Chandigarh, regarding de-mobilization of the Team Leader- reg.

24.08.2023.

Sir,
Please refer to the above letter in which it has been communicated that there was
meeting held in RO Chandigarh on 24.08.2023in which the Team Leader failed to attend the
meeting and consequently his services stood demobilised with immediate effect. In view of
this the Team Leader was show caused vide this office mail dated 28.08.2023 to give his
clarification within two days as to why action as deemed fit shall not be taken against him.
In response to the above the Team Leader vide his mail dated 28.08.2023
submitted his clarification which is reproduced as under;
“a meeting was called at short notice on 24/08/23 at 10am in RO Chandigarh,
nobody informed me about this meeting. Besides above, I met with a car accident in which
my right shoulder bone got hairline crack and knee ligament torn besides many abrasions.
Only because of the above reasons, I could not attend the meeting (Medical reports &
prescription attached along with). I always try to perform diligently to maintain this road
properly.
Secondly, I myself sign on all the financial matters but this time RE sent the
annuity bill of Phagwara Rupnagar NH under his signatures without informing me and now
he is accepting his mistake and saying sorry to me. In future I will be more vigilant.
Thirdly, as per practice I have sent the IPC - 1 of Behram VUP under my
signatures before pasting in the MB as it is to be checked by PIU office and after any
discrepancy it is pasted in MB duly corrected and signed by IE. However, in future we shall
follow your instructions strictly.
Keeping all in view, it is requested not to demobilise my services as it will tarnish
my previous 8 year’s excellent career as CE - NH – PB”.
 We have examined the statement of the Team Leader along with the medical
reports etc (Enclosed) and found that the Team Leader was not aware of the meeting which
was called at a short notice. Besides this he met with a car accident before few days due to
which there was mobility problem with him. However, after getting the information about the
above referred letter he managed to meet the RO with much difficulty in the same day
evening to explain his position.
We were much surprised to note that the Team Leader was demobilised without
issue of any show cause to him.
It is intimated that the Sh. A K Singla TL is a well-qualified M. Tech (Structures)
who retired as Chief Engineer (NH) form Govt. of Punjab with an unblemished career of 8
years as CE (NH) and has been performing his duties diligently in all the three numbers of
O&M projects assigned to him intermittently. We will be losing an excellent Professional on
his demobilisation. Therefore, we request earnestly not to demobilise the Team Leader from
his current engagement at the subject project.
