1. PURPOSE
The purpose of this document is to provide the method to perform safely cleaning and reinstatement of piping
and equipment.

This method statement describes the requirements to perform PMC activities quoted above on brown field
system 01-83-02.

Safety manager: Shall be responsible for the implementation of safety procedures on site and to ensure that
the job Safety Analysis within this method statement is followed. He shall assign a competent safety officer to
enforce these procedures and to provide guidance to the operations where applicable.

PMC manager: He is accountable to provide a safe work environment for employees, subcontractor and
CPY persons. Responsible of leadership and communication of all PMC safety practices throughout the
site. Responsible for seeking concurrence by all parties likely to be impacted by the scope of work.
PMC superintendent: Responsible for ensuring adherence to established procedures, the effective day-to
day management in all matters pertaining to PMC.
PMC supervisor: Responsible for ensuring adherence to established procedures, and assisting PMC
superintendent in all matters related to PMC. Responsible to provide and use the final MS specific to the
activity including sequential JSA before any work commencement at site.
HSE officer: Monitor, control and implement HSE related issues/matters/activities during pre-commissioning
and commissioning activities. Responsible for the gas testing and personally inspect / authorize all Confined
Space Entry permits.
Subcontractor: Responsible to allocate resources , to raise work permits, to issue lifting plans, to perform
safely the activity in compliance with quality , schedule, project specifications and method statement.

7. WORK METHODOLOGY
7.1 Preparation
The following prescriptions are of general application and will not be repeated in the stepped procedure:
A. Before any blowing, all instruments impulse lines shall be disconnected and the instruments
isolated.
B. Any orifice plate, if installed, must be removed during the mechanical preparation.
C. All thermo-wells, installed along the piping circuits, must be removed before any blowing.
D. Control Valves, PSV`s, Rupture Discs and any other on line delicate instrument, if installed,
shall be removed unless otherwise specified.
F. Equipment nozzles shall be protected by means of suitable metal plates to avoid ingress of
foreign matter.
G. To get higher speed to perform better cleaning of pipes, the media root valve shall be
throttled to adjust flow as needed, while the down-stream valves, if any, shall be kept fully

open. Between one blowing step and the other, it is assumed that the media root valves will
be closed.
J. It is assumed that blowing shall be considered completed only when the blowing media run-
out is clear and clean from the outlet point.
K. Unless otherwise specified, it is assumed that final gaskets shall be installed during the
mechanical restoration.
L. All removed items shall be identified, protected and properly stored until ready for re-
installation. Relief valves shall be bench calibrated before re-installation.
M. Sign off all instrument tapings as clear on the master P&ID mark-ups.
N. Use an air horn to notify personnel in the area that blowing is about to commence.
For precommissioning purpose of system 01-83-02, prepare the circuit as follow (Attachment 1).
Air Source Temporary air compressor. The air must be dry and oil-free. Pressure gauge (0-10 barg) will be
placed on one vent to monitor pressure during PMC operations.

1. Install the spades 4’’ at pos. 1 and 2.
2. Remove the cap pos. 7 and install an air supply hose.
3. Remove the spray nozzles from pos. 3, 4, 5, 6.
4. Install at pos. 3 a quickly opening valve and at pos. 4 a temporary pressure gauge.
5. Install plugs at pos. 5 and 6.
7.2 Blowing
a. Detail Execution
1. Open the air supply pos.7, pressurize the system to 7 barg and blow the line at pos.3 .
2. Remove the quickly opening valve from pos.3 and install at pos.4. Blow the line at pos.4.
3. Repeat the step for blowing the line at pos. 5 and 6.
b. Acceptance Criteria
After a minimum of two consecutive blows with no visible dust or debris present in the discharge air,

cleanliness will be checked and confirmed by both CPY and TCJV with a 3 blow. If it is visually clean and
the result is satisfactory to the contractor and company, air blowing shall be deemed completed. After blowing

of each point, TCJV and the Company Representative sign-off each blowing point on the marked-up P&ID’s
(ATTACHMENT-1) including those of instrument connections.
7.3 Reinstatement
All mechanical restoration must be done as per P&ID; same apply for valve positions. After completion of
reinstatement, TCJV and Company representative sign off on FM-PMC-11

1. Remove the spades from pos. 1 and 2 and reinstate the line.
2. Reinstate the cap pos.7.
3. Reinstate the spray nozzles pos. 3, 4, 5, 6.

9. SAFETY
The following safety measures shall be taken into consideration during the preparation and execution of air
blowing activities:
A. Blowing on live area shall be indicated by suitable warning signs and shall be segregated by
means of blue and white tape.
B. Name and number of contact person responsible for execution of the job shall be shown in
permit to work.
C. Prevent any not authorized persons from entering the segregated exhaust blow area,
allowing ample distance in the direction of the blow and considering possible deflection of
the blow (attachment 2).
D. Nearby working construction people must be alerted prior to work commencing by horn or
whistle.
E. If not removed, protect instruments, electrical equipment and rotating machinery within the
exhaust blow area with plastic sheets and tarpaulin.
F. For air blowing, temporary spool vent pipe with Chinese hat or equivalent protection to safe
location shall be foreseen.
G. Ensure that all lines, which have been disconnected to allow blowing through, are strongly
secured for personnel protection (whip effect).
H. System under blowing shall be isolated by proven isolation from connected system on which
other activities may be going on.
I. Flexible hose used for vessel air pressurizing will be fully rated according to the air design
pressure.
J. All removed items shall be identified, protected and properly stored until ready for re-
installation.
K. All the pre-commissioning activities will be carried out under a valid Site Permit to Work with
appropriate authorization in place. "Live System" and "Do Not Operate" tags to be posted on
each valve, vessel & line used for blowing activities.
