1. NAME OF WORK
This specification describes about the Dismantling and Disposal of existing
ammonia storage tank & allied facilities.

2. BRIEF SCOPE OF WORK:


The job consists of Dismantling of existing single wall ammonia storage tank,
piping, civil structures, foundations, electrical and instrumentation and Disposal of
scrap generated, outside the Plant Premises.
This specification is for dismantling & disposal of existing single wall ammonia
storage tank and allied facilities by vendor on "as is where is" basis (i.e. taking away
the material generated, outside the plant) on "No complaints" basis. There are 1
nos. of Ammonia storage tank at Storage area which needs to be dismantled &
generated material to be disposed outside the plant. This tank is presently in
working condition & is being used to store Ammonia in refrigerated condition. The
tank shall be decommissioned by GNFC in due course and shall be handed over to
successful bidder for dismantling in suitable for man entry condition..
Further all the items / equipments which are to be dismantled and disposed off may
include serviceable and unserviceable items. Only those items, which are declared
unserviceable and beyond economic repair shall be considered scrap and same
shall be disposed off. All listed out serviceable equipments shall be handed over to
Owner.

3. SITE VISIT
The bidder is advised to visit, if necessary, and examine the site(s) of works and its
surroundings and obtain for himself on his own responsibility all information that
may be necessary for preparing the bid and entering into the contract. The cost of
visiting the site(s) shall be at bidder’s own expenses.

4. SCOPE OF WORK:
The scope of works under this enquiry shall include but not limited to:
Carry out demolition of existing Ammonia tank by dismantling of all machineries,
equipments, electrical & instrumentation item & piping item and civil & structural
item & allied piping.
Removal of all instrumentation items with related cabling, valves, junction boxes,
cables, cable trays with hardwares, canopy, PSV, existing TFM (Tank Farm
Management) accessories installed and existing Control room (excluding TFM
server) PLC based control system etc.
Piping to be removed up to the battery limit of the storage facilities or nearest
isolation valve as per the guidance of the Engineer in –charge. (Approx. up to 15-
20 M). Piping includes suction/discharge line, return lines, sprinkler lines and
other process connections
Removal of all the dismantled material outside the plant including debris
generated from breaking of concrete (with or without reinforcement) Refer
Annexure-10 Schedule of rates Part H and note 4.
The scope shall include arranging labor & consumables, machineries, tools,
tackles etc. complete and all other relevant works to be carried out safely as per
specifications enclosed with bid document.
Contractor shall not proceed with demolition work till the scheme and
methodology of demolition is reviewed and approved by Owner / Consultant.
Owner / Consultant will arrange Joint Safety Audit prior to start of the work and
contractor shall arrange to adhere to all the recommendations for safe working at
his risk and cost.
As the dismantling is to be carried out in existing storage are and running
fertilizer complex, all care shall be taken by the contractor to prevent damage to
existing facilities or disruptions of daily routine. All co-operations shall be given to
the Owner in this respect. Proper work permits shall be obtained before start of
any work.
Entire tank dismantling and removal of old foundation will be carried out by
contractor in such a way that all adjacent equipment, piping and foundation of
adjacent structure must not get damaged.

5. REMOVAL OF DISMANTLED MATERIALS:
All dismantled material (steel/metal) shall be removed from plant premises by
purchasing the material. Disposal of debris generated from breaking of concrete

(with or without reinforcement) etc. shall be done at Local Municipal Corporation


approved site. Following points shall have to be adhered during removal of
dismantled material outside premises:
After dismantling, disposal of concrete debris, steel, insulation material (PUF,
cellular glass and mineral wool) and sludge shall be done in a safe and
accountable manner.
Dumping place may be within 5-20 km radius.
All dismantled materials (Steel/metal) and debris shall be transported safely
outside plant premises without damaging any existing facilities.
All dismantled materials (Steel/metal) being taken out of the plant shall be
weighed at the plant weigh bridge and shall obtain proper gate pass from
engineer-in-charge before leaving the plant premises.
Debris including broken concrete (with or without reinforcement) will be taken out
of the plant at no extra cost to owner without weighing and shall obtain proper
gate pass from engineer-in-charge before leaving the plant premises.
Contractor to obtain permission from Local Municipal Corporation for disposal of
all types of debris generated from dismantling work.
Contractor shall submit a copy of Local Municipal Corporation permission as well
as Local Municipal Corporation dumping ground receipts of material after
disposal for owner’s records.
Contractor to adhere to GNFC security rules all the time during the contract
period.

