WHEREAS, it is the policy of the state that local government units shall enjoy genuine
and meaningful local autonomy to enable them to attain their fullest development as self-reliant
communities and make them more effective partners in the national goals;

WHEREAS, a local government unit shall exercise powers as political subdivision and an
entity representing the inhabitants of its territory;

WHEREAS, the symbol of authority of the local government unit is the mace with the
seal inscribed on it which signifies its powers, the objects embracing the barangay’s historical
heritage and the aspirations of the people it represents;

WHEREAS, there is a basic and fundamental need to provide and adopt a barangay
seal/logo to symbolize and reflect Barangay Buayahon;

NOW THEREFORE, on motion of Sangguniang Barangay Member

RESOLVED, as it is hereby resolved, to enact the following:

Be it ordained by the Sangguniang Barangay of Buayahon, Santa Barbara, Iloilo on its regular
session assembled:

SECTION1. Sections1, 2, and 3 of BARANGAY ORDINANCE NO. 01 SERIES OF 2024, is hereby


amended to read as follows:

B. SYMBOLISM

1. THE CROCODILES: Crocodiles or “buwaya” don’t always symbolize


corrupt politicians in the past. During Spaniards Era, crocodiles were
even believed to be administrators of divine justice, they believed that
the spirits of their deities or ancestors resided in crocodiles, so people
would not harm them even after attacks on humans and domestic
animals. In some stories, when Spaniards arrived to the place now
called “Buayahon”,they flooded with huge numbers of Buwaya, since
then they named the place Buayahon for that reason.

2. THE CIRCLE OF PEOPLE : Abstract symbol of connected people


forming a circle to express friendship, love and harmony in the
barangay.

3. NUESTRA SRA. DE SALVACION : It is the Patron Saint of the barangay


and celebrating the feast of Nuestra Sra. De Salvacion every second
Saturday of February. The original, 18th-century image of Our Lady of
Salvation reflects her role, according to Catholic doctrine, as Co-
Redemptrix. The Virgin is portrayed as carrying the Christ Child in her
left arm, while her right arm grasps a man by the wrist as he is about
to fall into a gaping Hellmouth. An angel kneels at the foot of the Virgin,
offering a basket of burning hearts to Christ, who holds a burning heart
in his right hand, while his left hand is stretched in a gesture of
accepting the hearts.

4. GRADIENT COLORS OF GREEN: Color green represents life, hope,


balance and growth of the people.

5. RICE FIELDS & VEGETABLES: The rice fields and the vegetables on the
logo represent barangay’s two primary products.

C. REGULATORY CLAUSE

1. USE OF THE BARANGAY SEAL. Only the Office of the Sangguniang


Barangay and its barangay officials and volunteers shall use the seal:

a. To authenticate all public documents and other administrative


issuances.

b. As letterhead in official communication or correspondence in the


exercise of the Barangay and other functions;

c. To be affixed upon such other official documents, plates and


papers of the Barangay as may be provided by a Barangay
resolution or ordinance, or as may be required by custom or
usage;

d. As symbol of the Barangay in all its affairs within or outside of its


territorial jurisdiction.

e. To be affixed upon Barangay pins, service rings, stickers or be


embroidered and affixed upon the uniforms of Barangay Officials
and volunteers.

2. CUSTODY OF THE ORIGINAL LAY – OUT OF THE SEAL. The Barangay


Secretary shall have custody of the original lay-out or draft of the
Official Seal of the Barangay, scanned and saved in a computer or in a
flash drive.

3. PROHIBITED ACTS. It shall be prohibited:

a. To mutilate, deface, defile, trample on, or cast contempt by any


act or omission casting dishonor or ridicule upon the official seal;

b. To display the seal under any frame or picture;

c. To display the seal in a platform or stage during programs not


hosted by the Barangay of Buayahon;

d. To add any word, figure, mark, picture, design, drawings,


advertisements, or imprint of any nature on the seal;

e. To print, paint or attach representation of the seal on


handkerchief, napkins, cushions, and other articles of
merchandise except upon authority of the Barangay through a
resolution for the purpose of promoting tourism and legislative
education which shall be under the control and supervision of the
Punong Barangay;

f. To use or display the seal as part of any advertisement or


infomercial, except when undertaken by the Barangay itself;

g. To use the official seal as personal seal of any official by


indicating the name or position within the ring border of the seal.

4. CHANGE IN THE DESIGN OF THE SEAL

a. The seal provided herein shall only be changed for a justifiable


reason and by a unanimous vote of all the members of the
Barangay Council, and no new seal shall be adopted within ten
(10) years from the date of approval hereof.

b. Any change in the design of the seal provided herein, without


changing the entire design shall be made only for a justifiable
reason, not more than once every ten (10) years and by a
unanimous vote of all the members of the Barangay Council.

5. PERMANENT DISPLAY OF THE SEAL. As a sign of authority, there


shall be made one (1) printed official seal of the barangay. They shall
be permanently attached/displayed at the Barangay Hall. These shall
be in bigger sizes proportionate with the wall or room.

D. PENAL CLAUSE

1. Any person who commits the prohibited acts letters (a) to (f) shall be
meted a fine of One Thousand Pesos (P1,000.00) or imprisonment for
three (3) days, or both such fine and imprisonment at the discretion of

the court; provided that for any second and succeeding offenses, both
fine and imprisonment shall be imposed;

2. Barangay officials, who may commit the prohibited act letter (g), and
other provisions of this ordinance, shall be subject to reprimand,
discipline or be administratively liable, without prejudice to the filing
of the appropriate civil or criminal action;

3. Any person who violates any provision of this ordinance, other than
the prohibited acts shall be meted a fine of Five Hundred Pesos
(P500.00) or imprisonment for three (3) days, or both such fine and
imprisonment at the discretion of the court; provided that for any
second and succeeding offenses, both fine and imprisonment shall be
imposed.”

SECTION 2. SEPARABILITY CLAUSE. If any provision of this Ordinance or the application of


such provision to any person or circumstances is declared unconstitutional, the remainder of this
Ordinance or the application of such provision to other persons or circumstances shall not be
affected by such declaration.

SECTION 3. REPEALING CLAUSE. All existing ordinances and resolutions of this barangay found
to be inconsistent herewith are hereby repealed or modified accordingly.

SECTION 4. EFFECTIVITY. This Ordinance shall take effect in accordance with the provisions of
the Local Government Code of 1991.

ADOPTED this 14th day of April, 2024 during the regular council meeting by the Sangguniang
Barangay of Barangay Buayahon, Santa Barbara, Iloilo.
