Irregularity Report”
• Participate in incident investigation whenever required.
• Provide all required cooperation to security guard in discharging his duties.

6.2.8 Security subcontractor


Site security arrangements to be provided by a suitable qualified organization through a subcontract
agreement. The security organization will report directly to the CRGT JV security manager/coordinator and
provided 24 hours, seven days per week coverage progressively throughout all primary locations where
CRGT JV has a prevailing influence over the security of the location.

6.2.9 Security officer/Guards


• The guards shall be on duty for 24 hours in shift in accordance with the roaster made by CRGT JV
security manager/coordinator.
• Guard shall keep themselves clean and neat and be competent to perform duties as required.
• Attend daily security meeting prior to start the shift as directed.
• Ensure proper handling security gadgets issued.
• Provide access control and maintain thorough knowledge of emergency response.

7 Procedure / Security operation


7.1 Security Control for Accommodations, Offices & Sites
(Materials, Equipment’s, Buildings and Personnel)
• CRCC & GTGC JV lay-down facilities, Camp and office perimeter will be fenced with a galvanized 50x50
chain-link fence with 1.8 meters. Height.
• Separate gates will be provided for personnel and equipment entry. Etihad Rail project stage 2
contract no. C0306 - package 2C construction site is extended, and the working crew is mobile.
• CRCC & GTGC JV will arrange barricades and signs. (Stop Security Check, All Visitors Must Report to
Security) along the perimeter of the working area as required in order to prevent passengers from
entering the working area.
• Adequate and effective guard shall be provided at the work site entry gate as applicable.
• The project Office and accommodation camps will be at TBA and these areas will also be associated
with storage yards. There will be two gates in each area (TBA) manned by the security permanently.
Other temporary yards with security control will also be developed as required during the project
progress. The security coverage will be 24 hours. There will be approximately 40 security guards
employed for the project.
• The resources required to establish an effective Security control will be provided by CRCC & GTGC JV
Management. Enough trained security staff will be mobilized under the supervision of a security
manager / security coordinator. Security cabin, patrol vehicle and emergency equipment will be
provided as required.
• The security personnel will be trained and able to speak Urdu, English and Arabic.
• Regular Patrolling shall be done and recorded. (Appendix-B-Site Security Patrol Log)
• Gates will be divided into two i.e. passage for vehicles and that for personnel or as required
• Vehicles shall be parked in the area designated by the CRCC & GTGC JV. All project employees shall
proceed directly to the work site after parking.
• Employees shall not wander in work site away from their designated place of work or loiter around.
• CRCC & GTGC JV’s warehouse, stores, yard etc., within the site perimeter and which contains
materials like valves, fittings, small parts etc. shall be provided with security locks.
• Access from CRCC & GTGC JV’s stores, warehouse and offices into storage areas / yard shall be
provided with locks to restrict access.
• Access doors, gates or windows to warehouse buildings and storage areas shall be minimized and
may have not more than two openings.
• Workshops, offices, containers with materials may be separated from the warehouse area.
• CRCC & GTGC JV shall provide adequate security personnel on the camp and worksite perimeters at
critical access points and vital areas of interest to the CRCC & GTGC JV.
• CRCC & GTGC JV shall maintain a list of names and addresses of its employees, sub-CRCC & GTGC JVs’
employees and others who are not involved directly on-site activities.
• CRCC & GTGC JV shall ensure that their employees and those of their vendors and sub-CRCC & GTGC
JVs and others who are permitted by the CRCC & GTGC JV to enter the site/camp, comply with rules
and regulations.
• All access to camp and worksite shall be via routes prescribed by the CRCC & GTGC JV. No deviations
from these routes shall be permitted without written permission. All CRCC & GTGC JV, Sub CRCC &
GTGC JV and Visitors must always display project ID badges in order to enter and remain on project
site.

