AIRCRAFT DISPATCH
STANDARD OPERATING PROCEDURES
These Standard Operating Procedures have been created by the Aircraft Dispatch office under the authority of the Director –
Ground Operations to provide a single reference document that will be used to facilitate as training material for all staff
members.
NOTES:
This document shall not relieve any user of their obligation to familiarize themselves with the entire suite of TRSASC
Operational Manuals and their content.
This document ONLY combines information Accepted by the GACA in other operational manuals and shall not contain
new policies or procedures that have not been stipulated in all Controlled Operational Manuals

SOP HISTORY
This SOP has been drafted in order to define the Standard of operations for the Aircraft Dispatch Center and ensure that this
Section of the AOC is compliant with all internal and external regulatory requirements as well as industry best practices.
SOP LOCATION
The custodian of all SOPs shall be the Supervisor – Aircraft Dispatch Center and the information enclosed in this SOPs shall be
retained in both soft and hard copies in the Aircraft Dispatch Center under control by the owner and readily accessible to all
dispatchers for reference. All SOPs are issued under “Read and Acknowledged” and this shall be achieved either in soft or hard
1. GENERAL
This SOP will provide a detailed overview of the current internal and external regulatory requirements (GACARs & TRSASC)
that must be complied to by all staff exercising the responsibility of an Aircraft Dispatcher for The Red Sea Air Services
Company.
TRSASC Aircraft dispatchers will operate in accordance with applicable GACARs, and TRSASC policies and procedures.
ADs are to remain compliant with any and all other Operational Procedures or processes laid out by the Supervisor – Aircraft
Dispatch under the authority of the Director – Ground Operations and not described herein in this document.
The Aircraft Dispatcher and the PIC are jointly responsible for pre-flight planning, delay, diversion, or cancellation of any
flight in compliance with the duty authority assigned to them. This will give the dispatcher the responsibility and the authority
of the operational control of each flight operation.
The following are general guidelines that must be adhered to by the Opening Shift of the Aircraft Dispatch Center:
1. REPORTING FOR DUTY
1. TRSASC as a VFR Operator with strict operational timings described as Visual Flight Rules – Sunrise to Sunset – has
1 the obligation to ensure that no flights are scheduled prior or after the above-mentioned guidelines.
a All TRSASC Aircraft shall be scheduled to arrive at their Main Base 20 minutes prior to the reported Sunset
Time of the day. (The 20 Minute rule accounts for the total duration of flight to the closest alternate / diversion
aerodrome)
b The Opening Duty (First Shift) Aircraft Dispatcher shall always be scheduled to report for duty minus 01 Hour
prior to the first scheduled aircraft movement of the day.
c The Duty Aircraft Dispatcher shall need to ensure that he reports to his immediate supervisor arrival on duty by
using the Company Provide Duty mobile and sending a Text Message with the following predefined message -

NOTE:
In the eventually that an Aircraft Dispatcher cannot reach its designated working location at the scheduled
reporting time they are required to inform their immediate supervisor with a minimum of 2 Hours’ Notice
via PHONE CALL, NO other means of communication is accepted.
2.9 Ensure that all Vendors contact details that are required to be used by TRSASC are readily available for usage
NOTES:
If any equipment, facilities, or services are IN OPERATIONAL the person identifying the fault is required to take the
following action:
o Troubleshoot the issue to their best of their ability until a solution is found
o If the troubleshooting was not successful or above the level of competency of the person undertaking the task
this shall be Reported to the immediate supervisor and Facility Defect Report shall be filled.
3.0 Check the END OF DAY REPORT SHEET provided from the previous operational day and ensure the
following
a Aircraft MEL Check
b Serviceability of Aircraft as a result of the Post Flight Checks done by the Maintenance Department
c Flight Operations Staff reported for duty as assigned in the OFP.
d TRSASC Ground Handling Staff Reported for Duty as assigned in the OFP.
e TRSASC Passenger Services Staff Reported for Duty as assigned in the OFP.
f 3rd Party Ground Handling Services Provider has reported for duty as part of the assignment
g No facilities, or equipment issues have been reported that can affect the course of the operation scheduled for
the day.
3.1 Aircraft Scheduled Movement for the Day

3.2 Ensure that the on-duty Dispatcher Attends the Morning Briefing at 09:00 LT
a Meeting Address Through Teams: Daily Stand-Up RSI.
b The DAD attending the meeting shall take noted of any relevant points affecting the Operation of TRSASC and
this shall be brought to the attention of the Supervisor – Aircraft Dispatcher
This shall be done in the form of an email or direct communication over phone.
c Ensure you verify the Asset Registry as to ensure that all Assets, Staff, Commercial agreements are valid
and ready to be scheduled for Operation as an if required.
d Review the logbook for any pending issue subject that may require action or follow-up.
e Review the latest weather TAF & METAR for the airports and water aerodromes’ that will be operated to/from
and the significant weather charts for the routes that will be flown by the flights.
f Ensure that the weather data reviewed is current, accurate and complete as per the standard format available in
the weather section of the NCM (National Center of Meteorology) or from other weather web site`s to tally and
ensure the correct weather data.
g Ensure that the NOTAMS reviewed is current, accurate and complete as per the standard format available in
the NOTAM section of the SAN`s Website.
h Ensure that each aircraft assigned to operate a flight can accommodate the required passengers, fuel, payload,
maximum allowable take-off weight and Maximum landing weight and CG is within the envelope.

