MEMORANDUM OF UNDERSTANDING BETWEEN GALIMUYOD PNP AND

GALIMUYOD FARMERS ASSOCIATION OF BARANGAY PAGANGPANG

GALIMUYOD ILOCOS SUR

KNOW ALL MEN BY THESE PRESENTS:

This Memorandum of Understanding was entered into and executed by and between
the following:

Galimuyod Municipal Police Station, a government agency duly organized

and existing by virtue of laws, with principal address at Brgy Sapang,
Galimuyod, Ilocos Sur, represented by POLICE CAPTAIN RODEL T
MARZAN in his capacity as Officer In-Charge, Galimuyod MPS and herein,
referred to as the first party;
-and-

Galimuyod Farmers Association, an accredited organization of Farmers in

Barangay Pagangpang, Galimuyod Ilocos Sur represented by Mr Solomon
Daguasi herein referred to as the second party;

WITNESSETH THAT

Whereas, the first party is tasked to enforce the law, prevent and control
crimes, maintain and preserve peace and order, and ensure the public safety in the
locality as such would tap the services of the Government Agencies (GAs) as
partners in its mission;

Whereas, the first party is mandated to aggressively intensifies the

implementation of PNP Patrol Plan 2030-Process Excellence, Enhanced Managing
Police Operation, Community Service Oriented Policing and the Provincial Director’s
Directives;

Whereas, the first party also intensifies its campaign against terrorism in
support to EO 70 or “Ending Local Communist Armed Conflict (ELCAC) that created
NTF-ELCAC that institutionalized a whole nation approach in obtaining exclusive and
sustainable peace giving as an effective solution against communist-terrorists. This
multi-pronged approach addresses the motivation for insurgency and will hopefully
put an end to its treacherous life cycle and there will be no reason for Communist
Party of the Philippines, its armed wing the New People’s Army and the National
Democratic Front to agitate, organize and mobilized the vulnerable sectors and the
communities;

Whereas, the first party would lead the conduct of monitoring, identifying and
apprehending of any illegal activities, persons with warrant of arrest, users and
pushers of illegal drugs and the presence of terrorists or any terrorist activities;

Whereas, the first party recognizes the role of the Pagangpang Farmers, a
Non-Government Organizations, and other stakeholders as Force Multipliers in the
fight against criminality, insurgency, and terrorism and are also valuable partners of
government in community development:
 Whereas, the second party serves as a forum of the community in order to
forge linkages with government and non-government organization and thereby
promote the social, economic and political well-being of the women, youth and
children in the barangay;

Whereas, the second party persistently expands and innovates its objectives
and services through cooperation with Galimuyod MPS by initiating measures to
participate and support the maintenance of peace and order, enforcement of laws
protecting women, youth and children, prevention and control crimes and to ensure
public safety and security;

Whereas, the second party assures to offer voluntary services in any public
safety activities of the first safety such as but not limited to the conduct of reporting
of street crimes, giving information regarding wanted persons and personalities,
immediately inform the presence of terrorist CPP-NPA-NDF, notify the conduct of
illegal drug activities and any other forms of illegal activities within its means and
capability;

Whereas, the second party would help in the identification, regular monitoring
and reporting of those who are involved in lawlessness activities and forward it to
Galimuyod MPS;

NOW, THEREFORE, the parties hereto agree to bind themselves as a whole

nation approach through this MEMORANDUM OF UNDERSTANDING to become
partners in fighting illegal drugs activities, terrorism and all other forms of illegal
activities by means of intensified implementation of PNP Patrol Plan 2030-Process
Excellence, Enhanced Managing Police Operation, Community Service Oriented
Policing and the Provincial Director’s Directive in order to preserve the peace and
order in the Municipality of Galimuyod, Ilocos Sur and strictly abide by the rules in
the implementation of laws that promote a peaceful and orderly society, likewise
creating a safer place to live work and do business.

This MEMORANDUM OF UNDERSTANDING, the parties have hereunto set

their hands this _14th Day of April 2024 at Galimuyod, Ilocos Sur.
