Afghanaid is a British humanitarian and development NGO established in 1983. It is headquartered in Kabul
and is currently working in four provinces: Badakhshan, Samangan, Ghor, and Daykundi. We also work through
partners in nine others: Herat, Faryab, Jawzjan, Sar-i-Pul, Balkh, Bamyan, Takhar, Khost and Paktia. For 4

Community Resilience and Livelihoods project in Herat Zaval district, Farah Gulistan district, Farayb Qaisar
district, Herat and Balkh Cities

Job profile

The Community Resilience and Livelihoods Project Engineers for rural communities in general will be
responsible for the overall engineering works of the project including planning, organizing, implementation,
coordination and reporting in provincial and district level.
Responsibilities:
● Technical engineering assessments in relation to surveying, designing, cost estimating, skilled and
unskilled labor employment and material (type and quantity) identification.
● Support to the CDC and to look after all sub-projects construction materials and equipment during
project implementation.
● Support a strong and continuous focus in all aspects of the projects.
● Preparation of technical designs, cost estimates and infrastructural maps for proposed projects and
any other projects requiring rehabilitation and upgrading.
● Conduct detailed feasibility studies and detailed engineering design for selected projects.
● Prepare proposals and engineering designs, plans for the construction, service delivery and related
projects.
● Prepare project progress reports.
● Ensure Support of CDC participatory monitoring team and project workers and monitoring their work.
● Supporting CDC on the project expenditure against budget and progress of work on a monthly basis.
● Ensure Supporting the CDCs and its procurement sub-committees on the procurement process of
project Requirements are done by field engineers.
● Make sure the confirmation and approval of all financial documents by CDC and its record in CDC file
● Preparing a clear report from all steps and submit to the lead engineers.

PERSON SPECIFICATION

Education & Professional Qualification


Bachelor’s degree in Civil Engineering or a related field.

Work Experience
At least 5 years’ experience for a cash-for-work project implemented by Communities (CDC), good knowledge
on community base project survey, design and project implementation.

● Strong organizational and coordination skills, able to work with significant levels of
autonomy, manage personal priorities and meet tight deadlines.

situations and creatively solve problems.