• CRCC & GTGC JV shall appoint a Security manager/coordinator who will administer and be responsible
for the camp and work site security functions.
• The security supervisors shall be responsible for the maintenance of the following records:

• CRCC & GTGC JV shall review the need for emergency planning covering sabotage, strikes etc. and
shall be prepared with a plan.
• Security shall immediately notify the CRCC & GTGC JV of all thefts and security violations and shall
submit a monthly summary of thefts and security violations (Appendix-D-Site Security
Incident/Irregularity Report)
• Security matters shall be discussed during the monthly safety meetings.
• CRCC & GTGC JV will ensure that insurance policies as per the contract are in place and all legal
requirements will be met.
• A person who cannot produce his card should not be allowed to enter the camp, office or site until his
identity has been verified.
• No one, including security personnel, has an automatic right to search individuals. However, it may be
a condition of employment to require employees to undergo a search of their belongings, briefcases,
etc. but not their person. If a body search is necessary, then the police or security services must be
asked to do it. Extreme caution must be used in such a situation as the legalities can be violated with
risk for all parties.
• The construction camps, offices and working sites will be surrounded by a fence and light poles will be
installed to illuminate the camps site area at night. Main gate for truck and vehicle access with
personnel walk in gate will be provided and manned by security guards at all times.
• At every security control point, thermal screening of every employees and staff shall be conducted by
security officers. Thermal screening record shall be maintained by security guard. If temperature is
greater than 37.8C, no one will be allowed to enter the site or office premises. Security officer needs
to inform HSE department/security coordinator, if body temperature is high.

8 Threat and Hazard Assessment


A threat and hazard assessment is the process of risk identification, analysis and evaluation to understand
the hazards & risks, their causes, consequences and probabilities. The aim is to generate a comprehensive
list of threats and risks that effect the protection of the project employees, information and assets and
identify the sources, exposure and potential consequences of these threats and risks.
Generally, threats and hazards fall into these categories:
• Threats to life
• Threats to property and assets
• Threats to operations

8.1 Risk Analysis


As noted above, risks are threats or hazards, analyzed by likelihood and impact. For assessment purposes,
a quantitative method may be employed to ‘score’ these.
After the effective identification process, all identified Hazards/aspects, shall be determined whether such
hazards/aspects are Extreme, High, Medium or low risk using the quantitative approach. Risk assessment
will evaluate the identified hazards in terms of level of risk and the degree of existing control over each
element.
The purpose of risk evaluation is to make decisions, based on the outcomes of risk analysis, about which
risks need treatment and treatment priorities. Risk evaluation involves comparing the level of risk found
during the analysis process with risk criteria established when the context was considered. The objective
of the nominated entity and extent of opportunity that could result shall be considered.

Decision shall take account of the wider context of the risk and include consideration of the tolerability of
the risks borne by parties other than the entity that benefit from it, for example the community. In some
circumstances, the risk evaluation may lead to a decision to undertake further analysis.
The relative risk score estimated enables definition between those risks that are significant, and those that
are of a lesser nature. This allows a better understanding of latest probable events with high consequence
against the highly probable low consequence events. Having established the comparative risk level
applicable to individual impacts, it is possible to rank those risks. Four risk categories are to be used:
Extreme, High, Moderate, and Low.
The matrix as depicted in Figure (below) facilitates quick reference and assignment of risk levels for each
of the four risk categories (Extreme, High, Medium, and Low). Thus, hazards identified during audits,
inspections, reviews, incident investigation, qualitative risk assessment etc. may be assessed using this
matrix.

Depending upon the magnitude of risks and the potential consequences of hazards, the Risk Assessment
shall be periodically reviewed by competent staff as required. Based on the above "Risk Classification
matrix, the formula can be simplified as;

9 General Principles of Mitigation


Once risks are assessed and categorized in order of severity in the risk register, mitigation should be
applied. Broadly, mitigation may take three forms:
• Ignore / Accept
• Export / Transfer
• Address

Ignoring a risk is sometimes appropriate, where the cost (in terms of financial or resource
exposure) of any mitigation exceeds the impact of the event which defines the risk. Risks should
only be ignored, however, after careful analysis of mitigation cost and impact. Ignoring a risk
means that no action is taken to counter it but does not mean it is forgotten. Such risks should
still be reviewed in case the situation has changed.