6. DISMANTLING PROCEDURE:
Entire work of demolishing and dismantling shall be carried out very carefully.
Prior to start of work, the Contractor shall prepare and submit the proposed
scheme of demolishing and dismantling to the Consultant / owner for their
approval. Jobs arising out of Joint Safety Audit shall be carried out by contractor
at his own Risk and Cost.
Entire area is to be barricaded before starting the work as per the instruction of
Engineer-in-charge.

Contractor shall start the work only after issue of work permit which shall be
issued by Engineer-in charge. All the works shall be carried out only after
obtaining necessary work permit as per owner’ procedures.
Contractor shall submit dismantling procedure of existing tank for approval.

Dismantling shall be done in a systematic manner. All elements shall be carefully


removed without causing any damage to the existing facility.
Dismantled elements/components shall not be dropped from a height or thrown
from a distance so as to avoid damaging the same.
Dismantling of elements (fixed by screws/bolts/hooks etc.) shall be done by
taking out the fixtures with proper tools only. Such fixtures may be cut by sawing
or frame cuttings, in the event of their being stuck-up due to rusting etc.
Welds shall be removed by flame cutting. Tearing or ripping of elements shall not
be resorted to under any condition.
All tools tackles used for dismantling works shall be in good condition and shall
have due certification by competent authority and have valid date for the use.
Chipping of concrete/grout shall be done with precision by chiseling. The finished
surfaces shall be made true to the requisite size and shape.
Pockets/holes of specified size shall be made/cut by chiseling/drilling.
Where it becomes necessary to disconnect any existing service line(s) (such as
electrical, piping etc.) during dismantling/demolishing operation and where so
required by Owner, suitable alternate arrangement shall be made by the
Contractor to maintain the continuity and proper functioning of the affected
service line(s).
Any blinding/flushing if required for positive isolation/ hydrocarbon free shall be in
the scope of contractor and all the material required for same shall be in
Contractor's scope of supply.
Only box type steel scaffolding & metallic jail are allowed for carrying out the
work.

7. NOTES TO CONTRACTOR
Contractors should thoroughly satisfy themselves about the nature, physical
condition, quantity and quality dimension, size, weight of the materials and
working conditions at the site as per procedures.
The dismantling of all items / equipments as per the list and removal and
disposal of scrap has been included as an essential part of the scope of work in

LSTK tender. All discarded items listed in the bid document after dismantling and
scrap generated during execution of the project will become the property of the
contractor.

The scrap consisting of all old discarded equipment / machinery / items etc. as
per the details provided in the document elsewhere shall be dismantled,
removed, transported by the LSTK contractor from GNFC premises. Accordingly
price should be quoted for the same.
It is required for the bidder to ensure safe disposal of all items, comply with all
statutory requirements, environmental laws, and obtain all necessary clearance,
if any.
Disposal of insulation materials as per GPCB requirement at TSDF site for safe
disposal.

Disposal of civil waste as per “Construction and Demolition Waste Management


Rules, 2016”
Owner / consultant give no guarantee or warranty as to the conditions of the
material or its quality or its fitness for any specific purpose or use. It should be
clearly understood that no claim/complaint about the quantity, quality, condition,
fitness for use or any defect / error/ inadequacy in the / of the materials shall be
entertained by owner / consultant.
Contractor has to submit consultant / owner, the complete scheme for execution
of the job prior to start of the job, for consultant / owner’s review /comments
/approval.
Careful removal of all cabling connecting to the above mentioned items, after
disconnections of all cabling by owner shall be in contractor’s scope.
Contractor to cold cut the line where hot cutting is not permitted.
Blind made of plates & double scaffolding shall be in contractors scope.
Contractor has to do barricading using galvanized tin sheets and structure.
Height of barricade shall be 30m as per annexure B. Length of barricade shall be
all around the exiting tank to avoid sparks to fly beyond battery limit. Local
barricading to be done at the site of actual cutting.
Portable Gas detectors are to be supplied, installed & commissioned by vendor
throughout the execution period.
All necessary safety precautions required as per prevailing plant safety rules and
additional safety requirement as directed has to be carried out by the contractor.
The contractor should strictly adhere to providing of all necessary safety

equipment to the workmen.
Contractor to depute capable supervisor to supervise the dismantling activities.

