STATEMENT OF WORK

Boiler and Hot Water Heater Replacement


St. Croix National Scenic Riverway
401 North Hamilton Street
St. Croix Falls, WI 54024

I. GENERAL

1. Scope of Work
The Contractor shall furnish all equipment, materials and labor necessary to remove and
replace an existing propane-fired boiler and propane-fired hot water heater at the Lower
District Maintenance Facility; 1009 County Road S; Dresser, WI 54009. The boiler and
hot water heater will be replaced with a high-efficiency, propane-fired, combination water
and space heating system.

2. Site Visit
A site visit is highly recommended to determine replacement component requirements and
can be accomplished by contacting the Contract Specialist Christopher Keck
@christopher_keck@nps.gov. The Contractor shall verify calculations and dimensions of
existing system and is responsible to ensure replacement components are compatible with all
system(s) conditions/requirements.

3. Schedule
Work shall be accomplished between the hours of 7:00-am and 3:00-pm, local time; Monday
through Friday excluding federal holidays. Any request(s) to provide services outside of
timeframes will require the Contractor to submit a written request at least 3-work days prior to
the proposed performance of work to the Contract Officer’s Representative (COR); stating the
proposed performance of work, day/days, time/amount of work, and reason why permission
should be granted to perform work during non-standard hours. Maintenance employees will
continue to occupy the building and carry on normal activity. The Contractor shall minimize
disruption of services to employees and shall schedule activities to ensure disruption of
services will not exceed a 24-hour timeframe. The Contractor shall protect all non-work areas
of the building from fumes, dust, smoke, etc. by a method reviewed and approved by the
COR.

A. Shoring and Safety:


The Contractor will comply with all applicable OSHA and National Park Service
Occupational Safety and Health Program regulations and directives - available at:
https://www.nps.gov/policy/DOrders/50B.htm pertaining to security, safety,
occupational health, fire, traffic and personnel clearances while at the work site. The
project staff can and will order the cessation of work at any time should the safety of
on-site employees become jeopardized.

B. The Contractor shall prepare an Accident Prevention Plan (APP) specific to the
activities being performed. Reference materials for the APP are available at:
https://www.nps.gov/dscw/ds-occupational-health-safety.htm. Additionally, the
Contractor shall conduct a safety meeting at the project site on the first day of work,
whenever a new activity or phase of work begins and at least weekly during the
progress of work. All safety meetings shall be documented by the Contractor and
submitted to the COR.

C. All accidents and near misses shall be investigated by the Contractor. All work-
related recordable injuries, illness and property damage accidents (excluding on-the-
road vehicle accidents) shall be verbally reported to the COR within 4-hours of the
incident, with a written report of the incident submitted to the COR within 24-hours.

D. The Contractor shall adhere to all federal policies and procedures regarding Force
Protection/Anti-Terrorism Standards. This includes, but not limited to securing
vehicles, tools and materials as well as access to facilities with keys, door codes, etc.
Under no circumstances will contract personnel be allowed to grant unauthorized
personnel access to the facility without written notification from the COR.

E. Alcohol and firearms are prohibited at the project site. The Contractor must comply
with CFR 36 Rules and Regulations - available at:
https://www.nps.gov/obed/learn/management/upload/CFR-2010-title36-vol1-
chapI.pdf.

4. Permits
The Contractor shall, without additional expense to the government, be responsible for
obtaining any necessary licenses, permits and letters of certification. The Contractor shall
comply with all applicable federal, state, county and local laws, codes, rules and regulations in
connection with the performance of the work specified under this contract.