Exporting a risk can be performed through insurance or contracting of a third party to deliver
mitigation. While this is entirely sensible, for example, where this can be done for the
expenditure of less resource than if directly mitigated by the supervisor or manager, it is
important to remember that this does not export responsibility for, or ownership of, the risk, but
merely for its management. This presents a risk in itself, in that management of the risk falls
mainly outside of the control of the supervisor or manager.

Addressing a risk is the application of mitigation measures directly by the supervisor or manager.
Generally, this will involve the application of people, processes or technology to an issue to
reduce the impact or the likelihood (or, ideally, both) of a risk, in order to bring its rating down to
an acceptable level of risk.
This document necessarily concentrates on direct addressing of the risk.

9.1 Mitigation Strategies


Mitigation strategies selected may include the following:
• Restriction of access to site
• Surveillance of persons on site
• Protection of site assets
• Site safety provisions
• Provision for controlled and monitored site evacuation
• Liaison with police, local authorities and other stakeholders

The site and premises shall be laid out and designed in such a way as to maximize advantage from, say,
perimeter fencing, or surveillance and thus provide good security at minimum cost.

Risk mitigation plan shall be designed in close cooperation with the site manager or other entity
responsible for site planning and operation and that both sides remain in dialogue in order to ensure
maximum value is obtained from the sometimes significant resource investment required. It should always
be borne in mind by the security planner that the aim of the exercise is to allow the operation of a
construction site and that security measures should, as far as possible, support this.

10 Security Staff
Contractor will appoint a Security manager / Security coordinator to supervise and co-ordinate the
security operations within the project. Adequate communication between the team members will be
established through mobile phones. There will be approximately 40 security Staff including the supervisor
/ manager. They will be deployed at camps / offices / yards in TBA, also at certain locations on the line /
depot as required during the project progress.

11 Emergency
Security will co-ordinate with emergencies management such as accidents, fires, theft or climatic
disasters. Security staff will be inducted on site emergency plan and copy of the document will be
available with them for reference. All relevant emergency contact telephone numbers will be available
with the security and displayed conspicuously.
Fire
Any security person discovers a fire will l first raise the alarm and then without putting him any risk he will
try to put out the fire with a fire extinguisher, water or sand bucket. If the fire is uncontrollable, he will
immediately report to Security manager / coordinator and the emergency response team for further
action.
Security Staff will be familiarizing with Fire detection, warning and fighting system installed in the camp
and office. They will co-ordinate with the training and testing of the same system as required. Security will
monitor the Alarm System and maintain a log and the status of the same will be given to HSE manager
every week or as required. Site security will assist in the evacuation of site / camp / office in accordance
with the emergency response plan and instructions received. They will participate with site emergency
drills as required.
Theft
In case a theft is noticed the Security will report the incident immediately to security manager /
coordinator/ Security gate requesting back-up or police assistance. The Security will try to apprehend the
thief if safe to do so. If there is a threat of danger the security will report the incident to police,
Reporting the case to police is through PRO with prior approval from project manager / project director.
Trouble
In the event of a quarrel or other troubles, the security will report the incident to the security manager /
coordinator r and then to project manager. Security staff on site will try to control the situation and if
required police assistance will be sought. Police assistance will be obtained by security manager /
coordinator /PRO in consultation with project manager and administration manager. The incident will be
reported to project HSE manager.
Accident
Any security guard who witnesses an accident shall make immediate report to Site HSE manager or
administration manager/security manager/ coordinator. He shall then inform the medical center for
medical help. The scene of the incident shall be immediately secured to prevent unauthorized entry and to
preserve evidence for further investigation. All Emergency contacts/medical /fire emergency contact
numbers shall be kept available at the security Gate a dedicated telephone shall be allocated for
emergency communication. All events that a security person encounters will be recorded in the Log and
maintained at the gate.
Fire Alarm
In case of a fire alarm the gate security personnel shall attend it immediately coordinating with the Camp
operation. All alarms shall be recorded at the security gates. False alarms must also be attended and
reported to the camp administration for action.
Emergency Vehicle
In case of any emergency in the camp /office/work site security will co-ordinate with the emergency
vehicle, including the external services vehicle at the gate and lead the vehicle to the affected location
without delay. During daily patrolling, the security shall check the emergency access /egress. Security shall
actively participate in the emergency mock drills.

