On behalf of Chairman and Managing Director, Bharat Broadband Network Limited, online
digitally sealed open tenders, on rupee payment basis, are invited from the eligible bidders for Supply of
24 Fibre Metal Free Optical Fibre Cable with double HDPE Sheath (G.652D) and accessories. The
summary of requirement is given below:-

The Packages are based on geographical distribution of States/ Union Territories, equalised for the
quantity requirements, as mentioned below:
2 Accessibility of Tender Document: The tender document for participating in E-tender shall
be available for downloading from 3rd April 2013 at 17:00 Hrs onwards from
https://www.tcil-india-electronictender.com. This link can also be visited from the website
of BBNL- http://www.bbnl.nic.in , by clicking Link “Procurement Tender Notices” on the
home page. The Tender document shall not be available for download on or after its
submission/ closing date.
3 Demand Draft/ Bankers cheque of an amount of Rs. 10,500/- (Rupees Ten Thousand Five
Hundred only) including VAT, in favour of BHARAT BROADBAND NETWORK LIMITED,
drawn on any scheduled bank and payable at New Delhi, shall have to be submitted towards
cost of the tender along with the tender bid, failing which the tender bid will be rejected. Tender
document fees would be payable only once for bidding in any number of packages.
4 Sale of hard copy of tender Document: As BBNL has decided to use process of e-tendering
for inviting this tender, and so the hard copy of the tender will not be available for sale.
5 ELIGIBILITY CRITERIA:
5.1 The bidders should be Indian Companies registered to manufacture the tendered item in India
and have obtained clearance from Reserve Bank of India, wherever applicable. In addition
they should meet the following criteria: The Bidders should:
5.1.1 a) have got Type Approval Certificate (TAC) from Telecom Engineering Centre (TEC), New Delhi
or Technical Specification Evaluation Certificate (TSEC) from Quality Assurance Circle, BSNL,
Bengaluru, against the technical specifications of 24 Fibre Optical Fibre Cable (24F OFC)
mentioned in Section-IV-C of this document.
OR
5.1.1 b) have applied for TSEC in QF-103 Form to Quality Assurance Circle, BSNL, Bengaluru or in
Form-B to TEC, New Delhi for their product against the technical specifications of 24F OFC
mentioned in Section-IV-C of this document at least one day before the opening of the tender.
The registration number allotted for the TSEC purpose by QA Circle BSNL Bengaluru or for
TAC purpose by TEC New Delhi shall be submitted along with the bid. However only type
approved OFC as per above specifications, will be accepted, which will have to be obtained
before commencing supplies by the bidder.
5.1.2 have executed Commercial order(s) issued by DOT/ BSNL/ MTNL/ State Government/ PSUs/
5.2 All tendered items other than OFC i.e. accessories, etc. shall be type approved against the
respective technical specifications mentioned in Section IV-C of this bid document and the
valid TAC/ TSEC of the quoted items of accessories shall be submitted along with the bid. If
the bidder is not the manufacturer of such tendered items other than OFC, then the bidder
shall enter into legally binding agreement(s) with the manufacturers of the tendered items,
except OFC, and the copy of such agreement(s) shall be furnished with the bid.
5.3 Full quantity i.e. 100% of the Optical Fibre Cable and accessories to be supplied against this
tender shall be domestically manufactured and the minimum domestic Value Addition (VA) to
qualify as Domestically Manufactured Telecom Product shall be 45% for the financial year
2013-14. The formula for calculation of Value Addition for telecom products shall be as notified
by the Department of Electronics and Information Technology from time to time. The bidder
shall submit a self-certification certifying that the domestic Value Addition in the OFC and
accessories being supplied to BBNL is 45% or more.
5.4 The bidders shall submit necessary documentary proof showing that they meet the eligibility
criteria along with their tender bid. All documents submitted will also be self-attested.
5.5 The bidders may bid for any one or more than one packages. There would be separate bid
security for each package.
6 Bid Security: The bidder shall furnish the Bid Security in one of the following ways.
7 Last Date & Time of Submission of Tender bid: 8th May 2013 by 15:00 Hrs. In case the
date of submission (opening) of bid is declared to be a holiday, the date of submission
(opening) of bid will get shifted automatically to next working day at the same scheduled time.
Any change in bid opening date due to any other unavoidable reason will be intimated to all
the bidders separately.
8 Opening of Tender Bids: At 15:30 Hrs of this tender closing date i.e. 8th May 2013.
9 Place of opening of Tender bids: BBNL has adopted e-tendering process which offers a
unique facility for ‘Public Online Tender Opening Event (TOE)’. BBNL’s Tender Opening
Officers as well as authorized representatives of bidders can attend the Public Online Tender
Opening Event (TOE) from the comfort of their offices. Please refer clause 33 of Section
IV-A of Tender document for further instructions. However, authorized representatives of
bidders (i.e. Supplier organization), if desire so, can attend the TOE at BBNL Corporate
Office, 3rd Floor, CDOT Campus, Mandi Gaon Road, Chhatarpur, New Delhi – 110030,
where BBNL’s Tender Opening Officers would be conducting Public Online Tender Opening
Event (TOE).
10 The bidder is required to submit the tender document online at the e-tender portal. Tender
bids received after due time & date will not be accepted.
11 Incomplete, ambiguous, Conditional, digitally unsealed tender bids are liable to be rejected.
12 CMD, BBNL reserves the right to accept or reject any or all tender bids without assigning any
reason. He is not bound to accept the lowest tender.
14 In case of any correction/ addition/ alteration/ omission in the tender document, the tender bid
shall be treated as non-responsive and shall be rejected summarily. All documents submitted
in the bid offer should be preferably in English. In case the certificate viz experience,
registration etc. is issued in a language other than English, the bidder shall attach an English
translation of the same duly attested by the bidder & the translator, to be true copy in addition
to the relevant certificate.
15 All computer generated documents should be duly attested/ signed by the issuing
organisation.
