1.0 SCOPE:

The scope of method statement is to describe the activities involved in Mobilization,


Offloading of Equipment/Materials and Demobilization works for HVAC Services for
Power Network Upgrade Project at BAB.

This method statement describes step by step the detailed requirements and procedure of
application Mobilization, Offloading of Equipment/Materials and Demobilization works for
HVAC services in accordance with the contract requirement and specifications.

These guidelines shall be mandatory supporting documents for obtaining permit to work.

2.0 RESPONSIBILITIES:

2.1 CONTRACTOR - SEIMENS

To monitor and issue the following list of items required for the whole mobilization
and demobilization working activities.
 Letter of assistance
 Required permits
 Approved drawings
 To ensure systematic, quality, safe work execution of the job.

2.2 SUB CONTRACTOR – EMCC CO.LLC

EMCC shall be overall responsible for the mobilization and demobilization works
and to make sure all Project/HSE procedures as applicable for the mentioned
Scope of Job are fully approved.

EMCC shall ensure that all personnel are inducted in the site safety requirement
particularly with regard to contents and intent of HSE.

A. Project Manager

 He shall be responsible for overall construction activities also


ensuring that all safety measures are implemented and permits are
obtained from the relevant authorities connected with
the scope of work.

B. Site Manager/Site Engineer

 To ensure that the mobilization and demobilization works are carried


out accordingly.
 Provide all necessary information and distribute the responsibilities
to his construction team.
 Ensure and monitor that the mobilization and demobilization work
progress is in accordance with the required program and report the
same to the Project Manager.
 Co-ordinate with the Safety Engineer to ensure that the mobilization
and demobilization works are carried out in a safe environment and
working practice.
 Ensure the implementation of any request that might be raised by
SEIMENS.
 Co-ordinate with the supervisor and plan the works in advance as
per the work sequence and schedule.

C. HSE Officer

 Implement HSE management system & ensure its compliance at site.


 Responsible for checking all the machinery which involved with the
lifting operation including e proper certificate for the crane,
operators and lifting accessories.
 Ensure that qualified riggers only responsible for crane signal.
 To monitor all related works and advice for corrective measures, if
required.

 He shall ensure the holding of pre-task HSE meeting covering the
details of specific tasks and specific job risks involved to the work
force involved.
 He shall also ensure appropriate mode of communication in case of
emergency and ensure that the site is maintained clean and Tidy.

D. QA/ QC Engineer / Inspector

 Ensure that all works are carried out as per the Scope of Work &
Specification and the related quality procedure.
 Inspect the completed work and request for ADCO/SEIMENS
approval.

E. Surveyor

 To mark the location line according to the approved site office


development drawings and plan.
 To ensure that the excavation level is according to drawing.

F. Job performer / Supervisor

 To ensure approval from ADCO/SEIMENS to start the activities


within the area as described in the scope of work.
 To possess copies of drawings showing all cables and other services
(if any) and be fully aware of the Permit to Work requirements in
regards to hand (manual) and/or machine (mechanical)
excavation at that particular location prior to installation of site
office facility.
 Maintain reports and check the progress of work for coordination
and reporting to the site engineer.

G. Workers

 Duct man – To carry out installation of ducts required location.


 Riggers - Assist and signal the crane operator for unloading and
shifting site offices, Equipment’s / Machines, Materials.
 Electrician – To carry out installation of all electrical connections
required location.

 Labors shall be responsible for the following list of activities:

 Removing and moving objects or obstacles from the location


area of the site office and install all the necessary electrical
and water utility line required for the facility.
 Excavating the trench and/or foundation area required in
accordance with the layout marked by the surveyor.
 Proper leveling and compaction of the excavated area prior
to placement of the site office building.
 Excavation and backfilling for septic tank and for laying of
electrical cables
 Preparation of hard base with sub base material for placing
and Cleaning and removing vegetation and debris, if any.
 Assisting the foreman for all the works as per the scope of
project.

3.0 REFERENCE DRAWING AND DOCUMENTS:

 Relevant project specification

 ADCO/SEIMENS HSE related Procedures and Guidelines

 Layout plan drawing for site facilities including the drainage, cables, water supply
and grounding system

 Approval of layout area

4.0 PROCEDURE / METHOD

Prior to the commencement of all mobilization, offloading & demobilization activities,


necessary work permit shall be obtained.

All HSE activities related to the project will be based on the ADCO/SEIMENS issued HSE
management System guidelines.

All Quality Assurance and quality control activities will be in line with EMCC quality
management system and as required by the project specifications.

