F.O.R. Destination
The payment shall be made by the
concerned accounts officers of the
Consignees where the escalator has been
commissioned. The payment shall be made
as under a. 60% payment will be made
against submission of BG of equivalent
amount & after submission of (a) proof of
receipt of material by the consignee and (b)
TPI inspection Certificate. b. 20% payment
will be made after complete installation,
commissioning and testing of the Escalator
as per test protocol given in Proforma C of
Annexure-3 of relevant RDSO specification
and acceptance as certified by the user
Payment Terms department at the level of gazetted officer.
The BG submitted at the time of 60%
payment shall be released while making
20% payment after successful
commissioning of the escalator. c. 20% of
the payment after 3 months of satisfactory
working, as certified by the user department
at the level of gazetted officer after
submitting of Security Deposit in the form
of Bank Guarantee of 10% value of the
stores supplied and commissioned towards
warranty. The warranty BG shall be released
after expiry of the warranty period, on
submission of fresh BG of 10% value of
CAMC cost for CAMC period of 10 years.
The firm has to submit SD amount
equivalent to 5% of the contract value
Security Money
rounded off to nearest Rs.10/- within 21
days of issue of LOA
Mode of Despatch By Road
Option Clause The purchaser shall be entitled to vary the
order quantity up to(+) 30% anytime within
the delivery period(including extended
delivery period) on the same terms and
conditions. The increase in quantity with
respect to the tender quantity can be done
even at the time of ordering and the tenderer
shall be bound to accept the quantity so
ordered on the basis of his original offer.
The purchaser shall be entitled to exercise
(+) 30% option clause in one or more than

in quantity does not exceed the limit of 30%
of ordered quantity.
Statutory Variation in taxes and duties, or
fresh imposition of taxes and duties by
State/ Central Governments in respect of the
items stipulated in the contract (and not the
raw materials thereof), within the original
delivery period stipulated in the contract, or
last unconditionally extended delivery
period shall be to Railways' account. Only
Statutory Variation such variation shall be admissible which
Clause takes place after the submission of bid. No
claim on account of statutory variation in
respect of existing tax/duty will be accepted
unless the tenderer has clearly indicated in
his offer the rate of tax/duty considered in
his quoted rate. No claim on account of
statutory variation shall be admissible on
account of misclassification by the supplier/
contractor.
WARRANTY : The warranty will be
applicable as per clause No.22 of RDSO
specification & Clause No.19 of Schedule
Warranty of Requirements. The warranty period shall
be 24 months from the date of successful
commissioning and acceptance of the
escalators.
Packing Packing to be done as per specification
Marking as per Governing specification, if
not specified therein then, Firms have to
supply the material duly
embossing/engraving/stenciling the name of
Marking manufacturer/supplier and year of
manufacture at place which is preferably
visible and shall not get worn out during
service. If none of the above is possible the
same to be marked on packing
The percentage of local content in the
Local Content
material being supplied by the firm is 55%.
By supplier at consignee's location. The
contractor shall make his own arrangements
Loading/Unloading for loading or unloading of all materials at
his depot or at work sites. Railways may
facilitate the contractor wherever required.
Locations as per Clause 16 of 'Schedule of
Locations Requirements' enclosed to Tender
Document.
GST Declaration [1] Onus of correct classification and rate is
on the firm [2] GST will be paid on
production of documentary proof. [3] The
firm shall pass on (as per section 17 (1) of
CGST/SGST Act) any reduction in tax rate

tax credit to the Railways through a
commensurate reduction in price without
any undue delay. To the above effect the
firm should give deceleration that all the
benefits accruing on account of change of
tax and any additional input tax credit (TC
benefit) shall be passed on the Railways. [4]
Any kind of reduction in prices obtained by
the supplier due to implementation of GST
is to be passed to the purchaser as per anti-
profiteering clauses of GST Act any point of
time during the period of contract.
Contracts made under this tender will be
governed by: i. Supply and installation of
heavy duty escalator as per RDSO
Specification No.RDSO/PE/SPEC/TL/0095
(REV 3) -2019 with latest amendments if
any. ii.Indian Railways Standard Conditions
of contract. iii. Invitation of tender and
Contracts
governed
instructions to bidders of SCR. iv.
Conditions in the offer forms (AII
enclosed). v. South Central Railways
schedule of technical requirements
mentioned in the attached "Schedule of
requirements of this tender" Under chapter
vi. Harmonised guidelines for passenger
with disabilities over Indian Railways.
Contractor shall provide web based
monitoring software. It should be possible
to monitor Escalator status with web based
application. For this purpose, the contractor
shall install web based protocols along with
necessary hardware/software in the
controller. Necessary executable files, if
any, will be required to be given free of cost
by the supplier on a CD/ or any other
storage device.
IRS Conditions of Contract: The contract shall
