FODDER RECOMMENDATIONS/ ‘WAY FORWARD’ POINTS

● Foster cooperative federalism


● Formulate credible plans at the village level and aggregate these progressively at higher levels
● Ensure that interests of national security are incorporated in economic strategy and policy
● Formulate strategic and long-term policy→ monitor their progress → mid-course corrections if
reqd
● Encourage partnerships between key stakeholders
● Create a knowledge, innovation and entrepreneurial support system
● Offer a platform for resolution of inter-sectoral and inter-departmental issues
● Focus on technology upgradation and capacity building
● Incorporate evidence-based policymaking in overall governance structure
● Put in place proper frameworks with measurable parameters to help strengthen effective
management of limited public resources
● Drive accountability in governance through proper monitoring and evaluation
● Focus on effective management and better outcomes backed by data analysis
● Strengthen outcome-based monitoring
● Undertake a rigorous process to improve the output–outcome framework
● Juxtapose the financial outlay with a quantitative measurement of scheme performance,
● Facilitate convergence by tracking indicators and action points that are cross-ministerial in nature
● We need
○ an objective assessment of the longer-term impacts of the development programmes,
○ identification of the areas and reasons for the successes and failures at different stages of
programme execution;
○ suggesting mid-course corrections and disseminating lessons for the future
● Evaluate the performance through the parameters of relevance, effectiveness, efficiency, equity
and sustainability of service delivery, outcomes and impacts.

● Healthcare should ensure citizen-centricity, quality care, better access, universal health coverage
