Dear Senator Williams,

I wanted to provide you with this update on the progress we have made on the Police
Intelligence Center and Precinct #2 located 11299 Schaefer Drive in Maryland Heights.

I have copied Senator Tracy McCreery on this response. This building is located in her
district, although the police services will extend into your district and the entire County will
benefit from the Intelligence Center. There has been significant work done on this project.
However, we are under a “cone of silence” regarding pending request for proposals as
required by our procurement code, which means legally we cannot discuss certain aspects
of the bidding process.

Immediately upon execution the funding agreement in November 2022 County staff
begin work on the project. Site identification process commenced and Initial
programming, which was first estimated over one hundred million dollars, was delivered to
the Police Department. The Police Department and County staff alongside our
consultants, worked to identify project priorities to achieve a project scope of work that
meets the needs of the Police Department while remaining within funding limits.

As soon as an affordable project was identified, in February of 2023, the County issued an
RRQ for Architectural and Engineering services. Once the Architectural firm was under
contract, design work commenced in June of 2023. The site and building design process
was 10 months in duration and in April of 2024 the project was issued for bid. We received
two bids on April 30, 2024, both within our budget and we are currently evaluating for an
award by May of 2024.

Throughout this project there have been several activities that have been completed to
date. Below is a list of some of the notable items:

1. Evaluated multiple sites and multiple scenarios for co-locating Precinct 2,


Intelligence and Property Control and selected a site.
2. Met with all Police Department user groups as well as county departments that
reside next to the property, to validate the core needs for the project.
3. Partially cleared site of trees for site investigation access
4. Performed site surveys, boundary adjustments, and replats.
5. Performed and completed geotechnical investigation on the site.
6. Completed environmental studies and report on site.
7. Full design from schematic to construction documents (~10 months of design) has
been completed.
8. Multiple rounds of meetings with user groups to fine tune details for floor plan
layout, furniture needs, technology needs
9. Selected exterior materials and interior finishes.
10. Submitted for a Metropolitan Sewer District (MSD) permit, addressed two rounds of
MSD comments.
11. Coordinated with Ameren for new power and relocated overhead lines.
12. Obtained planning and zoning approval from the City of Maryland Heights.
13. Performed 3+ rounds of estimating the design, to evaluate the project budget
relative to available funding.
14. Permitted drawings were issued April 1st, 2024, on the 11299 Schaefer Drive site
and were due on April 30th, 2024.

The County expects to start construction in June of 2024, and we expect construction to
be completed by June of 2026. We have been in contact with the Missouri Department of
Public Safety, providing regular updates on this grant. We would be honored if you would
join us in June for our groundbreaking ceremony.
