1.0 INTRODUCTION
The Saudi Arabian Oil Company (M/s. Saudi Aramco) is developing infrastructure for processing
unconventional gas to meet in-kingdom energy demand and to reduce liquid burning at power
generation facilities. The Unconventional Resources program is a series of projects to be
undertaken within the Kingdom of Saudi Arabia. The mandate is the development of grassroots
gas surface facilities to produce, process and transport gas to satisfy In-Kingdom energy demands.
The Jafurah basin is a key unconventional gas asset in the Eastern Province of Saudi Arabia,
consisting of North and South fields.

The title of Project is “Jafurah Field Development - Export Pipelines (BI-10- 14329)”

1.1 PROJECT SCOPE


The Project Scope under this Contract, Jafurah Field Development - Export Pipelines (BI-10-
14329), includes, but is not limited to, detail design & engineering, procurement, construction,
testing, pre-commissioning, and commissioning support of:

a) All works related to 56” Sales Gas Export Pipeline from JFGP (Jafurah Gas Plant) to UBTG-1,
UBTG-3, UBTG-4 and UJNGL-1, KM 101 fenced area close to Abqaiq including
Launcher/Receiver Traps, Vents, Drains, Burn Pits and MLIVs (Main Line Isolation Valves)
etc.

b) All works related to 24” C2+NGL Export Pipeline from JFGP (Jafurah Gas Plant) to the existing
MLIV of SHBABNGL-1 pipeline at KM 541.292 including Launcher/Receiver Traps, Vents, and
Drains etc.

c) All works related to 36” Condensate Export Pipeline from JFGP (Jafurah Gas Plant) to Ras
Tanura Terminal (RTT), with intermediate Scrapers Station at UBTG-1 KM-101 fenced area
near Abqaiq, Jump-over lines with existing Abqaiq to RTT stabilized Condensate Pipeline
(ARTCL-1) including Launcher/Receiver Traps, Vents, Drains and MLIVs (Main Line Isolation
Valves) etc.

d) All works related to 24” Condensate Export Pipeline from intermediate Condensate to Scrapers
Station at UA-6 and UA-4 crude pipelines upstream of Abqaiq plant.

e) All works related to 10” Temporary Fuel Gas Tie-in connection (pipeline) to COGEN.

f) All works related to FOC cables, inter/intra building/outside plant cabling shall be installed,
tested, and commissioned as per SAES-T-624.

2.0 PURPOSE
The purpose of this Fall Protection Plan (FPP) is to identify and establish Fall protection
requirements and provide guidance for personnel working in areas where a person could fall a
distance liable to cause personal injury. The FPP shall be considered as the governing document
wherever the potential for a fall from height arises, and all personnel including SUBCONTRACTOR
shall comply with this FPP.

CONTRACTOR shall hereby ensure that applicable fall prevention requirements and standards of
COMPANY shall be complied with during the execution of the project

The document also details training requirements; the development of mandatory rescue plans;
and the frequency of rescue drills.

Applicability of this plan is limited to CONTRACTOR`s and its SUBCONTRACTOR’s construction


related activities as applicable, in accordance with the Project scope of work.

3.0 IMPLEMENTATION
Contractor Management shall ensure the correct implementation of this plan in the worksites to
protect all involved personnel from potential fall from height. Contractor management team must
ensure all working at height requirements are in place as well as all resources to prevent potential
falls, including adequate working at height PPE, rescue equipment, training of personnel and
proactive monitoring of Work at Height (WAH) Safety measures mentioned in this document.

