Reference: Request for Comprehensive Guidelines in the


Optimal Utilization of an Owner’s Real Estate

Sir:

We write on behalf our valued clients, the SPS. SIMEON B. URGENA &
MARIETA I. URGENA, the registered owners of four (4) contiguous real estates located
in Kolambog, Lapasan, Cagayan de Oro City, and their titles thereto are evidenced by:

TCT Nos. T-169893, with an area of 901 Sq. M;


T-137-2015002814, with an area of 331 Sq. M;
T-137-2015000935 with an area of 300 Sq. M; and
T-197870, with an area of 64 Sq. M,

comprising a total combined land area of ONE THOUSAND FIVE HUNDRED NINETY
SIX (1,596) Square Meters, more or less.

For your easy reference and guide, we have attached herewith a machine copy
each of the said Transfer Certificates of Title marked as ANNEXES “A”, “B”, “C” and “D”,
respectively, and made as integral parts hereof.

For graphic appreciation and to obviate any confusion about the subject matter
hereof, we have also attached herewith a copy of the Location Map (not drawn to scale)
of the said contiguous real estate marked as ANNEX “E”, also made an integral part
hereof.

Needless to state herein is the fact that the approved technical descriptions of
each of the titled lots are already contained in the respective title marked as Annexes
“A”, “B”, “C” and “D” hereof.

Our clients desired to protect the entire area from intruders and/or squatters and
to thereafter make optimal use thereof. Thus, having enclosed it by a concrete perimeter
fence in preparation of its progressive development, they come to you before work
thereon will be done shortly to beat fast rising cost of materials, for proper guidelines to
obviate wasteful expense.

Enclosed herewith, to underscore urgency, is a copy each of their approved


Fencing Permit and their pending (with the OBO) Application for Building Permit and
Cite Development Plan as Annexes “E”, “F” and “G” for your easy references.

Initially, enough space will be earmarked within the western side of the property
as parking space for their two (2) Forward Trucks, one (1) Elf, two (2) Bongos and two
(2) L-300. The interior will accommodate, among others, living quarters (dormitory style,
complete with comfort & bath) of their male workers.

In view thereof, we respectfully request your kind selves to please formally issue
and/or provide expeditiously our Engineers/Planners, through our office, with whatever
constraints they have to in-put, consider, respect and/or comply with to be in full
harmony with the development plans of our city along with whatever plans the DPWH
may have in alleviation of anticipated street flooding in case of heavy rain downpour.

It will perhaps be best that your kind office will already clearly and categorically
indicate what restrictions as to space/area utilization they should consider before they
proceed in full swing.

Your usual expeditious guidance shall be greatly appreciated consistent with the
time frame established by R. A. 6713.
