II. Rationale
Banaue National High School-Main in Ducligan, Ifugao, an institution catering educational
services to learners from different barangays, is approximately 800 meters away from the 7-Ft deep
flourishing swimming pool besides rivers around. Conducting emergency response training for students
near swimming pools and rivers is imperative in ensuring their safety and well-being. By equipping
students with essential life-saving skills, such as CPR and water rescue techniques, we empower them to
act swiftly and effectively in the event of accidents or emergencies in aquatic environments. This
training not only enhances their personal safety but also contributes to the broader community's safety, as
they can serve as first responders when needed. Additionally, it fosters a culture of responsible recreation
and helps reduce the risk of drowning incidents.
Furthermore, effective leadership is essential for student leaders and organizations to operate
efficiently and advocate for their fellow students. Training in conducting meetings and return
demonstrations in conducting meetings will enable student-leaders to effectively manage their groups
and projects.
The Department of Education (DepEd) recognizes the need to promote students' safety and
leadership development. In line with DepEd Order No. 55, s. 2016, and Republic Act No. 10533
(Enhanced Basic Education Act of 2013), schools are mandated to provide a holistic and balanced
curriculum, which includes life skills development and safety awareness.
In sum, this training program aims to create a safer environment for students and enhance their
leadership skills. By equipping them with the knowledge and skills required for emergency response,
swimming, and conducting meetings, we empower them to be proactive and responsible leaders within
their school communities. This proposal aligns with DepEd's commitment to holistic education and
safety awareness among Filipino youth.
III. Objectives
At the end of the training, the participants should be able to:
1. Equip themselves with the knowledge, skills and values as emergency responders.
2. Develop confidence in swimming using the basic strokes and other water survival techniques.
3. Demonstrate the management of a meeting based on theory and actual observation.

IV. Methodology

1. The implementation of this activity which is among the Programs, Projects, and Activities
(PPAs) of the SSLG organization under MAKATAO shall be supported by the school.
2. Pre- and post-training assessments shall be administered to the participants to measure
knowledge and skills gained for improvement.
3. Continuous observation and feedback shall be given during practical sessions.
4. Actual observation during the regular session of the members of the Barangay Local Government
Unit (BLGU) shall be coordinated and attended.
5. Return demonstration assessments for conducting meetings effectively shall be performed.
V. Expected Result

Student leaders are equipped with foundational knowledge, attitudes and skills necessary in
responding to emergencies.