5.0 ABBREVIATION AND DEFINITIONS


JSA Job Safety Analysis
WAH Work at Height
PPE Personal Protective Equipment
Work at height Work at Height means work in any place where, if there were no precautions
in place, a person could fall a distance liable to cause personal injury,
including falling into an opening in a floor/deck or a hole in the ground.
Collective Any construction or item that prevents a worker being exposed to a fall by
Protection physically maintaining a structure between the fall hazard and the worker e.g.,
Handrails, Crane basket, Mobile Elevated Work Platform (MEWP).
Energy Component within a fall arrest system that will absorb energy to within a
Absorber survivable level in the event of freefall. A common design in lanyards is the
stitched textile type that absorbs energy as the stitching tears.
Fall Arrest Equipment designed to limit and absorb the impact force of a fall on the user
Equipment in the event of a freefall. The user must always be retained in an upright
position after a fall; hence the upper attachment points of the harness being
used.
Fall Protection Term for any devices, PPE or construction that reduces the likelihood or
System consequences of a fall e.g., Hand-railed walkway, Latch way system, harness
and lanyard, harness, and inertia reel.
Full Body A harness that is designed to be used in fall arrest by use of webbing leg
Harness loops, shoulder straps and a high point of attachment.
Retractable A deceleration device containing a drum wound line which can be extracted
Inertia Reel from, or retracted onto, the drum under slight tension during a person’s normal
movement. In the event of a fall the line will automatically lock and arrest the
fall.
Structural Structural element or permanent fixture to the structure, which provides an
Anchor Point attachment point for a fall arrest system
Lanyard A flexible line to secure the wearer of a safety harness to a lifeline or fixed tie-
off point.
Area supervisor A person who is authorized to verify that all conditions for working at heights
(Section have been met, to define ongoing precautions to maintain safe working
Engineer/Area- conditions during the work, to authorize the work to occur, and to cancel the
in-charge) Work permit allowing the work.
Continuous Tie- The requirement that a person be tied off at all times when working in an
Off elevated area where the potential for falls exists.
Double Lanyard A system utilizing two lanyards connected in a "Y" configuration, which allows
one lanyard to be attached to an anchor point while the second lanyard is
being moved to a new anchor point, thus providing protection from falls at all
times.
Double Action A device for securing lanyards that requires two separate locking pins be
Locking depressed before the snap will open.
Snap Hook
Guardrail A member incorporated in a structure to prevent the fall of a person from a
platform or access way
Shock Absorber A device used in combination with lanyards that is designed to reduce the
force when fall is broken.

Competent A person who is appointed having a combination of training, education

6.0 RESPONSIBILITIES OF KEY PERSONNEL
6.1 RESIDENT CONSTRUCTION MANAGER (RCM)
Worksite management must ensure that:

▪ Implement the fall prevention requirement at worksite based on this plan and along with
applicable COMPANY requirements
▪ Provide required resources to ensure safe equipment / facilities for implementation of all
the applicable requirements
▪ All working at height activities on their worksite complies with this procedure
▪ All working at height equipment and PPE, as applicable, on their worksite are certified
▪ Personnel have been provided with suitable and sufficient information, instruction, and
training for their working at height tasks assigned
▪ Suitable and sufficient provision of adequate and timely rescue is in place for all working
at height tasks.
▪ Working at height rescue drills are carried out as per schedule and as per emergency
rescue plan.
▪ Ensure the availability of fall prevention equipment and resources at worksite.
6.2 HSE MANAGER
▪ Provide advice on this procedure, and oversight inspections to verify compliance
▪ Verify that this procedure is implemented by all personnel
▪ Ensure training of employees in work at height, usage of fall prevention equipment,
erection & dismantling of scaffoldings
▪ Monitor the availability of fall prevention equipment and resources at worksite
6.3 SCAFFOLDING SUPERVISOR
▪ Be fully responsible to ensure that scaffold activities are in accordance to all applicable
standards including all the HSE requirements
▪ Be responsible for the safety of his team and others accordingly
▪ Ensure that the quality of scaffolding materials and fall prevention equipment are up to
standard including certification requirements