ACCEPTANCE of THE Flight plan through the telephone number +966 12 685 0532.
c Duty Aircraft Dispatcher will record and file all the PHONE CALL recordings on Teams Files Shared folder,
file name dispatch release and backup need to be saved on desktop folder and Hard copy, Aircraft dispatch
Supervisor needs to ensure all documents are filed as per TRSASC policy.
d The DAD shall create a folder for each flight that is dispatched under their authority, this folder shall be named
as per the below example:

e The DAD creating the flight release will NOT PROCEED in releasing any flight that has not obtained
acceptance of SANS Flight Plan Submission.
NOTES:
Any Accepted Flight Plan shall remain Valid for a maximum of 01 Hr.
Any delay to the STD for more than 01 Hr. required the submission of a Revised flight plan and a REVISION to the
TRSASC OFP for the day needs to send to the operating Crew and AOCC through email and call.

3.1.3 The pre-flight calculations of usable fuel required for a flight shall be the total amount of all the below
stipulated limitations (For further information refer to TRSASC – OMA – Fuel Policy -
a Start and Taxi Fuel – Fuel consumed before take-off
b Trip Fuel – The Amount required to fly from point A to point
c Contingency Fuel – (Unforeseen factors) No less than 05% of the planned Trip fuel
d Final Reserve Fuel - Fuel to fly for an additional period of 45 minutes at 1,500 ft above aerodrome elevation.

NOTE:
Discretionary fuel, which must be the extra amount of fuel to be carried at the discretion of the PIC and consistent
with fuel supply policies implemented by TRSASC.
For Planned or Unplanned Fuel Uplift at RSI/OERS Airport please use the below contact details:
o Email: redsea@apsco-Ksa.com – (Email shall be used for all scheduled uplifts and the requests shall be made
by the Late Shift / Closing shift ADs for the subsequent day)
3.1.4 Any Aircraft Dispatcher MUST ensure that any flight released under their responsibility follows the Aircraft
Flight Manual limitations related to the Weight and Balance and CofG.
NO TRSASC operated flight shall be released without the dual signature on any Weight and Balance / Load
Sheet from the Aircraft Dispatcher creating the said form and the Pilot in Command operating the flight.
3.1.6 Duty dispatchers need to ensure that the weather data at any water aerodrome is obtained from the Water
Aerodrome Operations Team available on site, and this is submitted at minimum 30 minutes in advance of
the Scheduled Departure Time of the Aircraft.
At minimum the below information shall be made available by the Water Aerodrome Operations Team:
a Wind Conditions – Speed, Direction
b Sea State - Wake/Wave Direction and Height
c Water Runway Sweep
d Runway Clearance
e Wildlife Clearance
f Water Aerodrome Markings are in place and available on aerodrome
G Landing Clearance
NOTES:
TRSASC Flight Crew are required to communicate/transmit over radio the position of their Landing Gear
both for water landing (Water Aerodromes) and for solid runways (Aerodromes)
o Water Aerodrome Landing and Take-Off– 4 BLUES
The Dispatcher receiving the message is required to acknowledge and restate the position of the
landing gear
If their no message or message is not clear the Dispatcher MUST request for Gear Check over the radio to the
Pilot in Command.
3.6. Meteorological Information Data Buoy at Ummahat Water Aerodrome - automated system -

