Power (Energy) measuring arm in a Substation consists


of:
- CVT / IVT
- CT
- Energy Meters
Accuracies of these components have a direct bearing
on accuracy of measurement of power actually
transferred in the network
Any error in the measurement causes heavy revenue
losses either to the producer or to the consumer.
There is a strong incentive for accuracy testing of these
components.

Field Testing Unit for On-Site accuracy testing of EHV
Instrument Transformers at a cost of Rs. 500 Lakhs
The Mobile Unit is expected to be commissioned during
second week of Dec. 2009

Advantages

The Mobile Test Lab is a dedicated system for accuracy testing of


Instrument Transformers & can be utilized both in substations &
power stations
The Mobile Test Lab will have permanent wiring of the individual test
units & will be quickly ready for use once it arrives at the substation
The mobile test lab is also equipped with :
– Automatic tan delta & capacitance measuring system for dielectric
diagnosis of the CTs & CVTs
– Portable Automatic Energy meter testing system for accuracy testing
of the Energy meters
– CT analyser for conducting burden measurement, excitation
characteristic, instrument security factor, knee point voltage, winding
resistance measurement

Test Procedure for CT


CT to be tested shall be under shut down.
Disconnect & isolate the CT both on HV & LV sides.
Adequate clearance shall be maintained at HV
terminal for the test voltage.
Make electrical connection as shown in Figure.2
The equipment details shall be fed to the software.
The test current is raised from the control room on the
truck up to the rated current of the CT.
The automatic instrument transformer test set records
the ratio and phase angle error of the CVT/IVT under
test at various set values.
Logging of results and generation of test report.

Test Procedure for CVT/IVT


CVT or IVT to be tested shall be under shut down.
Disconnect & isolate the CVT/IVT both on HV & LV
sides. Adequate clearance shall be maintained at HV
terminal for the test voltage.
Make electrical connection as shown in Figure.1
The equipment details shall be fed to the software.
The test voltage is raised from the control room on the
truck up to the maximum test voltage of U0.
The automatic instrument transformer test set records
the ratio and phase angle error of the CVT/IVT under
test at various set values.

Site Requirements
Obtaining shutdown of the instrument transformer to
be tested shall be the responsibility of the Customer
(Utility / Manufacturer).
Opening & boxing up of the instrument transformer
and disconnection & reconnection of links / bus bars
etc. has to be arranged by the Utility / Manufacturer so
that the Instrument Transformer is made available for
safe testing.
3 phase, 415V, 50Hz, 125Amp power supply to be
made available for energizing mobile CT/PT Testing
unit at site by the Utility / Manufacturer.
Two skilled electricians for making electrical
connection and six unskilled workers for making
testing arrangements to be provided at site by the
Utility / Manufacturer.
Coordinator to be nominated for facilitating testing at
site.

Site Requirements
The normal working hours for conducting site testing will be
8 hrs per day. During the 8 hrs one feeder consisting of 3
CTs or IVTs or CVTs can be tested provided the
disconnections are made before commencement of tests.
Similarly other tests such as tan delta, capacitance, burden
measurement, winding resistance measurement, excitation
characteristic, instrument security factor, knee point voltage,
class can also be taken up on per day chargeable basis.
Arrangement of Way Bill/Octroi exemption if applicable, for
concerned State Border entry formalities for the CPRI test
equipments transported by mobile CT/PT Testing Unit to be
arranged by concerned Utility / Manufacturer well in
advance. The WAY BILL shall be valid for multiple trips for
the entire duration of testing.
The testing results & conclusions there-of will be issued in
the form of test report at site on the same day

Commercial Terms & Conditions


The test charges for conducting “on site testing
accuracy testing” will be Rs.1,50,000/- per day,
considering 3 Nos. of CTs or PTs or CVTs of one
feeder. Similarly other tests such as tan delta,
capacitance, burden measurement, winding resistance
measurement, excitation characteristic, instrument
security factor, knee point voltage, class can also be
taken up on per day chargeable basis as above.
The transportation charges for mobile unit per day is
Rs.20,000/- .
The total test and consultancy charges are to be paid
in advance by way of DD in favour of to Accounts
officer, CPRI, Bangalore- 80. DD and other Bank
charges shall be borne by the Utility / Manufacturer.

Commercial Terms & Conditions


Any other taxes (such as work tax etc.) imposed by
Central or State Govt. at the time of billing shall be
charged extra. Such Taxes shall be borne by the Utility
/ Manufacturer.
CPRI is exempted from payment of Income tax under
section 197(1) of Income Tax Act, 1961 & no
deduction of Income Tax at source from amount
payable to CPRI.

Commercial Terms & Conditions


No Security Deposit shall be deducted from CPRI Bills,
as CPRI is Government of India Organization.
The offer is valid for 90 days only.
Free accommodation at company guesthouse / hotel
for the Officers, Staff and Drivers at site to be provided
by utility. Boarding shall be arranged on chargeable
basis as applicable to employees of concerned Utility /
Manufacturer.
Free local transportation (One exclusive vehicle) to be
arranged by Utility / Manufacturer at works and for
CPRI officers/staff from nearest Railway station/Air
port to the place of work and back to the Railway
station /Air port after completion of the work.
Advance notice is required at least 30 days to initiate
action to undertake the testing work
