1. PURPOSE:

The purpose of this procedure is to outline the requirements for managing and controlling the
waste management systems and establish the guidelines by which waste must be disposed
off, environment friendly based on the principle of hierarchical control in line with approved
corporate level HSE procedure on solid waste management.

2. SCOPE:

This procedure applies to Purification Plant and the contractors working at P.Plant.

3. RESPONSIBILITIES:

CE (PP) is responsible for:

 Implementation of this procedure in P. Plant


 Ensuring that solid wastes are properly segregated, stored and disposed off in safe
manner.
 Ensure that wastes produced by contractors’ working at P. Plant are managed to equivalent
standards as those set at corporate level.

CMO is responsible for:

 To arrange transportation for shifting of waste from P.Plant to Disposal Site


 To provide information about the disposal of waste in safe manner

AAO is responsible for:

 Arranging the collection & storage of Hazardous & Non Hazardous waste at P. Plant.
 Cleaning of Waste Bins and Collection Pits and maintain its Record.
 Make liaison with Sui Field Hospital for safe disposal of waste.
 Arranging the weighing of Waste of all types before handing over to Sui Field Hospital.
 Housekeeping of the Plant and to ensure proper dumping of waste in designated Bins.
 Disposal of Reclaimer sludge, pyrophoric material and contaminated soil due to any oil or
chemical spillage in landfill site and maintain its record.
 Operation & maintenance of Landfill Site.

E (HSE)-PP is responsible for:

 Providing the guideline for proper implementation of this procedure.


 Monitor safe collection and storage of the wastes.
 Review the Waste Management System Procedure as and when required.

4. DEFINITIONS:

Management:
Coordinate activities to direct and control PPL operation

The tendency of a substance to combine with other elements and compounds

Toxicity:
The property of being poisonous or causing an adverse effect on a living organism.

Waste:
Any material for which no further use is intended is considered waste. It can be solid, semi solid
or liquid.
Any refuse, garbage, non useable byproduct and other discarded materials or any solids,
semisolids, liquid material or contained gaseous material resulting from industrial, commercial
or community activities which are discarded, removed or intended to be discarded.

Waste Management:
A system that addresses the issues related to waste minimization, generation, transport,
disposal and monitoring.

5. PROCEDURE:

5.1 General:

Waste management system includes collection, storage, transportation and disposal of waste
according to set guidelines in this procedure and applicable legal and regulatory requirements.
Environmental impact can be minimized by ensuring that the materials are used efficiently and
are not disposed off unnecessarily. By reusing materials or having them recycled, the impacts
can be minimized further.

Waste control and management should follow the hierarchy of waste control:

 Elimination (don’t generate the waste in the first place)


 Reduction (minimize the waste, proper substitution if required, with environment friendly
materials)
 Re-use
 Recycling
 Disposal
Waste reduction, reuse and recycling opportunities should be identified wherever possible
and initiatives from site personnel may provide the most effective minimization strategies.

5.1.1 Waste Elimination and Reduction


The volume of waste produced should be reduced through:

 Purchase of materials in bulk.


 Use of reusable rather than disposable containers.
 Avoiding purchase of goods with excessive packaging.
 Avoiding wastage of materials.
 Better handling and storage practices to prevent damage.

` 5.1.2 Reuse
Wherever possible items should be reused rather than discarded, e.g.

 Reuse of containers such as bins and drums.


 Recovery and reuse of refrigerants during maintenance.
 Handle and store packaging material in a way so that it can be reused either at site or by
others if sold.
Materials that can be reused should be segregated from the waste stream, cleaned and
repaired prior to storage for future reuse. However, containers of hazardous chemicals if not
required – may be damaged prior to disposal or as advised in the MSDS or as per procedure (if
any).

5.1.3 Recycling

A number of discarded materials can be recycled rather than disposed off. These should be
segregated within the waste stream and stored separately.
Recyclable materials include:
 All metals.
 Plastics.
 Paper.
 Waste oil.

5.1.4 Disposal

Non Hazardous Wastes will be disposed off by Sui Field Hospital. CMO will make
arrangements for collection and disposal of P.Plant generated waste. CMO will also inform CE
(PP) about the safe disposal of waste collected from P. Plant and diposal sheet may be
provided (if required). CMO will also ensure that wastes have been properly disposed off in
safe and environment friendly manner.

5.2 Waste Categorization:


Solid waste will be categorized into major categories as:

 Hazardous waste
 Non hazardous waste

5.2.1 Hazardous Waste:


Hazardous wastes are those wastes which by virtue of their concentration of constituents and
characteristics (such as ignitibility, corrosiveness, reactivity, toxicity etc.) pose a hazard to
humans or environment and well being if not properly managed. e.g., contaminated sand / soil,
Chemical / lubricant drums, Sewage / oily sludge, batteries etc.

5.2.2 Non Hazardous Waste:


Non hazardous waste is one which does not pose hazardous characteristic defined for
hazardous waste. Non hazardous wastes are considered as any solid or semi solid material,
which does not pose any danger to the environment or to human health, if it is dealt with in a
safe manner. At purification Plant we have paper, plastic, ferrous metal, cardboards packing
material, tree / grass cutting kitchen waste, construction debris etc.