▪ Ensure adequate supply / stock of fall prevention equipment as per planned worksite
Activities
▪ Ensure all the requirements for storage and preservation of scaffolding materials are met
and according to standards / requirements
▪ Personnel assigned are trained on safe erection and dismantling of scaffolding
▪ Ensure only competent personnel are engaged for scaffolding work
▪ Participate in Risk Assessments
▪ Proactively participate in HSE related activities including incident investigations
▪ Communicate the hazards and control measures of work at height to the working crew
▪ Undertake periodic inspections of implementation of work height by using the work at
height checklist and other available assessment tools accordingly.
▪ Always make sure, Personal fall arrest system used by the people involved, when
erecting or dismantling a scaffold. Ensure that each scaffold craftsman is wearing a full
body harness with a shock-absorbing lanyard. Anchor the lanyard to the scaffold only if
a stronger anchorage is not available.
6.4 SCAFFOLDING INSPECTOR
▪ Wherever applicable, inspect scaffoldings are safe for working and provide tags as per
the tagging procedure.
▪ Always monitor Personal fall arrest system used by the people involved, when erecting
or dismantling a scaffold. Ensure that each scaffold craftsman is wearing a full body
harness with a shock-absorbing lanyard. Anchor the lanyard to the scaffold only if a
stronger anchorage is not available.
6.5 WORK SITE SUPERVISOR
▪ Be aware of fall hazards in the work area.
▪ Ensure that fall protection equipment is available and in good working condition before
commencing work.
▪ Periodically monitor work activities to ensure personnel are properly using fall protection
equipment.
▪ Ensure personnel wearing personal fall arrest systems are continuously monitored so
that a fall may be immediately identified and responded to.
▪ Ensure fall protection equipment is properly stored in a clean, dry environment away from
direct sunlight.
▪ Ensure fall protection equipment is inspected by a competent person at least monthly
and is properly cleaned and maintained.
▪ Always make sure, Personal fall arrest system used wherever required & applicable,
when involved in height work. Ensure that each scaffold craftsman is wearing a full body
harness with a shock-absorbing lanyard. Anchor the lanyard to the scaffold only if a
stronger anchorage is not available.

6.6 EMPLOYEE
▪ Comply with the requirements of this procedure
▪ Report any equipment defects, Unsafe acts, and conditions, immediately and any
incidents including Near Misses.
7.0 WORKING AT HEIGHT PROCEDURE
CONTRACTOR defines Working at Height (WAH) as working in any place where a person could
fall a distance liable to cause personal injury. This includes falling through an opening or working
close to an edge. Requires all WAH to be managed in accordance with this procedure and SA
CSM (II-5 Fall Protection).

In summary the WAH Procedure are as follows with further detail provided in the following
sections:

▪ Wearing personal full body harness with lanyard continuously is applicable, when working
at heights
when exposed to a fall hazard of 1.8m (6ft) or greater
▪ A Worksite specific WAH Survey must be conducted, and any required actions have been
carried out before work commences.
▪ A specific WAH JSA must be carried out and adequate control measures must be
implemented before WAH commences.
▪ Suitable WAH PPE must be provided, maintained, and utilized for all WAH activities.
▪ Suitable WAH Rescue arrangements and drills must be established.
▪ A PTW is required for non-routine hazardous WAH tasks or in accordance to the JSA.
7.1 WAH (WORKING AT HEIGHT) SURVEY
The purpose of the survey is to review anticipated and routine WAH activities and ensure that the
safest methods and equipment are identified and implemented. They are normally carried out
during or shortly after build/major alterations of worksites. Wherever possible, work at height shall
be avoided or minimized. Worksite Management / Supervision shall ensure that a Worksite specific
WAH Survey has been conducted and any required actions have been carried out or mitigated
before any work commences on that site. Alternatively, after completion of the WAH Survey where
required actions have not been completed unsafe areas must be suitably barriered to allow work
to continue in safe areas. A WAH Survey is to be repeated if there are any significant modifications
at the worksite.

Fall Protections systems include fixed fall protection systems (i.e., Temporary, or permanent
platforms with a complete guardrail system consisting of top rails, mid rails, mid rails & toe boards
provided at all open edges) & personal fall arrest systems. Fixed fall protection systems shall be
considered the most favorable.