e On the left-hand side of above pic, you will find all required Parameters with Real Time Data and Time and it
will be updated every 10 Mins.
i Below is the DATA need to be taken from the Environmental Monitoring system and to be updated on OFP
for weather report at Water Aerodrome
j In case of system error, Water Aerodrome Operations Team available on site will send the current sea state
report and this is submitted at minimum 60 minutes in advance of the Scheduled Departure Time of the
Aircraft.
3.7 PASSENGER AND BAGGAGE MANIFEST - TRSASC Commercial/Reservation department shall ensure
that minus 24 hours before the scheduled time of departure of a flight the minimum information such as
Passenger Name, Gender, Age, Medical Conditions are made available for the purpose of flight planning.
The Ground Handlin Agent or TRSASC Passenger Services team shall ensure that travel documents
relevant to the operations of any Domestic Flight in the Kingdom of Saudi Arabia are shared at minimum
30 minutes prior to the scheduled departure time of the flight with the Duty Aircraft Dispatcher.
a Name of passenger as per Passport, Iqama, or National ID
b Check-in baggage weight (23 Kg)
c Carry-on baggage weight. (07 Kg)
d Passenger Item (1 Kg)
e Check the total weight
f Ensure the baggage has been Tagged with Tag number
g Ensure that Ticket number is issued
h Assign the Seat Number, according to W&B requirements.
i Ensure that the assigned Aircraft and respective Flight Number are mentioned.
j Any Comments
3.8 NOTAM TRANSMITTAL - Duty dispatcher need to ensure that the NOTAMS have been generated by
SAN`s website and should be latest from AIP and PIB.
a Once NOTAMS has been downloaded, save, and send the NOTAMS to respective PIC O/B
3.9 AIRCRAFT SECURITY CHECK - should be conducted by the Ground operations Supervisor and to be
checked as below and signed digitally and sent to Dispatch Office.
a Seat Pockets have been searched
b Areas under the seats, between seats and between the seats and Walls Have been searched
c Flight deck Area has been searched
d Aircrafts storage compartment has been searched
e Aircraft floats compartments have been searched
f 100% of lifejackets and pouches have been searched
3.10 DIVERSION - In case of any diversion below action to be taken
a Inform Director ground operations immediately.
b Check the Weather conditions at the Alternate Airport
c Inform ATS / AOCC about the Diversion to Alternate
d Inform selected Aerodrome of Imminent Aircraft Arrival
e Ensure Passenger arrangements are done by Director Ground Ops
f Inform PIC that arrangements have been made.
g Check with PIC if there are any other Aircraft Related arrangement that need to be made (AOG/MX on
Arrival, EMR
h Continue Flight Watch up to Alternate Airport
i File incident report on IQSMS once all details are available.
NOTE:
Brief the PIC about the OFP, Acceptance of Flight Plan, Weather, Notams and Dispatch the flight release.
c Any approaching storms or other circumstances that could compromise the safety or efficiency of the aircraft
should be immediately contacted to PIC and Director Ground Operations about the current situation,
d Extra flight time caused by re-routing or by other reasons should be relayed to Aircraft Dispatch supervisor
and Director ground operations as soon as possible to avoid putting the Crew legality in critical periods.
4.2 RADIO (VHF) COMMUNICATION
4.2.1 Contacting an Aircraft from the Aircraft Dispatch Center:
a HZ-SEB from DISPATCH – This is the message all Dispatcher will use to contact an Aircraft
b Once passenger have been loaded onto the aircraft and the Ground Handling Team has released the flight
(Block off) they shall transmit to the Duty Dispatcher the following message:
DISPATCH FROM GROUND
o “HZ-SEB has departed from STAND 21 for OEUA”
c When aircraft wants to address you, they will say DISPATCH and then HZ-SEB and will give the
message, EX: DISPATCHHZSEB
Once the Aircraft has safely reach cursing altitude the PIC must report to Duty Dispatcher the following:
ATD – Actual time of departure
POB – People on board
ETA – Estimated time of arrival
The Dispatcher receiving the message shall keep a personal log containing all the information mentioned
above.
d When An aircraft reaches the Water Aerodrome, above format remains the same, they will Address
Company boat Aircraft craft Call sign, EX: COMPANYBOATHZSEB
e Ensure that PIC informs you that 04 BLUES (the callout of Landing Gear Configuration is crucial for
our operations, the Message needs to be treated as a HIGH IMPORTANCE transmission, as if the
aircraft confirms 4 Blues for water landing that means the Landing Gear is retracted and in the
CORRECT configuration for that flight stage) and full stop landing, before they land on water
Aerodrome
NOTES:
The same process described above shall be replicated at Land based Aerodromes with the following
transmission change:
o 4 GREEN Landing confirmation (This transmission means that the landing gear configuration of
the aircraft is set for Landing on a Land Based Aerodrome – GEAR DOWN - )
4.2.2 RADIO (VHF) FAILURE
a Check the Live location of the Aircraft via the Spider Track System
b Contact the Water Aerodrome Operations Team and obtain information on the aircraft, either if this can
be achieved via A2G Handheld Radio from the Water Aerodrome or If the Water Aerodrome has visual
contact with the aircraft.
c Attempt to contact the Aircraft PIC via Spider Tracks Messaging System
d Attempt to contact the Aircraft Captain via Mobile or WhatsApp communication
e Contact ATC / AOCC TWR to ascertain the position of the Aircraft
f Aircraft Dispatcher supervisor will make the report for any Incident or Accident
NOTE:
In case of Complete loss with Aircraft communications or unable to contact PIC or Track through Spider
Tracks system or Aircraft does not land to its destination by its ETA and passes 30mns from ETA,
immediately report to Director Ground Operations and Aircraft Dispatch Supervisor, Aircraft Dispatch
supervisor will active the Emergency plan through TRSASC ERP policy and send message through
IQSMS.
and proceed with archiving (E-copy / Hard Copy) the following documents:
a In case of any technical issues, same to be informed to the maintenance department.
b Inform to ATS /AOCC Tower to close the Flight plan +966145142323
c Maintain all Radio communication records for operated flight.
d Make a File on shared folder Teams File for Flight release and file all necessary flight documents as follows.
e SANs Flight Plan
f OFP package
g Flight Plan Acceptance Recording
h Flight Plan Closing Recordings
i And Diversion Report if any
j NOTAMs
k Duty Aircraft dispatcher shall make a printout of all OFP / Dispatch releases and file in records for minimum 03
Months as per GACAR 135. (TRSASC recommends to keep till lifetime)
l backup 2nd copy in case of the used system failure at any time. saved at Desk Top Folder (TRSASC Flight
Record)