11.1 Incident reporting


All security related incidents, loss or damage are to be reported to the security manager/ coordinator as
soon as possible after the event. The security manager/coordinator is to submit an incident report for
Project HSE manager, construction manager & the Engineer within 24 hours and is to record the loss,
damage or incident in the appropriate register. The incident, loss or damage will then be investigated
under the direction of the concerned department who will produce a complete report if indeed.

Site security and security coordinator shall be responsible for ensuring that report relating to security issue

12.2 Communication Methods


Communications Systems take in both fixed (telephony) and mobile (radio, cellular) communications
systems. However, guard force will use of its own dedicated security communications systems.

12.3 Liaison with local enforcement and emergency services.


In case of any serious breaches of security and/or emergency Security supervisor shall informed to the
Project Manager and Project HSE Manager simultaneously liaise with the local authority and emergency
services to cope up with the emergency situation.

12.4 Material/waste control


All materials are removed from the project site or office must be accompanied by a material exit gate
pass. All trash that is removed from the site will be checked by security personal to verify the content.
All incoming materials, deliveries and equipment for the project or site must be accompanied by a
material entry pass, or a delivery note, if from a vendor. Security will inspect the material or deliveries and
compare with the delivery note or material entry pass and notify site management of the delivery.
Security will keep a copy of the material entry pass or delivery note.

12.5 Cameras
Cameras are prohibited without the written consent/approval of CRGT JV. Visitors are not allowed to take
any photographs of site without CRGT JV permission. Visitors and other employees are also not permitted
to take videos and photos at project site without the consent of contractor.

12.6 Alcohol, Drugs and explosive control


Any person or visitors are not allowed to enter the site under the influence of alcohol, drugs and no such
items are to be carried inside the project premises. Those who are involved in the possession and selling of
alcohol, they will be removed or terminated from the project with the immediate effect. Firearms, alcohol
beverages, drugs or explosives will not be permitted on the property. Person/visitors are not permitted to
smoke on site unless at designated areas.

12.7 Traffic control


The vehicle drivers will be in possession of a valid UAE drivers license and must be displayed a vehicle pass
inside of the vehicle’s windshield visibly. Parking will be permitted in designated areas only. All vehicle
shall be parked in reverse parking.

13 General Security Instructions for project


employees
• All Personnel on site must respect and obey security regulations issued in the Etihad Rail project stage
2 contract No. C0306 - package 2C.
• The drivers and personnel under the influence of alcohol or narcotics are not allowed to enter the site
areas. No one carrying intoxicating or alcoholic liquors or substances can enter the site area.
• It is not allowed to prepare meals within the site area. CRCC & GTGC JVs could provide such meals in
designated area
• Security guards are assigned under the control of security manager/ coordinator to patrol the site for
inspection of warehouse, office, and storage yards, lay down area for 24 hrs. A day which is enclosed
by security fences.
• Effective 24-hours / 7day, regular security patrolling will prevent / reduce the causes of fires, theft,
damage, unauthorized entry and vandalism; which will enhance the protection of plant, materials and
newly constructed facilities.
• No photography is permitted in restricted areas and existing plant areas. Special permission for
photography may be obtained (project purpose) subject to permission from Plant authorities.
Carrying mobile phones with camera will not be permitted in restricted areas.

14 General Instructions to Security Guards &


Security Supervisor
14.1 General
• All Security Guard will maintain an alert attitude and observe carefully, everything taking place in
the assigned area. They will report all witnessed or reported violations to the Security supervisor
who will enforce all orders, rules and regulations as required by client and Contract Documents.
• Security Guards shall not leave their posts unless properly relieved or unless required to do so in
performance of other assigned functions or in case of an emergency. In such cases they shall be
promptly replaced.