Where a fixed fall protection system cannot be installed , a personal fall arrest system, which is
designed to stop (arrest) personnel once a fall has occurred, shall be used

7.2 WAH (WORKING AT HEIGHT) JOB SAFETY ANALYSIS AND CONTROL MEASURES
A Job Safety Analysis (JSA) for WAH must be carried out and suitable control measures
implemented before commencing WAH. This should consider the following:

▪ Can WAH be AVOIDED? is it necessary? what is the alternative? (Elimination)


▪ Can falling be PREVENTED?
▪ Can the consequences of a potential fall be MINIMISED?
▪ Can ladders be used SAFELY?
▪ The work location, work conditions, duration of work
▪ Height and potential fall distance
▪ Frequency of task
▪ Access and egress to the work location
▪ Fixed, personal and portable working at height equipment required
▪ Environmental conditions
▪ Rescue arrangements
A PTW is required for non-routine hazardous WAH tasks i.e. for tasks where routine established
procedures are not in place and in use or when identified in a JSA or as per Company requirement.
Worksite Management would have final authority in determining on a case-by-case basis when a
PTW is required for Working at Height tasks on their Worksite.

When planning to carry out WAH, include the following sequence of risk assessment questions.

7.2.1 PHYSICAL BARRIER(S) AND WORK PLATFORM(S)


Whenever practical an adequate structural physical barrier between the fall hazard and the worker
should be installed and maintained that prevents workers from being exposed to a fall. e.g.,
permanent handrails, temporary scaffold rails etc. Alternatively provide other equipment e.g.,
tower scaffolds, Mobile Elevated Work Platform (MEWP) etc. These are the preferred control
measures for WAH as detailed in SA CSM / WSSM (II -5 Fall Protection).

For operations utilizing Mobile Elevated Work Platforms (MEWP), refer to the procedure for the
Safe Use of Mobile Elevating Work Platforms. Safe use of scaffolding is described in SA CSM/
SSM (II-2 Scaffolding) and in G.I 8.001.

Refer also to the applicable sections of COMPANY’s Construction Safety Manual (CSM) and
relevant General Instructions (GI’s).

A ‘Hop-up’ is a temporary platform that gives access to work areas normally no more than 1mtr
above the ground level

Worker Restraint

When Physical Barriers or Work Platforms are not practical then suitable PPE/ fall protection
system may be used wherever a person could fall more than 1.8 m (6 ft). The workers are tethered
by a static line to a suitable anchor point in such a way that they are prevented from reaching an
exposed edge. Worker restraints are often used on open decks, flat roofs, or platforms with no
edge protection.

Worker Restraints must be of the correct length to ensure that in no position can the worker
physically get to any edge.

Anchor Points chosen for connecting a worker by restraint PPE must be in good condition and
sufficiently strong to restrain all the workers attached to them at any one time. All foreseeable
directions of pull should be considered when choosing a suitable anchor point. Any dedicated
worker restraint anchor points should be routinely inspected and clearly marked as being used
exclusively for Working at Height PPE.

7.3 FALL ARREST


Where workers are exposed to edges with the potential to fall and prevention of a fall using barriers
or restraint is not practical then the use of Fall Arrest equipment is required to be used.
Consideration should be given to selecting the appropriate attachment point on the full body
harness in relation to the specific task to ensure a fallen person would remain in an upright position.

A fall arrest system must incorporate a suitable shock absorbing element to limit the force applied
when falling; this could be either a shock absorbing lanyard or an inertia reel but never in
combination.

