SUMMARY:

The primary objective of this analysis is to determine the strengths, weaknesses,


opportunities, and threats or formally known as “SWOT Analysis”. This paper examined the
implementing rules and regulations of Republic Act 11917 otherwise known as “The Private Security
Services Industry Act”. This paper was profoundly studied to give effect to the objective. The sections
were carefully determined the internal and external. Internal, (1) strengths; the elements that gives
strength to this law and (2) weaknesses; the negative factors that gives weakness to this law. External,
(3) opportunities; the elements that will create opportunities or possibilities for favorable outcomes and
(4) threat; the elements that will negatively affect the law from the outside. There are four (4) Section
that had been chosen to identify the laws strength, weakness, opportunity, and threats

INTRODUCTION:

Republic Act 11917 otherwise known as “The Private Security Services


Industry Act” is an act that was passed by the Senate of the Philippines as Senate Bill
No. 2423 on May 23, 2022, and adopted by the House of Representatives as an
amendment to House Bill No. 8783 on May 23, 2022, and then was lapsed on July 30,
2022. Senator Ronald “Bato” Dela Rosa who authored, sponsored, and fought this law
states that this act will help and intensify all the private security personnel the regulation
of security agencies particularly an owner of the agency himself will be required to have
a licensee.

STRENGTHS:

 One of the strengths of this law is that it addresses all security


personnel as Private Security Professional (PSP)
The main strength of this law is that it ensures that private security agencies shall be 100
percent-owned and controlled by Filipinos.

Professionalization of the PSP for me is the opportunity of this law for security
professionals.

RULE 23 PROFESSIONALIZATION OF THE PSP

 Ladderized Training and Education:


In this section it can be seen her the career development of a private security
personnel. According to Lawphil.net Chapter III, section 15 this law assigned that
Philippine National Police in partnership with Private Training Institutions is
accredited by the government to provide training to private security professionals
that Includes; Basic Security Guard Courses, Specialized Security Guard
Courses, Security Officers Training Courses, Detective Training Courses, and
Candidate Protection Agent Courses. This purpose is to place the security
professional a LEVEL UP from his current position. So basically, once a program
decides to have a ladderized program it is affiliated with treatment for the
progress of their salary.

 The Validity of License to Operate


This law is basically allowing the Private Security Agency to employ not more
than 2,000 private security professionals

Section 67. Blended Training/Learning

Blended learning is defined as the thoughtful integration of classroom


face-to-face learning experiences with online learning experiences. Having this kind of
training can basically gives a threat to the personnel especially in conducting on-line or
computer-based training because trainers or learners must have basic technology
knowledge or a willingness to learn in a view that there are learners that are reluctant to
used technology due to its cost and there are also trainers who might not know hoe to
use technology and will have a long learning curve.
