The organization chart of the construction company includes the top management, project
managers, engineering department, construction department, quality control department, and
safety department. The project manager is in charge of the entire planning, carrying out, and
controlling the project.

The engineering division is in charge of the integrity and design of the road. The construction
department will build the road in compliance with the design requirements.

The quality control department is in charge of inspecting and testing the building materials to
make sure they adhere to specifications and the final product does as well. The responsibility of
the safety department is to ensure that every employee has a secure workstation and to prevent

PROJECT BACKGROUND

Somalia is among the eastern countries in continental Africa and is located on the Horn of Africa
boarded by Djibouti to the northwest, Ethiopia to the west, Kenya to the Southwest, the Gulf of
Aden to the North, and the Indian Ocean to the east. Somalia has the longest coastline in Africa
with a population of around 17.1 million. The road infrastructure connecting main regions has
been considered one of the key infrastructures and significantly has contributed to economic
growth as local domestic normally used to travel by road, it is also very important to create jobs
for the youth and play a key role in social integration and supply chain movements. After the
collapse of the central government of Somalia, the roads became very poor due to a lack of
rehabilitation and maintenance which forced many people to prefer to use air which is very
costly compared to vehicles which less cost and also improve the local economy as all
transactions mover in the society whereby the airfare is too high cost and most the amount goes
outside of the country since the companies are owned by foreign companies. One of the federal
government’s main agendas is to restore road infrastructures by constructing a new one and
rehabilitation of the existing ones to improve travel movement and supply movement from one
region to another.

Somalia has about 21,933km long road network in poor to very poor condition. 90% of the major
regional primary roads, including those covered by rural area, have degraded and are far beyond
their intended 30-year lifespan, Somalia Investment Promotion Office (2022).

There is a significant maintenance backlog for the nation's road infrastructure due to several
years of protracted armed wars and recently constituted weak Central and State federal
governments. In this situation, in addition to humanitarian aid for Somalia's recovery process and
sustainable development, the long-term development of the infrastructure sector greatly depends
on the international community.

Due to the country's inability to access international financing for large-scale infrastructure
projects, the road sector generally faces severe budgetary constraints. In addition, the lack of a
centralized coordination and regulatory mechanism hinders the realization of the long-term
national vision, which is supported and delivered through a systems-based approach to long-term
nation-building. Moreover, there are no sizable budgetary provisions for the upkeep of

In order to build roads in Somalia, EN-EZ Construction Company will act as the implementing
organization.

The proposed project, which intends to enhance road connectivity while also fostering economic
development and social connection for the community funded by Qatar fund for Development, will
help the community in the benadir and two Shabbele regions.

The project consists of two primary parts:

1. improving social connections and road access with the building of a 22 km dual line that
runs in both directions from Mogadishu to Afgoye town.
2. The 90 km Mogadishu-Jowhar Road is a dual line that runs in both directions and
connects the two cities, passing through Balcad.
This project is a component of the 112 km long Somalia Roads Project, which is building two
roads: The Mogadishu-Jawhar Road and the Mogadishu - Afgoye Road. The road connecting
Mogadishu and Afgoye is 22 km long. By building roadways between the bordering cities and
the country's capital, Mogadishu, the project will help create the optimal infrastructure (Afgoye,
Balad and Jawhar).

Additionally, because the project heavily relies on Somali cadres, it will help move the
development wheel in Somalia by exporting agricultural products from Jawhar through the port
of Mogadishu and by generating jobs for Somalis in the construction industry.

Technical assistance for the project was provided in part by the Public Works Authority
(Ashghal), and Estad Project Management Corporation is taking part as a project supervision
consultant.

The proposed project would work to maintain the current standard of living for targeted
populations in project incubation zones Q while enhancing social engagement and job access
(1970, January 1).

EXISTING PROJECT

1. Mogadishu Road Rehabilitation Project


Enezinsaat Construction Company has completed many projects in a variety of industries
with success. The road rehabilitation project in Mogadishu, Somalia, is one such instance.
This project involved the restoration of vital infrastructure in the capital of Somalia, and
it was carried out in cooperation with the Turkish government under the Somalia
government’s . National Development Plan.
This all-inclusive project included traffic signboard deployment, solar power system
installation, road rehabilitation, concrete culvert and drainage canal construction, and
improved lighting. This project was one most challenging project that the company has
implemented due to frangality in the country and road blacks that the company has
encountred throughout its implementation period. However, with concreate experience
and vivid plan on the ground, the company has successfully implemented and hand-over
to the Somalia government.
2. (Alanya-Gazipaşa) Ayrım Hadim Road
Renowned for its proficiency in infrastructure construction, Enezinsaat Construction
Company is honored to have been given the Alanya-Gazipaşa Ayrım Hadim Road project.
Through this massive project, communication between the cities of Alanya, Gazipaşa,
and Hadim will be transformed, promoting advancement and development in the region.
This project includes building a four-lane, 23.5 km long roadway with five 2,715 m long
tunnels as well as well-placed bridges and viaducts.
3. Antalya-Kemer-Tekirova Road
The Antalya-Kemer-Tekirova Road Construction project is something that Enezinsaat
Construction Company is proud to have contributed to. By improving connectivity and
accessibility along the scenic seaside road, this important project aims to stimulate
tourism and development in the area.
The project consisted of several parts, including the construction of a 2.58-kilometer
tunnel: This clever approach avoided difficult terrain, cut travel time, increased overall
efficiency, and built a 420-meter bridge: The driving experience was further enhanced by
this spectacular structure, which offered a safe and picturesque route.