14.2 Security guards Instructions


• In the event of an emergency not covered by instructions, the Security Guard shall call the Security
Supervisor or the Project security Manager/ coordinator immediately.
• Instructions in direct contradiction to general or special orders shall not be followed unless
approved by the Security Supervisor and the Project security Manager/ coordinator.

14.3 False Information


• A Security Guard, who wilfully issues false information or makes false statements regarding
assignments and or responsibilities to fellow Security guards, Supervision, or client personnel, will
be subject to termination.

14.4 Gratuities
• All security personnel are prohibited from accepting gratuities from anyone for any purpose. Any
offer of gratuities is to be reported promptly to the Security Supervisor and Project security
Manager/ coordinator.

14.5 Statements to News Media


• All Security personnel are prohibited from making any statement to the press or News media. All
such queries are to be referred to the Project Manager / Project HSE Manager/security manager/
coordinator.

14.6 Public / Personnel Relations


• The Security Officer shall use discretion and care in the questioning of project employees and
HESCO personnel and in the handling of possible irregularities or violations.
• Under no circumstances shall a Security Officer question a person for possible irregularities or
violations except in the presence of a reliable witness.
• Under no circumstances shall a Security Officer threaten, or assault (except in self-defense), or
coerce in any way, any person.
• Every effort must be made by Security Officers to positively identify people who refuse to comply
with normal Security Instructions. All such instances shall be reported immediately to the Security
manager/ coordinator and HSE Manager.
• The Security officers, always, shall be helpful in their approach to the project workforce and in
their dealings with the general public. They are instructed at their workplaces shall be clean and
tidy at all times, i.e., Main Guard Gate, Offices, etc.

14.7 Photography
• Photography on site will only be allowed if prior written permission is obtained from the Project
Manager / Project security Manager/ coordinator and in accordance with the client rules and
regulations.

14.8 Security of Documents & Drawings


All the documents and retaining to the execution of this Security will be kept in the JV HR Office under the
control of the Project Document Controller.

15 Lighting
• Lighting can be a deterrent to site intruders and a positive aid for patrolling security staff.

• Appropriate lighting shall be provided inside and outside around the site perimeters. Lighting shall
be sturdy and resistant to adverse weather conditions, tampering and vandalism.

• Directing the lighting inwards shall be considered, as it will reveal intruders either directly or by
silhouette.

• Additional lighting shall be provided to ensure that all possible entrance and exit points are
illuminated.

• Project security Manager/ coordinator, Security Supervisor and Project Manager will ensure that
security lighting is effective and should be used at all relevant times. The use of a photoelectric
cell, which switches on when daylight fades and off when it returns, is suitable.

• Wiring for security lighting should only be accessible to authorized persons. Cables for perimeter
installations should be buried with the supply for individual luminaries, teed-off through a fused
spur. Exposed cables should be enclosed in conduit.

• Security lighting systems should be routinely inspected and maintained.

16 CCTV Surveillance Systems


• CCTV can be used to aid the security of a site and can act as a deterrent to criminal activity.

• Installation of CCTV surveillance system is subject to client approval, and suitable for fixed
installation such as Site offices, accommodation, laydown, fueling and precast areas.

• CCTV surveillance system type, quality and quantity shall be according to the area of facilities and
coverage required. The availability of power to the CCTV system and lighting should be considered
prior to installation.

• Many different types of equipment are available with low light or infrared operation or combined
with white or infrared lighting units.

• CCTV images can be recorded or monitored on site or monitored remotely.

• Cameras shall be mounted on masts, existing structures or tower crane, towers, etc.

17 Training, Awareness and Competency


• Initial and regular refresher security training for client personnel with the aim of reducing the risk
to and countering various threats against operations will be conducted.

• Personal security training for all personnel will be conducted as soon as is practical after they
arrive at the site and a simple course syllabus is given, as attached

• A number of training courses for client executives and key staff will take place and emergency
response procedures will be practiced regularly in the field.

• A competency assessment shall be conducted for all security guards, officer, watchmen and
supervisors.

• CRCC & GTGC JV shall arrange external approved trainings for security guards and supervisor and
should ensure only certified security guards must be deployed at all key access/egress points.