Contractor to include below on the requirement of using of Personal Fall Arrest

Equipment:

▪ A full-body harness with a shock-absorbing lanyard or self-retracting lifeline shall be


continuously worn by personnel working at heights when exposed to a fall hazard of 1.8
m (6 ft) or greater (e.g., unprotected elevated areas, yellow-tagged scaffolds, aerial lifts).
The 1.8 m (6 ft) distance shall be measured from the grade, floor or lower surface to the
worker’s feet.
▪ The lanyard shall be properly anchored by the worker whenever he is exposed to a fall
(e.g., when not protected by a complete guardrail system). At least one leg of “Y” lanyards
and double-leg lanyards shall always be attached to an anchor point.
▪ Lanyards shall be attached (i.e., “tied off”) to an anchor point or horizontal/vertical lifeline
that is high enough to prevent the worker from free falling more than 1.8 m (6 ft) or striking

any lower level during a fall (e.g., shock-absorbing lanyards are to be attached at least
5.5 m [18 ft] above the impact surface).
▪ Safety belts (i.e., body belts) shall not be used as part of a personal fall arrest system.,
▪ Lanyards shall not be tied back onto themselves unless specifically designed by the
lanyard’s manufacturer for this use.
▪ Lanyards shall not be connected together. Self-retracting lifelines (inertia reels) are to be
used when a longer lanyard is needed.
▪ Self-retracting lifelines shall not be connected to a lanyard, but shall be directly attached
to the D-ring on the full-body harness. Snap hooks shall not be attached together.
▪ When tied around an “H” or “I” beam, the lanyard shall be used with a beam wrap (cross
arm anchorage connector) or shall be specifically designed by the manufacturer for this
use. Rope lanyards shall not be used for this purpose.
▪ Lanyards shall not be tied into knots or tied off using knots.
▪ Rough or sharp edges that could come in contact with the webbing of a full-body harness
or lanyard shall be removed or covered.
▪ Lanyards shall be wrapped around the body or otherwise secured when not in use to
prevent tripping or snagging.
▪ Safety devices that can be added to ladders to prevent falls, such as rope grabs or other
approved descent-limiting devices, shall be used where practical. Rope grabs shall be
ANSI Z359 compliant.
All fall protection equipment, anchor points and devices must conform to regional standards for
example ANSI Z359.1 or equivalent standards as approved by Company (Personal fall protection
equipment — Anchor devices).

Suspension trauma safety straps (foot stirrups) shall be provided with each full-body harness. Fall
arrest equipment shall limit the maximum arresting force on the user’s body to 818 kg (1,800 lb).
Full-body harnesses shall safely support 2,268 kg (5,000 lb) dead weight (i.e., minimum breaking
strength). Connectors shall be made of drop-forged, pressed or formed steel and shall have a
corrosion-resistant finish. Surfaces and edges shall be smooth to prevent damage to other parts
of the fall arrest system. Snap hooks and carabiners shall be self-closing and self-locking. Straps
used as webbing or strength components in full-body harnesses shall be made of synthetic fibers.
Components of fall protection equipment shall be mutually compatible (e.g., from the same
manufacturer). Self-retracting lifelines shall limit free fall to 0.6 m (2 ft) or less and shall have
components capable of sustaining a minimum static tensile load of 1,361 kg (3,000 lb) when fully
extended.

Anchor points for lanyards and self-retracting lifelines shall:

Be capable of supporting at least 2,268 kg (5,000 lb) per person attached. Not be guardrails,
standpipes, vents, small diameter piping systems, cable trays, electrical conduit or other structures
that cannot safely support 2,268 kg (5,000lb) dead weight (e.g., about the weight of a car). Be high
enough (preferably above shoulder height) to prevent personnel from free falling more than 1.8 m

(6 ft) or striking any lower level during a fall. Any additional dedicated worker restraint anchor
points should be routinely inspected and clearly marked as being used exclusively for Working at
Height PPE. Not be located to cause loss of balance or a body position that would increase the
risk of fall during attachment and detachment of the lanyard. Be located above the crane hook
during personnel platform operations, personnel transfer operations.