5. Daily/Final Clean-up
The Contractor shall practice good housekeeping to maintain a safe job site. The Contractor
shall keep the work area, including any storage areas, free from the accumulation of waste
materials. Upon completion of daily work activities, the Contractor shall remove any tools,
equipment and materials that are not the property of the government and leave the job site in a
manner acceptable to the satisfaction of the COR. All materials and equipment to be removed
by the Contractor and not reinstalled or recycled under this contract, including debris
generated by this project, shall be removed at regular intervals from the site and disposed of
off-site by the Contractor. Recycling of debris and all ferrous/non-ferrous metals is strongly
encouraged. Disposal of materials shall be in conformance with applicable federal, state, and
local pollution control regulations at the Contractor’s expense. The Contractor shall also
recycle general administrative refuse associated with this project, to include; cardboard,
plastic and mixed paper. The Contractor will reduce environmental risks, promote pollution
prevention, and meet all regulatory requirements during the execution and completion of the
contract.

6. Government Resources
The Contractor is responsible for providing, receiving, unloading and storing all materials
necessary to complete the project. The government does not provide secure storage at this site
and accepts no responsibility for materials, tools or equipment left on-site by the Contractor.
Government provided utilities such as electricity and water will be provided to contract
personnel in addition to on-site restroom facilities.

7. Omissions
This contract may not cover all specified activities, steps and procedures required to supply
the contract product. In case of omission, the normal industry, state or federal standards,
practices, specifications and/or guides shall prevail. In no instance shall an omission be
reason to produce less than an acceptable product.

8. Quality Assurance
The Contractor is responsible for the quality control of the contract work. The government
always has the right to inspect and test all items called for by the contract, at any time and at
all locations during the term of the contract.

II. TECHNICAL REQUIREMENTS

1. Existing Conditions
The existing propane-fired hot water heater and propane-fired boiler/expansion tank are in
the utility room of the building.

2. Schedule of Materials Submittal


A material submittal schedule will not be provided by the government. The Contractor shall
complete and submit a material submittal schedule for approval by the Contracting Officer
(CO). The Contractor shall identify all planned submittals dates on the schedule and submit
to the CO within the directed timeframe. Although the government technically reviews
submissions required by this scope of work, it is emphasized that the Contractor’s work must
be prosecuted utilizing proper internal controls and review procedures. In addition to an
APP, the documents identified below must be prepared in accordance with the applicable
standards and submitted to the COR for review and acceptance, prior to commencement of
any field activities:

 Specification sheets (prior to ordering equipment, materials and supplies)

o Essential Parts and Accessories
 Energy Star “Most Efficient” Label

 2-year Manufacturer Parts System Warranty
3. Products
The Contractor shall supply and install all supplemental/necessary parts/components required
for a sound and fully installed domestic water and space heater combination heating system to
meet or exceed manufacture’s recommendations. See attached details M1.0 and M1.1 for
required components. Provide new electrical to the boiler, zone valve controller and the
circulator pump unless existing wiring is not damaged and can be reused. Provide all control
wiring and make connection from zone valve controller to the zone valves and thermostats.
All piping shall be:
Hard Copper Tube: ASTM B 88, Type L water tube, drawn temper.
Fittings shall be Wrought-Copper, Solder-Joint Fittings: ASME B16.22. All piping,
valves, fitting, etc for the domestic water system shall be lead free.
Soldered Joints for Copper Tubing: Apply ASTM B 813, water-flushable flux to end of
tube. Join copper tube and fittings according to ASTM B 828 or CDA's "Copper Tube
Handbook".
The installation system shall be of the highest quality, free from defect(s) and leak free.
Tie the new system into the established heat-zone piping, plumbing, electrical and
ventilation systems. Pressure test both system before filling with water. Install piping so
that all valves, strainers, unions, flanges, and other appurtenances requiring access are
accessible. All valves and strainers shall be full size of pipe before reducing size to
make connections to equipment and controls.
The domestic water system shall be sanitized per the following:
Clean and disinfect potable domestic water piping as follows:
1. Purge new piping and parts of existing piping that have been altered, extended, or
repaired before using.
2. Use purging and disinfecting procedures prescribed by authorities having
jurisdiction; if methods are not prescribed, use procedures described in either
AWWA C651 or AWWA C652 or follow procedures described below:
a. Flush piping system with clean, potable water until dirty water does not
appear at outlets.
b. Fill and isolate system according to either of the following:
1) Fill system or part thereof with water/chlorine solution with at least
50 ppm (50 mg/L) of chlorine. Isolate with valves and allow to stand
for 24 hours.
2) Fill system or part thereof with water/chlorine solution with at least
200 ppm (200 mg/L) of chlorine. Isolate and allow to stand for three
hours.
c. Flush system with clean, potable water until no chlorine is in water coming
from system after the standing time.
Flue and Vent PVC pipe and fittings:
PVC Pipe: ASTM D 1785, Schedule 40.
PVC Socket Fittings: ASTM D 2466 for Schedule 40.

