Guide Questions:

1. Give your comments about UNESCO’s seven outcome targets. Are these targets attainable
for a developing member country like the Philippines, given the effects of high inflation
rates? Explain.
Answer:
UNESCO's Sustainable Development Goal 4 aims to ensure inclusive, democratic, and
high-quality education for everyone. The goals include universal access to elementary and
secondary education, the development of young children, equal access to higher education
and technical/vocational fields, appropriate skills for employment, gender equality, youth
literacy, and social responsibility. However, achieving these goals is challenging, especially
for developing nations like the Philippines. The country's economic status, with the
second-highest inflation rate in Asia, has impacted its ability to invest in education and
social services. Rising inflation rates may result in increased living expenses, complicating
the financial burden of education for families. Additionally, the Philippines reliance on
imports like electricity and rice makes it vulnerable to changes in world prices, potentially
triggering another round of inflation. Despite these challenges, the goals can be achieved
with careful planning, sensible legislation, and international collaboration. The
community, educational institutions, and the government must work together to address
inflationary concerns and ensure education remains a priority.

2. How could the Philippines be able to accomplish these targets by 2030 if common problems
in education like lack of classrooms, teachers and learning materials still exist?

3. Give your personal comments about the characteristics and core values of a Filipino teacher.
Are these hard to develop for you or not at all? Elaborate your answer.

1. Teacher licensing here in our country is a mandate given to Professional Regulation
Commission (PRC), what is your idea about the licensure examination for teachers? What
are you supposed to prepare to pass the examination? Why?

2. Teachers can now go abroad and work as teachers. Do you think teaching experience and
CPD can help teachers prepare themselves to work outside of our country? How?