PRIOR TO WAH CONFIRM or Protection from Falling Objects

▪ The condition of the equipment


▪ The element linking to the user’s harness is suitable for the type of anchorage
▪ A suitable anchor is being used
▪ The position of the anchor is appropriate
▪ Sharp edges that can affect the lifeline are avoided
▪ Sufficient clear fall distance has been allowed
▪ Area of fall is free of obstruction
▪ Connector between lifeline and harness closed and secured
▪ Connector is secured to a suitable fall arrest attachment point on the user’s harness
▪ Anchor points used specifically for work positioning and fall arrest must be clearly marked
as being used exclusively for working at height and must be inspected and certified on a
maximum six-monthly basis
▪ Loose / unnecessary items should be removed from pockets
▪ Items should be attached to the fabric gear loops on harness, NOT onto the metal ‘D
rings’ that are dedicated for fall arrest / work restraint.
Where inertia reels are used, the following guidance must be followed:

▪ Inertia reels must conform to EN360 or equivalent standards. Worksite Management shall
ensure the specification of the unit is understood by those using the equipment so that
the correct equipment can be selected
▪ Maintenance and inspection regimes must be in place as per manufacturer’s instructions
and relevant identified requirements
▪ When the rear connection point of a working at height harness is used with an inertia reel,
a short static lanyard shall be used to enable self-connection and disconnection from the
inertia reel
▪ An inertia reel must NOT be used in conjunction with any form of energy absorber. Adding
an energy absorber between the inertia reel connector and the harness can prevent the
arresting mechanism from functioning
▪ Potential fall distances, obstructions and potential pendulum effects caused by the angle
between the user and the inertia reel must be considered (40 degrees from the vertical
must never be exceeded)
▪ Means of rescue must be reviewed and put in place prior to commencing.

7.3.1 WAH FROM WORK BASKETS


Suspended work baskets must be inspected and certified as an item of man-riding lifting
equipment, provide fully enclosed fall protection for all occupants and in addition have suitable
points of attachment for personal fall protection equipment and the load capacity of the basket or
the maximum number of personnel permitted must be clearly marked and adhered to.

All suspended work baskets must be used within line-of-sight of the Crane Operator at all times
and all personnel working from within a suspended work basket must be continually connected to
the basket by means of fall protection PPE, remain within the confines of the basket and be in
contact with the Crane Operator.

7.4 WAH PPE AND EQUIPMENT


Worksite Management shall ensure that the correct and approved WAH PPE and Equipment is
available, stored correctly, used properly and maintained.

WAH PPE and Equipment shall be or Storage, Inspection & maintenance of fall protection
Equipment’s

▪ Thoroughly examined by a competent SA Approved independent third-party person every


twelve months or more frequently in accordance with the manufacturer’s instructions,
local regulations, COMPANY requirements, the work environment, storage conditions
and frequency of use (3rd party specialist or CONTRACTOR person if adequately
trained)
▪ Maintained and serviced in accordance with the manufacturer’s instructions and shall
never be altered, adapted or modified in any way
▪ Suitably marked to aid easy identification and traceability. PPE should not be marked in
a way that could damage the item – avoid painting; use of marker pens on textiles / nylon
webbing; and number stamping on metal items
▪ Inspected by the user prior to and after use to ensure the equipment remains in a safe
working condition and properly adjusted to fit the wearer correctly, minimizing pressure
points in the event of suspension
▪ Quarantined for disposal, and marked as withdrawn from service, where assessed as
being no longer fit for purpose
▪ Connected to structural anchor points of suitable strength.
▪ Safety harnesses shall be equipped with a suspension trauma straps / foot stirrup.
7.5 LADDERS
This section details the requirements to be followed using the Ladder Safely and in accordance to
SA CSM/ WSSM (II-3 Ladders & Step Ladders).

