I. INTRODUCTION
1.1. Project Background
The Project consists of the deployment of DC Solar Farm Facility which is ground-mounted solar
Photovoltaic (PV) within the 150 hectares property.

1.2. Location
Lal-lo Solar Power Plant Project is located in Barangay Sta. Maria and Barangay Magapit,
Municipality of Lal-lo, Cagayan. Magapit is about 600 km north of Manila, it takes approximately 12-
hour driving on either toll express ways and the Subic Free Port. es , Longitude (121°42′ 50.44″E°),
Latitude (18°6′58.47″ N)

II. PURPOSE
The purpose of this Method Statement is to demonstrate the approach and procedures to be
followed to execute the Mounting structure on the project in a safe manner to an approved and
controlled methodology to demonstrate thorough and considered understanding and approach, all in
accordance with the applicable standards, code of practice and project specifications.
III. SCOPE
The works covered by this method statement comprise the complete process of “Installation of
Mounting Structure” for the PV Plant. It also includes the transportation of materials to the installation area.
IV. REFERENCE/ APPLICABLE DOCUMENT
Work carried out under this Section of the Specification shall comply with the requirements of
the following Standards to the extent that they are relevant and not overridden by the Specification.
1) Project specification

4) Approved Inspection Test Plans
V. RESPONSIBILITIES
Construction Manager - The construction manager is responsible for the overall management of the
project construction team to ensure that safe and effective operations are executed and properly
documented.

QA/QC Manager- Responsible to organize, implement, conduct and manage as per Company
Quality policy, contract specifications and standard. Responsible for the QA/QC Department to ensure
quality and compliance during all phases of construction.

QAQC Engineer- Responsible for the monitoring and implementing of quality related matters and
ensure the works are being executed with approved Method Statement and ITP’s.

HSE Manager- Responsible for the safety control works for all construction sites under the
jurisdiction of his department, inform the site of various kinds of safety policies, plans, etc.

Site Engineer / Supervisor-The site engineer/supervisor will perform the necessary studies and
calculations and will supervise procedures. He will ensure that the work is being carried out effectively in
accordance with the established Work Method Statements and HSE precautions.

Civil Foreman -is responsible for the direct supervision at the site.

Surveyor- is responsible for the surveying works.

VI. MANPOWER, TOOLS AND EQUIPMENT, MATERIAL


6.1. MANPOWER
In accordance with the quantities of the project and the construction time schedule, the manpower
allocated in the peak period during bid phrase is shown in table below:

6.2. TOOLS AND EQUIPMENT
Prior to start any major work with use of equipment, a visual inspection shall be carried out for
equipment as well as providing control of recent inspection status. Should additional or different
equipment be required during works, they will be mobilized as necessary. Equipment and tools
planned is as follows:

1) Spirit Level Meter


2) Laser Meter and a target plate
3) Elcolmeter
4) Inclinometer
5) Forklift / Boom Loader / Telehandler (for the transportation of piles and materials)
6) Torque Wrenches (Manual or Pneumatic)
7) Potable Adjustable Electric Torque Machines
8) Mechanical Tool Box
9) Zinc Rich paint (Zinc content is greater than 95%)
10) Spanner Sets

As per the bolt sizes mentioned in the installation manual, following spanner sizes will be used to
achieve the proper installation:
All the valid calibration certificates of survey tools will be submitted at site. RTK will be used
frequently to make sure the location of piles. Spirit Level will be used to verify the piles straightness
is within the tolerance limits prescribed by the manufacturer.

6.3. MATERIAL.
After Materials arrived construction site EPC should submit to the Owner/OE Material
inspection document of those materials to invite them checking on site and get acceptance from the
Owner/OE.
VII. METHOD/ PROCEDURE
The sequence of the works can be summarized as follows:

• Unloading of material

• Survey as per manufacturer's Procedure

• Installation of post head

• Tripos installation

• Module rail and purlin brace installation

• Backstay installation

• Anti-Corrosion repair

7.1. UNLOADING OF MATERIAL

Before the installation of the mounting structure, the Supervision department should give a
go-head for only such areas whose piles have already been inspected by the EPC and the inspection is
approved. The Mounting structure & its accessories will be moved from the sub-contractor storage
area to the site and stacked at an unspecified place that is near the construction area.

More attention shall be taken to avoid any likely damages during the shifting of these
materials. If have any material damage, all Damage Materials shall be separated properly for further
inspection. It cannot be installed at the site without Prior Approval from the OE Visual inspection
shall be applied to check the deformation of torque tubes prior to installation. The special tools
(forklift or crane with steel chain or other equipment) will be used for unloading.

After the identification of the installation area, the sub-contractor will utilize proper
transportation equipment like a forklift or JCB to shift the torque tubes at the desired tracker location.
The sub-contractor will make sure that the equipment utilized for transportation is of higher capacity
than that of load to avoid any incidents of toppling at the site
7.2. INSTALLATION OF POST HEADS

Once the post heads are pre-assembled, the installation team will verify the pile head top with
dumpy Level. After the verification the installation team will start installing the post head. The
installation team will make sure that the post head is installed as per the approved installation
manual from ARCTECH and AKCOME including the right size bolts and washers.