Boiler combo is based on Weil McLain, AquaBalance Series 2, Model Combi AB-155C.
The propane-fired combination space and domestic hot water heating system shall meet
the following minimum requirements:

 95% (or greater) AFUE energy efficiency


 155-CSA Input (MBH) / 125-Net (MBH)
 144-DOE Heating Capacity (MBH)
 Combination space and domestic hot water heating versions
 Propane (LP) gas operation – may require LP conversion kit

A. Substitution of Materials and Equipment


The Contractor shall submit plans, informational data and component equivalent
information if the Contractor proposes a piece of equipment and/or accessories on
other than that specified. Drawings shall show all piping, electrical connections, sizes
of equipment, location of piping, and electrical penetrations, and all other associated
equipment and materials. The COR reserves the right to reject or accept any or all the
proposed changes based on completeness, clarity, and other requirements of the plans
and specifications. When the Contractor requests approval of substitute materials
and/or equipment, it shall be understood and agreed that such substitution, if
approved, will be made without cost to the government, regardless of changes in
connections, spacing, electrical service, and all other appurtenances.

B. Brand Names
References in specifications to any brand name equipment or materials shall be
regarded as establishing a standard of quality and shall not be construed as limiting
competition. The Contractor may submit proposed equal equipment and/or materials
for government consideration during the submittal process of the contract after award.
C. Products Not Allowed
Materials containing asbestos and the use of lead-based materials as well as any other
known hazards are prohibited.

D. Ozone Depleting Chemicals


Class I and II Ozone Depleting Chemicals - identified at:
http://www.epa.gov/ozone/science/ods/ are to be recovered by the Contractor and
disposed of according to regulatory requirements. Systems must be re-claimed for
recycling or re-use by the Contractor. Disconnection of existing piping to allow
refrigerant to escape into the atmosphere will not be permitted. Ozone Depleting
Chemicals may not be sold or given away to private industry unless otherwise
specified by the government.

III. EXECUTION

1. Demolition
The Contractor shall:
1. De-energize and disconnect the electrical systems to the boiler following the
applicable lock-out/tag-out requirements.
2. Disconnect and isolate the raw water supply (well) following the applicable lock-
out/tag-out requirements.
3. Secure the existing on-site LP tank with applicable lock-out/tag-out requirements and
disconnect the LP supply line.
4. Disconnect and remove the existing thermostats, circulator pumps, control relays,
expansion tank, hot water tank, boiler, flue and discontinued all piping needed for the
new installation.
5. Dispose of or salvage all materials in accordance with all applicable laws and
regulations. Disposal manifests may be required by the COR.
6. Properly seal, to industry best practices, any gaps, holes or voids created by the
removal of any materials during the demolition process to include, but not limited to;
chimney, foundation, walls and floors.

Note: The existing thermostats may contain mercury and shall be disposed in accordance
with all applicable laws and regulations. The replacement flue system (concentric piping)
will adequately fit, without disruption, within the existing ventilation system footprint.