7.5.1 PORTABLE ACCESS LADDERS


When risk assessments indicate that portable ladders or step ladders are appropriate and safe to
use (low risk and short duration tasks), the following rules must be followed to minimize the risk:

▪ Maintenance and inspection regimes must be in place as per manufacturer’s instructions


▪ Inspect the ladder for condition and defects prior to use
▪ Use the right type of ladder for the task
▪ Follow the manufacturer’s instructions including securing of the ladder, stability and
maintaining the steps or rungs level, avoidance of overloading / overreaching
▪ Ensure the ladder is at a safe angle, not too steep and not too shallow e.g. 1 unit out for
each 4 units of height
▪ Consider the environmental conditions
▪ Restrict access to the area by means of appropriate barriers
▪ Whenever practical access ladders should be secured to prevent slipping and extend at
least 1 Meter above the landing point to provide a secure handhold
▪ Step ladders used on a vessel should have fixed restrictors at the base of the legs, the
use of soft straps / rope is not permitted.
7.5.2 FIXED ACCESS LADDERS
Where fixed ladders are installed, the following guidance must be followed:

▪ Maintenance and inspection regimes must be in place as per manufacturer’s instructions


▪ All rungs of fixed ladders must be kept free from oily residue or contaminant as far as
possible and anti-slip protection must be installed on rungs where possible
▪ Back scratchers / safety cages should not be regarded as fall protection on permanent
ladder systems
▪ Access / egress points from permanent fixed ladders should be assessed and suitably
barriered (e.g., self-return gate, safety chains, drop down bars etc.)
▪ Appropriate signage stating the required fall protection equipment to be used and any
access restrictions must be clearly visible at the access point(s) of the ladder
▪ Where appropriate WAH PPE must be worn.
▪ Hand carriage of tools is prohibited when using a fixed ladder. In the event where tools
and or materials are required on the work platforms at height then a suitable pulley system
using an approved material bag shall be used to hoist them up to the location. Ensure
that a proper ‘drops zone’ is established with signs and barriers.
All fixed ladders must be surveyed to determine the integrity of the equipment, the frequency of
use, the suitability of ongoing use and if any fall protection measures are required.

7.6 RESCUE ARRANGEMENTS AND DRILLS


Worksite Management must ensure that a suitable plan is in place to rescue a person that has
fallen and is suspended by their PPE at height. The plan should aim to affect a rescue within 10
minutes to minimize the threat of suspension trauma. A rescue plan must be in place for the task.
The plan must identify all members of the rescue team, define their roles, and clearly identify all
rescue equipment and its location. The rescue team members must be readily available on site

and trained in conducting rescue operations from height. The longer the casualty is suspended
without moving, the greater the chances are of serious complications developing. Therefore, an
injured person hanging in a harness awaiting rescue should be removed from upright suspension
as quickly as possible. This is particularly important for a casualty who is motionless. A conscious
casualty should be encouraged to exercise their legs gently, to stimulate circulation of the blood.

First aid treatment given to personnel rescued from height is to be done in the same manner as
other casualties. Regarding the position of the casualty:

▪ during rescue, a position with the lower limbs slightly elevated may be preferable.
▪ if prolonged suspension has occurred, or if in doubt, alert medical support immediately
The plan must take into consideration:

▪ The location, access and egress and any constraints imposed by the specific task
▪ The planned retrieval method for any casualty given the specific circumstances
▪ The location, availability and integrity of the rescue equipment required. This may include
rescue kits (i.e. ‘Petzl’, ‘Gotcha’ kit, or similar), Man-riding Cranes, baskets, inertia reels
with retrieval capabilities. Rescue equipment requirement & suitable type of equipment
shall be made available according to the JSA
▪ The availability of Rescue Team Leaders and Team members.
Worksite Management shall put in place a regular rescue drill program. Drills should not use actual
personnel as simulated causalities.

The Supervisor in charge of the work area will determine if a rescue drill is required to be carried
out before the work commences.

7.6.1 GENERAL CONSIDERATIONS FOR RESCUE


It is essential that there is a specific site rescue plan and adequate resources in place for each
worksite where work at height is carried out. These should be regularly assessed and updated
where necessary. Resources should include not only equipment but also personnel who have
been trained in the use of this equipment.

When planning for rescue, consideration should be given to situations from which the casualty
may be recovered and the type of fall protection equipment which the casualty would be using.