• Awareness training, briefings and toolbox talks will be supplemented by Daily Activity Briefings
(DABs). These will be carried out by security supervisors to convey further specific information to
their work teams.

17.1 Local Security Requirement and Qualifications (Security


Officers)
All security guards wishing to work Dubai must undergo a week along internal theoretical and practical
training course. The training program includes class on:

• Overview and purpose of the security industry


• Emergency system and procedures
• Evidence and crime scene preservation
• Effective patrolling
• Access control
• Searching methods of vehicles and premises
• Requirements of health & safety at work.
• Dealing with emergencies.
• Requirements of dealing with fire and safety.
• Communication and customer care
• Firefighting and first aid training
• Criminal investigation
• Protect themselves and others in an emergency

18 Gate Access Control


CRCC & GTGC JV /Sub-Contractor will provide access badge to their personnel and the card will bear
Name, Job title, Organization, inducted date, emergency contact numbers etc. This Card will be
collected back by HR /Admin department once they leave the project. A copy of the access ID is
attached with the document for reference.
• Access passes for visitors will be prepared and distributed to visitors from the security gate after a
brief induction at the security gate. Those passes (IDs) will be collected back from the visitors while
they leave site. Visitor’s entry permitted only when their visit is confirmed with the concerned
department. Visit to site by any vendor /supplier/ visitor will be permitted only when they are
accompanied with concerned CRCC & GTGC JV / Sub-Contractor representative.
• Some necessary PPEs will be kept at the Security office in order to provide to visitors or suppliers
those who are not equipped with PPEs. Those PPEs will be collected back from them while leaving
site. A visitor’s log will be maintained by the security at the gate.
• Security signs like “Security Check, Visitors report to Security “etc. will be located at the access control
gates.
• Site Security will interfere / assist in controlling traffic as required. They may monitor compliance with
site parking and vehicles parked in unauthorized areas will be removed and reported. The pedestrian
passage / crossing will be monitored by the site security and passenger loading and unloading will be
controlled as required. They will control / guide delivery vehicles / emergency vehicle to destination.
• No personnel shall be allowed to take any parcel, material or case from the construction site without
a material pass signed by an authorized person of the CRCC & GTGC JV and verification by CRCC &
GTGC JV’s personnel. The pass shall be handed to the security guard. (Appendix A–
Equipment\Material\Tools Gate Pass).
• The access controls will be established in various locations in accordance with the contract
specification.
• The Material pass is signed by the concerned area Construction Manager and he will be designated by
the Construction director for signing the material passes.
• Anyone bringing his own personal equipment to the construction site shall register it with the security
officer at the gate if he wishes to take it later.
• All vehicles shall stop at the gate and receive entry pass from the security officer. While leaving all
vehicles shall be checked by security guard for correct vehicle entry pass and material pass.
• Visitors shall obtain passes and Identity card from security personnel.
• Visitor who wants to visit on site shall be required to attend “Visitors HSE Orientation Training”
organized by HSE Department and shall adhere to all HSE Regulations and requirements (i.e. PPE,
Emergency Evacuation etc.) while on site. For suppliers a short briefing will be given by the Security at
the gate before handing over the temporary badge. The PPE supplier drivers shall be checked at the
security gate. Everybody entering the gate should follow the minimum PPE requirement for the
project- Safety Helmet, Safety Shoe and Safety glass.
• All Visitors are reported at the Security gate and the Gate security shall contact the concerned
department / person to whom the visitor wants to meet. Visitor moving to site or any operational
area should be accompanied with CRCC & GTGC JV /Sub-Contractor/Consultant/PMC person.
• Visitors shall not be permitted to leave the construction site without the signature of the person
visited. The visitors’ Identity card must be returned.
• All materials and tools shall enter the site with CRCC & GTGC JV’s approval.
• All materials including tools and equipment shall be registered on Equipment, Tools and Material
Gate Pass.

