Ably led by a highly-spirited MLGOO VII head, this lone of cluster composed of 6

Municipal Local Government Operations Officers (MLGOOs) assigned to stir the


operations of the 1st to 5th local government units with more than a hundred barangays
braved the adversities brought by the infamous COVID 19 Pandemic on top of many
and wide-ranging multifarious pressing contemporary social problems such as poverty,
climate change, disasters, drug aduse, and insurgency in arresting the capacity
development issues of the barangay functionaries and barangay-based institutions by
pooling their limited resources and best efforts into maximizing their outputs and
outcomes through an amalgamation of the noteworthy initiatives of the group.

The project is an initiative based on the identified capacity gaps of the stakeholders in
pursuit of sustaining the role performance of the local officials towards highly
accountable good governance. This is in keeping with the mandate of ensuring
business-friendly and competitive; environment protective; socially-protective; and
peaceful, orderly and safe barangay LGUs and a “collective” response to the clarion call
for adaptive strategies in meeting the requirements of the global health crisis and the
so-called new normal. Thus was born a set of various capacity development
interventions observing the idiosyncrasies of the local government units (LGUs) that
were rolled or “bundled” into one project concomitant to the Department’s mandate per
AO 267 – a proof of the unwavering dedication and zealous commitment to fulfilling the
functions as the primordial agency that is responsible for capacitating local government
units (LGUs) in the effective and efficient delivery of basic services to the people against
the backdrop of the extremely difficult complex crises. This is in recognition of role of the
barangay as the basic political unit in serving as the primary planning and implementing
arm of the government. Hence, capacitating the local functionaries and institutions is
critical in pursuit of good governance and value-laden based leadership.

Dubbed as the Project BUNDLE (BUilding and Nurturing barangay Development


through Learning Exercises), the CapDev intervnetion has 6 main components: 1.
Lupon Enrichment Training in the Barangay; 2. Assistance to Barangay Planning
(ATBP) for Development; 3. Making Use of Opportunity: The Modular Enhancement
Training (MAKI USO THE MET) for Barangay Secretaries; 4. Advocacies on Barangay
Empowerment (ABE) for LnB; 5. Re-strengthening Advocacies for Barangay Based
Institutions (RABBIs); and 6. Barangay Legislation on Wheels (BLOW).

Complementary to the 6 main components of the BUNDLE Project are the following
CapDev interventions:

1. QUEST (Quality Management System and Unified Employee System Tracker): a


digital library for ease of access to information and services in one single site
2. BALLIGI (Barangay Awards for Local Leadership in Exemplifying Good Governance
and Innovations) Iti Kailyan: an awards and incentive scheme for barangays was
established to i) to improve local governance; and ii) identify gaps in the process

3. OBEYA (Outstanding Barangays Excelling to Yield High Achievements): This awards


system aims to encourage and uphold accountability and responsibility among
barangay officials.

It is believed that the BUNDLE Project has been an instrumentality in the charting the
following accomplishments:

1. The Province of Quirino was declared in July 2022 as “Insurgency Free”


2. ALL 132 barangays are drug-cleared up to present; ALL the 6 municipalities were
rated High Functionality in the ADAC Audit with Maddela emerging as Nationa Awardee
while the rest are Regional Awardees
3. 100% of the barangays have formulated their Barangay Development Plans that
served as input to the Local Government Support Fund – Support ot Barangay
Development Program
4. The identified ELCAC barangays of Nagabgaban and Alicia in the Municipality of
Aglipay were each awarded 4M worth of Farm-to-Market Road Projects; the first to
implement and inaugurate SBDP projects

5. First in Region II to facilitate the completion of the Devolution Transition Plan of its
component municipalities and barangays
6. ALL 6 barangays identified for Seal of Good Local Governance for Barangay Pilot
Testing have passed the validation
7. DILG Region II recognized Barangay San Pedro of Maddela as Best Barangay and
its local chief executive as Most Outstanding Punong Barangay in the 2022 Excellence
Award for Governance and Leadership (EAGLe)
8. Quirino Cluster was adjudged Best Cluster Operations for 2021 and 2022 in the
Search for Top Achievers of Region II
