TERMS AND CONDITIONS FOR SPONSORING FELLOWSHIP FOR DOCTORAL WORK

1. OBJECTIVES:

The purpose for sponsoring the Fellowship by Rashtriya Raksha University is to encourage and
foster Full-time Doctoral Research work in the field of Internal security and Policing
Criminology, Forensic Science, Cyber Security, Law and Criminal Justice System and other
allied areas registered at Rashtriya Raksha University.

2. SCOPE:

i) This fellowship would be applicable to researchers for Full-time Doctoral Work (Ph.D)
which can be carried out in any of the priority areas pertaining to Internal Security and
Policing, Criminology, Forensic Science, Cyber Security, Law and Criminal Justice
System and other allied areas.
ii) RRU Doctoral Fellowship is offered to research scholar to save them from facing any
hardship during their research work. However, it is desirable and the research scholars
are encouraged to apply for other Government/Non-Government Scholarships for
pursuing their PhD.

3. NUMBER , DURATION & VALUE OF FELLOWSHIP:

i. Maximum Fellowships to be awarded shall be decided by the Vice Chancellor of the

University every year at the time of PhD Admission. The fellowship shall be maximum
for 3 years (36 months) from the date of award of fellowship.
ii. No extension can be granted for the maximum tenure of fellowship in any
circumstances. However Ph.D. work can be carried out without fellowship as per
general rules/regulations of the University.
iii. The fellowship shall be disbursed on monthly basis on the recommendation of Dean
(R&P) on duly forwarded request of the Supervisor.
iv. Each Fellowship shall be of Rs. 40,000/- (Rs. Fourty thousand only) per month. No
other allowance will be Applicable.

4. ELIGIBILITY:

i) The candidates registered at Rashtriya Raksha University for Full-time Doctoral

Researchers are only eligible.
ii) The registration of the Research Fellow for Ph.D. degree should be in accordance with
and RRU PhD Regulations.
iii) Only those research scholars shall be entitled for RRU Doctoral Fellowship who do not
have any source of Funding/Scholarship/Remuneration etc.

5. APPLICATIONS:

Candidates who are enrolled in Full-time PhD at Rashtriya Raksha University may apply for
RRU Doctoral Fellowship in the prescribed format (Appendix- A). The Application Form can
be availed from the Directorate of Research & Publications, Rashtriya Raksha University.
Only, completely filled Application Forms duly forwarded by the concerned PhD Supervisor
shall be submitted to the Dean (Research & Publication), Rashtriya Raksha University.

6. PLACE OF STUDY:

The place of the Study shall be Rashtriya Raksha University or any other Place approved by the
Vice Chancellor for the purpose of Research Work.

7. SELECTION PROCEDURE:

i) On the basis of the all India entrance examination comprising of written and Interview,
the committee and the Dean R&P will recommend names of candidate for Fellowship to
the Vice Chancellor.
ii) Selection will be only on Merit and Fellowship will be given only to selected scholars.
iii) The list of candidate selected for RRU Doctoral Fellowship will be declared on the
official website and Notice Board of the University.
iv) No candidate will be paid TA/DA or any other allowance for any test/procedure.
v) In case of any dispute, Vice Chancellor, RRU shall be the final authority.

8. CONDITION OF AWARD:

i) Research Fellows shall be required to do full time research work. No subsequent change
in research topic/area shall be permitted without the prior approval of the RDC/RPMC,
failing which the fellowship shall be terminated.
ii) Research Fellows shall be required to submit half yearly progress report on the

 research work done through their Supervisor and Dean (R&P) to the Research Progress
Monitoring Committee (RPMC)/Research Advisory Committee (RAC).
iii) If Research Fellow discontinues the work before the completion of the fellowship
period, it should be intimated to the University immediately and the entire amount paid
to the fellow under this head till then has to be refunded to the University.
iv) The fellowship can be discontinued at any time, on the grounds if the Research
Fellow fails to submit progress of research work at regular interval or if progress of
the fellow is considered unsatisfactory.
v) The Research Fellows who would be awarded the RRU Doctoral Fellowship will have
to contribute a maximum of 10 hours per week for teaching/academic workload and
contribution in other departmental activities at RRU without any extra remuneration.
vi) The attendance of the Research Fellows in receipt of the RRU Doctoral Fellowship for
every month shall come certified by their respective Supervisor to the Dean (R&P) for
recommendation of the disbursement of Fellowship.
vii) The fellowship shall be payable from the next month of award of RRU Doctoral
Fellowship.
viii) Decision regarding any dispute will be taken by the Vice Chancellor and shall be final.

9. LEAVE:

i. Fellows are entitled for a maximum period of 30 days of leave in a year in addition to
public holidays. They are not entitled to any other vacations.
ii. Candidates are eligible for maternity/ Paternity leave as per Govt. of India norms issued
from time to time at full rates of fellowship once during the tenure of their award.
iii. Beside this an ‘Intermittent Break’ for a maximum period of 1 year may also be
permissible to the women candidates. The leave can be availed 3 times during the
entire period of fellowship. However, the total duration of leave shall not exceed one
year. This Flexi Time period should not be counted towards the tenure of the
fellowship and thus effectively the total period of fellowship will remain the same.
iv. Academic Leave:-Academic leave without fellowship shall be permissible only for one
year throughout the tenure (for any kind of academic assignment/teaching/foreign visit
in connection with research work). The period of leave without fellowship will be
counted towards the tenure. Expenditure on foreign visit in connection to research
work cannot be claimed from University.
Note: All kinds of leave should be approved at the level of the University/School. Prior
approval of the University/School is mandatory for all types of leaves.