5.1 Installation of Site Offices

 Location of Site Office & Laydown area shall be as approved from


ADCO/SEIMENS prior to placement.
 Proper Layouts to be done for offloading site offices based on the approved
reference drawings.
 Solid concrete blocks will be unloaded near the final location of site office.
 The final leveling of the site caravans will be done using hydraulic jack of
sufficient capacity.
 All personnel involved will be briefed on the correct procedure and
sequence of operations prior to any physical work commencing.
 All unnecessary personnel will be removed from the immediate area during
any jacking operation.
 The caravan will be raised to the correct level using the hydraulic jacks and
locked in this position.
 Sufficient and sturdy packing will be placed between the caravan foundation
block and the underside of the caravan base frame to achieve the correct
level.
 When it is confirmed the packing is in position and all personnel are clear of
the immediate area, the jack will be gradually released until the caravan is
fully supported by the foundation blocks.
 The jacking equipment will then be removed from the area.
 Installation and proper leveling of solid concrete blocks for site offices at the
corners and the middle will be done by trained and competent laborers and
supervised by the Construction Manager.
 Unloading of the site offices will be as per the risk assessment plan for the
offloading and loading requirements to the exact location over the blocks.
 Certified crane will be used for the unloading of site offices assisted by
sufficient number of riggers to ensure safe working.
 Level the site offices and restrict the movement with proper anchorage.
 The gap between bottom of site offices and ground will be filled by concrete
blocks to ensure that rubbish will not accumulate under the caravan units.

5.2 Electrical Installation

Excavation for temporary electrical cables (40 cm width x 60 cm depth x the length

required) will be done manually and to be executed with a work permit prior to any
start up.
 Layout for excavation for cable lying to be done with the reference drawing.
 Cable detector shall be used for locating the existing utilities.
 Cables will be laid in the trench and 4” dia. G.I. pipe will be provided as
sleeve at the locations of road crossing.
 100mm thick bedding material will be provided in the bottom and 100 mm
above the cables.
 Backfilling of balance area will be done using the excavated material.
 Placement of the generator for the site offices will be placed under
temporary shed and on hard base. Hard base shall be prepared using sub
base material and plain cement concrete.
 Oil tray shall be provided below the generator for any oil spillage from the
generator and an emergency spill kits will be provided as well.

5.3 Water Supply

 The potable water will be used for drinking at site & will be supplied by
approved supplier.
 Water for site facilities will be stored in the ground tanks in the location as
per the layout plan
 Plumbing line will be done for the urinals, W/C and wash basin area from a
water tank. Numbers of W/C, urinals and wash basin shall be as per HSE
requirement or local standard.

5.4 Sewerage Disposal

 Work permit will be secured before starting any excavation activity. Manual
excavation for septic tank to be achieved in such a way that inlet pipe
coming from the site office is above ground.
 Excavation will be secured by barricading and shall be clean from any debris
or rubbish material.
 Layout for excavation of septic tank shall be done with the approved
reference drawing
 Septic tank will be installed as per the required location.
 Connection of PVC pipes from drain point from site office to the inlet of
septic tank. Slope of pipe shall not exceed 5 degree.

 An approved agency from EMCC certified by ADCO will be responsible to
dispose sewerage

5.5 Offloading of Equipment’s / Materials

 Location for Offloading Equipment’s / Materials shall be as approved from


ADCO/SEIMENS prior to placement.
 Proper Layouts shall be prepared for offloading of Equipment’s based on the
approved reference drawings.
 Storage locations shall be as approved from ADCO/SEIMENS prior to
placement.
 All the offloading & Storage activities shall be done as per manufacturer’s
recommendations & project specifications.
 Offloading will be done by trained and competent labours.
 Offloading of the Equipment’s & Materials will be as per the risk assessment
plan for the offloading and loading requirements.
 Certified crane will be used for the unloading of site offices assisted by
sufficient number of riggers to ensure safe working.
 All the offloading & Storage activities shall be done as per manufacturer’s
recommendations & project specifications.
 Level the Equipment’s and restricts the movement with proper anchorage.

6.0 HSE REQUIREMENTS

EMCC will comply with all ADCO/SIEMENS & Local HSE requirements such as;

 Obtain valid work permit available prior to start of mobilization, Offloading and
demobilization activity.
 All personnel involved in the above activities shall follow the requirement
of ADCO/SEIMENS works HSE Plan.
 All works defined safety measures and ADCO/SEIMENS safety procedure shall be
implemented at all times.
 Banks man shall be assigned for all moving equipment during the operation.
 Barricades and warning signs shall be fixed around the excavated area.

 All work permits shall be obtained prior to commencing any work.

7.0 RESOURCES

EMCC shall mobilize resources (Equipment/Manpower) to ensure that the progress is


achieved as per targeted schedule. Material, equipment, manpower shall be as per schedule
and daily reports will be monitored accordingly.

7.1 MANPOWER

Services of the following category of manpower are envisaged:


a. Site Manager/Site Engineer.
b. HSE officer
c. QA/ QC Engineer/Inspector
d. Supervisor
e. Surveyor
f. Trailer & Crane driver
g. Riggers
h. Ductman
i. Electrician
j. Helpers / Labors