2. Installation
All work will be performed by a Wisconsin Licensed Plumber/Heating Technician.
The Contractor shall:
1. Install the boiler/domestic water heater combination system in accordance with the
Uniform/Wisconsin Building Code(s) and the manufacturer’s recommendations.
2. Install all supply lines, electrical, ventilation and plumbing, to include but not limited
to; expansion tank, manifolds, particle filters, pressure relief valves, controls, fittings,
and any heat-zone piping in accordance with manufacturer’s recommendations to
make a complete system.
3. Tie the new hot water heating system into the existing heat zoning design. with
independent thermostatic programmable controls.
4. Tie the new domestic hot water heating system into the established domestic hot water
supply system.
5. Cap the existing flue at the top. Provide new 3” PVC exhaust and intake piping from
the boiler to the existing flue with proper support. Install a concentric vent termination
kit through the existing flue (and new cap) to a min of 24” above the roof. Properly
support concentric vent termination kit at the top and bottom of the existing flue.
Connect the 3” PVC exhaust and intake piping to the concentric vent termination kit.
6. Properly seal, to industry best practices, any gaps, holes or voids created by the
installation process to include, but not limited to; chimney, foundation, walls and
floors.
7. Upon project completion, the Contractor will conduct a system performance test for a
minimum of two heating cycles. The COR will confirm that each element of the
system is working properly, including the boiler, circulator pumps, relays, piping,
baseboard radiators and the domestic hot water at each location.

Note: The existing thermostats will be replaced with system-compatible, digital, programmable,
thermostatic controls. The replacement the existing vent system with concentric piping in
accordance with manufacturer’s recommendations and will be secured within the existing flue
system footprint.

3. Conditions and Requirements


 Must meet Energy Star guidelines set by the US Environmental Protection Agency.
Modification of units with lower designed energy ratings with supplementary or
ancillary components to achieve a higher “system” rating equivalent to the Energy
Star value will not be permitted.
 Required to be manufacturer certified to install the product being provided.
 All work will conform to all applicable codes and regulations.
 New equipment will need to fit into existing locations.
 Comply with the manufacturer’s installation recommendations and specifications.
 All work will be completed in a professional manner. Unless otherwise specified, all
materials and equipment shall be new, unused and undamaged. Materials and
equipment shall be the current and standard designs of manufacturers regularly
engaged in their production.
 Reconnect all wiring and install all control components in accordance with
manufacturer’s installation instructions. Current service disconnects to remain.
 The electrical work shall be performed by craftsmen skilled in the trade involved and
shall be done in a manner consistent with normal industry standards. All work shall
conform to the currently adopted edition of the National Electric Code (NEC) and all
other applicable state and local codes or standards.
 The Contractor is responsible for all work to ensure that unit functions as designed.
 The Contractor will be responsible for testing unit to ensure no leakage. The
Contractor to ensure all controls, on/off functions, set point adjustments, alarm
notifications, temperature sensing devices, for each unit work accordingly as
designed.
 The Contractor will provide training to park staff on the use of the new equipment.
All users and operations manuals will be provided upon project completion.
IV. SUBMITTAL REQUIREMENTS

1. Submittals
In additional to the product submittals, the Contracting Officer’s Representative may request
supplemental submittals when deemed necessary to adequately describe the work. When
available, the Government may request electronic copies of all submittal materials via email,
in lieu of hard copies. Each submittal shall be complete and contain enough detail for
determination of compliance with the contract requirements. Submittals shall include such
items as the Contractor’s or manufacturer’s shop drawings, descriptive literature, catalog
cuts, diagrams, operation charts or curves, samples, certifications, test reports, test cylinders,
operating manuals, installation procedures and recommendations, templates, and other
descriptive literature. Catalog cuts and other descriptive data which may have more than one
model or type shall be clearly marked to show the model, type, size, and all optional
accessory equipment the Contractor proposes to install. No materials shall be ordered or
installed until submittals are reviewed and approved by the COR.

2. Real Property Records


At the completion of installation and before final payment, the Contractor shall provide the
COR a copy of operation and maintenance instruction manuals. Manuals shall contain
complete instructions on operating and maintaining the equipment, including piping and
wiring diagrams. Additionally, upon project completion, the following information will be
provided by the Contractor to the COR for park record purposes:

 Manufacturer
 Model Number
 Serial Number
 Electrical rating, full nameplate data
 Warranty/guarantee information
 Cost of each item (Equipment Cost Only)