Water and steam for the job shall be provided by owner at the nearest possible
location the contractor has to make his own arrangement to take water/steam to
site/ work location.
In case of breakdown of any machinery viz. cranes, bulldozer, scrapper etc. the
contractor must replace the same within 24 hours maximum. Hence alternate
arrangement must be ready by the contractor so as to avoid such eventualities
affecting the job progress.
Time is the essence of contract & contractor must complete all jobs within the
time frame.
All broken concrete (with or without reinforcement) above ground level as per
scope of work covered in the tender will be taken out of the plant by vender at no
extra cost to owner without weighing.
All Types of cables shall be cut into 6 to 10 Mtrs length before taking out the
plant premises.
Only Plant Weighbridge will be used for weight measurement.
Isolation of Electrical/Instrument cables of radar gauge and other accessories
prior to dismantling.
All the taxes and duties etc. on the transportation and disposal of scrap &
dismantled facilities which are the property of the bidder shall be borne by the
bidder.
Transportation arrangement of all serviceable items upto the owner’s storage
yard shall be done by the bidder without any extra cost.

8. TIME PERIOD:
All the jobs including demolition of tank including dismantling and removal of
materials and debris outside plant premises are to be finished within 2 months
from the date of handover of tank.

9. HIRING OF CRANES
The responsibility of arranging the crane lies with contractor.
The details of hiring charges and general conditions for hiring shall be discussed
and finalized at the time of hiring.

10. SAFETY PRECAUTIONS


The contractor shall adhere to safe demolishing /dismantling practices at all
stages of work to guard against accidents, hazardous and unsafe working
procedures.
Necessary propping and/or under pinning shall be done for the safety of the
adjoining structures (whose safety is likely to be endangered) before taking up
the demolishing and dismantling work.
Temporary enclosures/fencing, danger lights etc. as per safety requirements
shall be provided by contractor wherever specified by Owner, to prevent
accidents.
All equipment, pipes, fixtures etc. located in the vicinity shall be protected by
suitable means, as decided by Owner, during demolishing and dismantling
operation.
Necessary measures shall be taken to keep the dust nuisance minimum
All safety rules of plant shall be strictly followed by contractor during the entire
job.
Contractor shall deploy a dedicated safety engineer during the job.
Good housekeeping shall be maintained by the contractor during the entire job.
Adequate fire fighting and safety equipment in according to the requirement shall
be arranged by the contractor at site including fire hoses, fire extinguishers,
safety belt, life lines , helmets, safety shoes, hand gloves etc.
Fireproof asbestos cloth where ever required to restrict the flying sparks due to
cutting, welding, grinding etc will be required to be provided by the contractor.
All workmen should wear safety belts / lifeline wherever they work above 2 m
elevation without permanent support /platform. Workmen shall always wear
helmet & safety shoes while on the site / work area.
Contractor should start the work only after obtaining authorized valid work
permits. Contractor to take separate work permit for vessel entry.
Contractor shall allow only those workers to work who have the authorized gate
entry permit.
In case of fire/ fire alarm, the contractor should stop the work, withdraw the
manpower from the work site and inform the engineer in charge immediately.

time of execution of the job are to be strictly adhere to.

Contractor shall be fully responsible for all acts of commission of his/her/their


workmen. Work Permits and Entry Permits, Work permits will be issued on day to
day basis from 8.00 am to 5.00 pm on all working days except on non working
Sundays & holidays. On contractor's request & depending on the job
requirements owner may at its discretion consider issuing work permit beyond
5.00 pm as well as on Sundays & holidays. However, no extra compensation
benefits shall be entertained in this regard.
Owner has a laid down procedures for the entry of the workmen and their
supervisory staff. All the necessary form / formats for the entry of these
personnel will be issued from the security office at main gate. All further co-
ordinations with the security office at main gate has to be done by contractor.