5.3 Waste Segregation / labeling:


All types of solid wastes are properly segregated in color coded / labeled containers for
identification of type of waste. All waste containers are to be maintained in good physical

condition. At Purification Plant following colour coding will be used for waste segregation and
storage as per defined in Corporate Level HSE SOP # 14 on Solid Waste Management,

 Orange for paper waste


 Red for glass
 Green for machine waste
 Blue for plastic waste
 Yellow for food waste
 Maroon for oily rags
 Black for chemical waste

5.4 Waste Storage and Handling:


 All waste will be temporarily stored inside a covered color coded container, at a designated
area prior to shifting for disposal. Color coded waste bins are installed at all prominent
locations at purification plant and it has accessibility to all staff.

 Wheel trolley will be used to transport hazardous or non hazardous waste from the point of
generation to the point of storage.
 The waste drums will be emptied on alternate day or as per requirement.
 Waste will be handled and stored in a manner that will not cause leakage, spillage or
damage to the container or any housekeeping issue at Purification Plant.
 Plastic Bags will be used in Bins for safe collection and transportation to storage place.
 Plastic Bags will be changed on weekly basis.
 Waste Bins and Collection Pit will be cleaned with disinfectant on quarterly basis and will
be recorded in attachment 01 of this Procedure (PPL - HSE / PP / FM / WMS / 01).
 Required PPES will be used by the Staff during collection and storage.
 Hazardous Material like Pyrophoric Material, Recliamer Sludge shall be disposed in
Landfill site at P.Plant.
 Pyrophoric materials or MEA Filters, as soon as removed from its origin, will be kept in
Plastic bag / container and soaked with water to avoid pyrophoric fire.
 Waste will be stored in Collection pits which are painted in seven colors as mentioned
above for identification of wastes.

5.5 Transportation:
Waste will be transported by Sui Field Hospital. Weight of wastes will be carried out in the
presence of both representative of Sui Field Hospital and Purification Plant (AAO) and
recorded in attachment – 02 of corporate level approved HSE SOP on Solid Waste
Management.
AAO will also maintain the record of Waste Inventories as per attachment -01 of corporate
level approved HSE SOP on Solid Waste Management.
AAO will ensure that wastes are safely handled for transportation and prepare to take
actions required in any incident, such as a spillage / releases to environment during the
transportation of waste from Purification Plant.

5.6 Management of Wastes Produced by Contractors Working at P.Plant:


CE (PP) will ensure that instructions are provided to contractors’ on waste segregation,
collection and disposal of waste generated at their respective Sites on minor / major projects,
so that it is managed as per PPL’s Waste Management Standards. They will disposed their
waste environment friendly and provide its evidence to CE (PP).

5.7 Waste Prevention and Minimization:


Processes of waste preventive and minimization shall be designed and operated to prevent, or
minimize, the quantities of wastes generated and hazards associated with the wastes
generated in accordance with the following strategy:

 Good Housekeeping & good operating practices shall be appreciated including


inventory control to reduce the quantity of waste resulting from materials that are out-
of-date, off specification, contaminated, damaged, or excess to plant needs.

 Reuse of waste papers shall be appreciated.

5.8 Monitoring:

CE(PP) shall ensure that periodically monitoring activities associated with the management of
hazardous and non hazardous waste shall carried out which will includes:

 Regular visual inspection of all waste storage collection and storage areas for evidence of
incidental releases and to verify that wastes are properly labeled and stored.
 Regular audits of waste segregation and collection practices
 Tracking of waste generation trends by type and quantity of waste generated, preferably
by facility departments
 Characterizing waste at the beginning of generation of a new waste stream, and
periodically documenting the characteristics and proper management of the waste,
especially hazardous wastes
 proper documentation of the quantity of waste generated and its destination
 Monitoring records for hazardous waste collected, stored, or shipped

5.9 Operation & Maintenance of Landfill Site

Sui Purification Plant has a dedicated landfill site which is developed to dispose off specific
hazardous waste in environment friendly manner. Admin section is responsible for Operation
& maintenance of Landfill Site. It is located behind water treatment plant outside fencing.
Appended below are some guidelines for its Operation & Maintenance.

 Specific hazardous wastes include pyrophoric material (Iron sulfide sludge recovered
during overhauling activities of Banks), MEA Reclaimer sludge and contaminated soil
due to accidental spillage of oil or chemical. These hazardous wastes after proper
packing shall be shifted to landfill site for safe disposal. For leachet collection in the
landfill, stone crush should be spread at the bottom of each cell. There are nine cells in
each landfill pit and there are total two landfill pits.
 Waste bags / containers should be placed in sequence and protective layer of sand must
be spread over waste to avoid pyrophoric fire.
 Each cell shall be covered to avoid ingress of rain water inside the cell.
 Use of multiple cells at the same time should be avoided.
 Landfill cells are marked with unique number scheme like A-1 etc. and waste should be
disposed in cells as per sequence.
 After filling of each cell, it should be permanently covered with concreted cement. Waste in
the cell should be hard-pressed before cemented.
 Concerned Section shall ensure record keeping and provide details of waste generated and
weight to admin office (PP) for maintaining record.
 Admin section with the coordination of Concerned Section shall be responsible for proper
disposal of solid waste of landfills.
 Access to landfill shall be authorized only.

CE (PP) will evaluate the overall effectiveness of this Program on annual basis.

7. TRAINING:

CE (PP) in coordination with E (HSE)-PP will assess the training needs of individuals in making
them fully aware of the requirements of this procedure keeping in view their roles,
responsibilities and competence.