When working at height. For long pole installation tables, EPC will use H Frame Scaffolding
System or Wooden Scaffolding to install MMS and PV Module for installation work, these types of
scaffolding are for low areas, piles are too high. Cannot be installed. See attached photo for your
reference.
7.3. TRIPODS INSTALLATION

The bolts shall be connected and tightened according to the installation sample drawing of the
inclined beam and bracing. Then the inclined beam is installed on the connecting plate of the column to
ensure that the centre line of the inclined beam coincides with the centre line of the front and rear
columns. One end of the front inclined brace is connected with the inclined beam, and the other end is
connected with the pipe pile through the connection steel plate, and the position of the inclined beam is
properly modified to make the purlin support be in a parallel line to determine the position of the
connection steel plate and lock it. Repeat the above procedure when installing the post brace.

When diagonal braces are installed on the surface of ground piles, they shall be installed with the
same bolts as the columns. The cant beam opening faces the east-west direction.

They can't beam is installed at an Angle of 5° with the horizontal plane, and an array of tripods is
assembled in turn. Assemble an array of tripods in sequence. All bolts are only installed first and are
not locked.
For some instances that the area are saturated due to bad weather situation, we encourage installer to
use the scaffolding system for installation and make sure that the scaffolding are in level area prior for
installation and tightening of bolts.

7.4. MODULE RAIL AND PURLIN BRACE INSTALLATION

Fixing the purlin hanger on the beam in accordance with the design drawing location by using the bolt,
then C steel purlin individually and purlin connection, no lock, connect the use of connection plate C
steel purlin disconnect, observed and the adjacent, parallel two purlins, ensure that each column
mounting holes in a straight line and parallel to each other, on the lock purlin and purlin connection bolt.
In order to ensure the flatness of the photovoltaic modules fixed on the beam, the beam shall be
measured in advance and the diagonal measurement shall be adjusted to ensure that the diagonal
deviation is within the allowable deviation range.
Regarding the sunken area, use scaffolding system and place it continuingly throughout the
installation process of MMS and PV module in between the table to table .
7.5. BACKSTAY INSTALLATION

The two ends of the tie rod are respectively mounted with the connecting pieces of the back
tie rod. The two ends are connected to the rear column through the hoop combination. The side span
of each array is arranged with tie rods.

The bolts at the Column Bracing should be locked instead of the above table:

7.6. ANTI-CORROSION WORK

After the completion of the installation of the mounting structure, the supervisor will check
the entire mounting structure for any galvanization damages and will ensure to apply a proper
coating of zinc-rich paint (Zinc content is greater than 95%) wherever found damaged. The
inspection will only be raised once the mounting structure is free from any kind of visible
galvanization damages and the installation quality is assured

VIII. QUALITY ASSURANCE AND CONTROL

• All Concrete works must meet the owner’s requirement for the working area.

• Document the conformance of site construction through inspections, examinations and tests which
serve as a reference to the Quality Control, Monitoring and Inspection Plan.

• All equipment must work with supervision of engineers or safety officer and must meet the target
accomplishment (daily/weekly/monthly).

IX. HEALTH, SAFETY AND ENVIRONMENT


9.1 General HSE Issues
• Requirements for Work Permits will be followed. All required permits will be obtained prior to the
execution of the work from engineer and/or related authorities. No works to be carried out without
approved work permit.
• All personnel should be aware of the existing hazards and the controls measures set in
JSA or RA for this activity, including hazardous energy management. HSE must conduct a
toolbox talk, and the working team must follow the established precautions as required.

• All personnel involved in the activity must be properly trained as required (e.g.:
special tools and/or heavy equipment operators must have specific accreditations/ licenses)

• All necessary PPE to be ensured and complained at all times.

• Works shall not interrupt any kind of vehicle traffic on any emergency access road.

• Barriers will be erected on the outside of the area to be worked. Warning signs and
lighting will be posted as required and where needed to the satisfaction of Engineer. The
barricades and signs will be kept on site till completion of construction or road is ready for
public use.

• Apart from team of execution, entry to working area will be controlled.

• Generation of dust shall be controlled with watering to keep soil moisture high
enough to prevent dust generation.

9.2 Site Inductions / Safety Trainings

Prior to commencement of any works all site personnel involved with this operation will
have received a site-specific induction.

Awareness / Trainings also shall be conducted to operatives involved in the activity


(power and hand tools, PPEs, environmental awareness, JHRA, working during bad
weather...) but not limited to:

• Permit to work (No Activity to proceed without valid work permit)


• Manual Handling
• Excavation Safely
• Manual Digging
• Plant & Equipment Operation
9.3 Risk Assessment

Reference at the hazard identification, risk assessment and control title.

9.4 Emergency Arrangement


There are a variety of incidents that may occur on the site that HSE has the resources to
respond to and take care of. If any of the following incidents occur, please contact the
HSE manager:
Fire and explosion
Falling down from hight place
Safety Hazard: This includes any hazards indoors or outdoors that you perceive to
pose a safety risk.