• Sub-CRCC & GTGC JVs must submit to the Security manager/ coordinator a list of Equipment, tools
and Materials when entering or removing from the site, duly approved by the CRCC & GTGC JV Site
Manager.
• CRCC & GTGC JV will provide adequate communication system like (mobile Phones)

18.1 ID Badges / Identification / Vehicles


Issuance of all badges to project employees and visitors will be done only after completing an application
form and attending a safety orientation training session at the main Safety and Security office located in
the (TBA) area.

18.1.1 Project Employees


CRCC & GTGC JV HR/Management team will issue and control all badging of all employees on the project
and visitors going into and out of the site. The ID badge and identification system shall be used in
identifying and controlling all persons entering the site. (Refer to the Appendix F Project Security ID
Sample). Yellow color code badge for subcontractor and while color badge for CRGT JV and Engineers staff.
The ID badges will include:
1. Recent photo of bearer.
2. Name of bearer.
3. Employee number.
4. Company name.
5. Induction Training Date.
6. Date of issue and expiry date.
7. Project logo.
All personnel shall wear their badges at all times when on the project. The badge shall identify the
employee by company, employee name and assigned number.

18.1.2 Visitors

• Visitor admission to the site will require permission to enter by the management of the CRCC &
GTGC JV being visited and written authorization by the Site Security Supervisor.
• A request for visitor passes must be submitted with a visitor badge application along with copies
of the visitor’s identity document or copies of the passport to the Site Security Supervisor 24 hours
in advance of visitor arriving.
• Visitors also need to receive safety orientation training prior to issuing the visitor’s badge.
• After authorization is obtained, the vendor or visitor will be issued a temporary visitor badge that
is to be worn at all times while on the project and returned to security upon each departure of the
site.
• Visitors will be accompanied while on site or the lay-down facilities.
• Visitors must have the required personal protective equipment while being on site

18.1.3 Vehicle and Equipment Passes


• Employees driving company vehicles onto the project will be required to submit an application for
a project vehicle pass to the Site Security Supervisor 24 hours prior to requesting admittance to
the project.
• Applications must be submitted completed correctly with valid copies of driver license and/or
equipment operator’s competency certification and equipment, third party inspection certificate
where required, license plate number and description of vehicle and current insurance
documents.
• All vehicles and equipment entering the project site and lay-down facilities must be in safe
operating condition and will therefore be subjected to a safety inspection by Management and
HSE Department. The inspection shall at a minimum include the proper safe working of (1) brakes;
(2) lights; two headlights; taillights, brake light; (3) horn; (4) muffler; (5) safety glass; (6) windshield
wiper and rear view mirror.
• The vehicle passes will be displayed on the inside of the windshield on the left side.
• Equipment passes must be displayed on the outside to the left side of the equipment.
• Vehicles and equipment without a valid pass will not be allowed access to the site or lay-down
facilities.
• Vehicle passes and equipment passes will not be issued if documentation is incomplete or if all
requirements are not met.

18.2 Material Control


All tools and materials, other than trash, that is removed from the project must be accompanied by a
material exit pass. All trash that is removed from site will be checked by security to verify the content.

18.2.1 Incoming Materials


• All packages for delivery to personnel on site shall be inspected by the security guards at the
access gates.
• The addressee shall be informed about the arrival of the package prior to inspection. After
inspection, the package may be collected by the addressee, or stored in the Security office,
depending on the addressee’s advice or the contents of the package.

• All incoming deliveries of supplies, materials and equipment for the project shall be accompanied
by a material entry pass, or a delivery note, if from a vendor.
• Security will examine the material and/or equipment and compare with the delivery note or
material entry pass and notify site management of the delivery.
• Security will retain a copy of the material entry pass or delivery note. Delivery materials will have
to be escorted from the main gates by a representative, to the site store or its final destination.

NOTE: No vendors will be allowed through any gate without a Project ID badge and pass and will not be
allowed outside their vehicles without wearing a hard hat, safety glasses and safety boots and proper
clothing.