A distinction may be made between the term’s "rescue" and "evacuation". Rescue typically
involves the recovery of a casualty by another person either remotely or directly. Evacuation is
typically carried out by a stranded user to escape from a remote situation.

All rescue planning and operations should address the following issues:

▪ the safety of the persons carrying out or assisting with the rescue has the highest priority.

▪ the anchor points to be used for the rescue equipment.


▪ the suitability of equipment (anchors, harnesses, attachments and connectors) that has
already arrested the fall of the casualty for use during the rescue;
▪ the method that will be used to attach the casualty to the rescue system;
▪ the direction that the casualty needs to be moved to get them to the point of safety.
(raising, lowering or lateral).
▪ the first aid needs the casualty may have with respect to injury or the effects of
suspension;
▪ the possible needs of the casualty following the rescue.
The anticipated loads during the rescue situation should be within the loadings specified in the
manufacturer’s instructions. If a rescue procedure requires an operator to descend to recover a
casualty there may be additional loading on all parts of the system including the anchor, which
may be required to support the load of two persons.

When completing a rescue, methods which minimize the risk to rescuers are preferred. Always
avoid placing additional personnel at risk.

7.6.2 TYPES OF RESCUES


Rescue a casualty after a fall is a complex task which in addition has to be performed rapidly after
the fall. Therefore, persons possibly needing to carry out such operations shall be trained and able
to judge the best possible means of rescue on board for different situations, therefore below can
be used as a guideline only.

There are several options for dealing with an emergency which requires an injured or incapacitated
person to be recovered to safety, presented here in order of preference (bearing in mind the
immediate aim is to recover the casualty to the nearest point of safety):

i. Lowering a remote casualty;

ii. Raising a remote casualty;

iii. Self-evacuation by descent;

iv. Rescuing another in descent.

Option 1 is (generally) preferable to option 2 because it is more straightforward and physically


easier to lower a load than to raise one.

7.7 TRAINING
All users of fall arrest equipment and fall protection must have received sufficient training in using
the equipment.

Training should include information on the selection of the correct products for intended work
situation and pre-use checks for specific equipment. Therefore, it is required that all personnel,
involved in working at height operations are trained with the equipment that they will use. The
training requirements are outlined in the Project Training Matrix.

Carrying out rescues and the use of rescue equipment requires technical capability in addition to
the ability to use personal fall protection. The requirement for training and the opportunity to
maintain competence by either refresher training or by practicing rescue operations is essential
and should not be underestimated.

Rescue at height requires a certain set of skills, and therefore a specific training regime is to be
followed for key personnel, involved in the working at height operations. In order to get and keep
everybody acquainted with their tasks, responsibility during rescue at height operations, and
functionality of the equipment, rescue at height drills are to be held with regular intervals.

7.7.1 RESCUE TEAM LEADER PRACTICAL TRAINING


Practical training shall be given to those who are in a job function that requires them to rescue
personnel who may be suspended, after falling.

7.7.2 ALL THIRD-PARTY PERSONNEL


All 3rd party personnel directly involved in Working at Height activities must have completed a
training course which covers WAH awareness and WAH techniques to comply with this procedure
and Company requirements. This training will be provided by their employer.

7.8 ADDITIONAL REQUIREMENTS


7.8.1 ADVERSE WEATHER CONDITIONS
Depending on the severity line management should decide suspension of working at height under
adverse weather conditions such as heavy rains, high winds, lightening etc. Worksite / Project
Management Team leads shall ensure adequate planning of the tasks in accordance with the
available weather reports.

7.8.2 WORKING AT HEIGHT DURING NIGHT


Additional JSA assessments shall be conducted for work at height during night. JSA should focus
on proper illumination of the area, including access/ egress and back- up arrangement including
but not limited to availability of radios with working party for quick communication and stand-by
trained and adequately equipped WAH rescue team (s).

8.0 RECORD
▪ Working at height training record shall be maintained in HSE Training Department.