18.2.2 Outgoing Materials


• All supplies, materials and equipment to be taken off the site or lay-down facilities shall be
presented for inspection to the security guards on duty at the gate and signed off by the security
supervisor.
• The corresponding gate pass for said items shall be presented to the security guards on duty.
• A designated representative(s) (TBA) of CRCC & GTGC JV must sign the material exit pass to
authorize material exit.
• All signatures will be checked against a list of authorized signatories, which will be maintained at
the security office.
• A copy (original) of the gate pass shall be retained with the Security.

18.3 Security arrangement at Night Work on site, office and


accommodation

18.3.1 Night working


• Night working in the project will be in accordance with the permissions from concerned
authorities.
• Required security patrolling or controls during night will be provided. There will be minimum two
security staff in a night team, designated Vehicle and mobile communication will be provided to
them.
• Night patrolling will be arranged by CRCC & GTGC JV Security to ensure the protection of the
facilities newly constructed or under construction.
• Hot Line number will be issued to deal with any emergency situations.

18.3.2 Site Offices:


• Security staffs will be deployed for the site offices on the entries & exits and equip them with
appropriate monitor cameras.
• All visitors will report to security on their arrival on site offices. Security staff will arrange to escort
the visitors.
• Security staffs are authorized to act on behalf of CRCC & GTGC JV to stop and search any person or
vehicle that they believe threatens the security of the project, the safety of persons or is found
acting suspiciously.

• Persons will be reported to the HSE if they refuse to stop or disobey a reasonable request from the
Security staff.
• Hot Line number will be issued to deal with any emergency situations.

18.3.3 Employer Accommodation:


• CRCC & GTGC JV management shall ensure that the facilities are guarded and secure from theft,
unrest and unauthorized entry.
• Security staffs will monitor the facilities with appropriate monitoring cameras.
• They shall be provided on all possible points (entry & exit) to ensure protection of the facility.
• There must be adequate external lighting to facilitate security patrols, especially in respect of
roadways, walkways and particular building features.
• Hot Line number will be issued to deal with any emergency situations.

18.3.4 Labour Accommodation:


• A temporary fence will be built for the temporary labour accommodation.
• A guard will be provided round the clock on the entries and exits of labour accommodation and
equip them with appropriate monitor cameras.
• Security guard will monitor entries and exit of the occupants and visitors and maintain register of
entry/exit.
• Security guard will monitor the daily activities of security in camp premises.
• All visitors accessing the camp will be fully aware camp rules and limitation within the camp.
• Hot Line number will be issued to deal with any emergency situations.

18.3.5Labor Disputes & Personal Disputes


• Training on the general workplace violence and job-specific workplace security practices will be
conducted to employees in a language they understand.
• Specific training will be provided to designated Security Personnel of handling aggressive and
abusive personnel, and ways to handle aggression and defuse hostile situations.
• Security staffs be trained to solve any problem that may occur, and immediately settle the
conflict among the labours.
• As practicable, the occupants from same nationalities and communities will be
accommodated together in the labour accomodations
• Suggestion/complaint registers will be maintined at labour accomodations and appropriate
actions will be taken against any suggestions/complaints raised by occupents and Stake
holders.
• Any violence/disputes occurred will be thoroughly investigated to identify the root causes to
prevent recurrence.
Emergency response procedures to be followed in the event of violent incident.

18.3.6 COVID 19 precautions


Thermal screening shall be conducted at every security control point as a part of COVID 19 precautions.
Thermal screening record shall be maintained by security guards. All security guards shall be trained on
COVID 19 controls and precautions. No person shall be allowed to enter the site or office premises if body
temperature is more than 37.8C or he has symptoms of COVID 19. COVID 19 precautionary signages shall
be displayed on security points. COVID 19 risk assessment and COVID 19 control and monitoring plan
briefing shall be provided to the security guards along with induction training.

19 Audit
• The CRGT JV and the Engineer shall ensure that the plan is reviewed regularly and updated to
ensure that it remains relevant and effective. The following instances shall trigger a review:

❖ The plan shall be reviewed at atleast once every 6 months.


❖ After a major safety/security incident has occurred.
❖ After a site inspection or random site visit finds a safety or security vulnerability within
the contractors existing safety and security program.
❖ When there has been a significant change in circumstances;
❖ As otherwise required by the Engineer.
