1.0 SCOPE:
This method statement describes step by step the detailed requirements and procedure of
application Mobilization, Offloading of Equipment/Materials and Demobilization works for
HVAC services in accordance with the contract requirement and specifications.
These guidelines shall be mandatory supporting documents for obtaining permit to work.
2.0 RESPONSIBILITIES:
To monitor and issue the following list of items required for the whole mobilization
and demobilization working activities.
Letter of assistance
Required permits
Approved drawings
To ensure systematic, quality, safe work execution of the job.
EMCC shall be overall responsible for the mobilization and demobilization works
and to make sure all Project/HSE procedures as applicable for the mentioned
Scope of Job are fully approved.
EMCC shall ensure that all personnel are inducted in the site safety requirement
particularly with regard to contents and intent of HSE.

He shall ensure the holding of pre-task HSE meeting covering the
details of specific tasks and specific job risks involved to the work
force involved.
He shall also ensure appropriate mode of communication in case of
emergency and ensure that the site is maintained clean and Tidy.
Ensure that all works are carried out as per the Scope of Work &
Specification and the related quality procedure.
Inspect the completed work and request for ADCO/SEIMENS
approval.

Labors shall be responsible for the following list of activities:
Layout plan drawing for site facilities including the drainage, cables, water supply
and grounding system
All HSE activities related to the project will be based on the ADCO/SEIMENS issued HSE
management System guidelines.
All Quality Assurance and quality control activities will be in line with EMCC quality
management system and as required by the project specifications.

5.1 Installation of Site Offices
Excavation for temporary electrical cables (40 cm width x 60 cm depth x the length

required) will be done manually and to be executed with a work permit prior to any
start up.
Layout for excavation for cable lying to be done with the reference drawing.
Cable detector shall be used for locating the existing utilities.
Cables will be laid in the trench and 4” dia. G.I. pipe will be provided as
sleeve at the locations of road crossing.
100mm thick bedding material will be provided in the bottom and 100 mm
above the cables.
Backfilling of balance area will be done using the excavated material.
Placement of the generator for the site offices will be placed under
temporary shed and on hard base. Hard base shall be prepared using sub
base material and plain cement concrete.
Oil tray shall be provided below the generator for any oil spillage from the
generator and an emergency spill kits will be provided as well.
The potable water will be used for drinking at site & will be supplied by
approved supplier.
Water for site facilities will be stored in the ground tanks in the location as
per the layout plan
Plumbing line will be done for the urinals, W/C and wash basin area from a
water tank. Numbers of W/C, urinals and wash basin shall be as per HSE
requirement or local standard.
Work permit will be secured before starting any excavation activity. Manual
excavation for septic tank to be achieved in such a way that inlet pipe
coming from the site office is above ground.
Excavation will be secured by barricading and shall be clean from any debris
or rubbish material.
Layout for excavation of septic tank shall be done with the approved
reference drawing
Septic tank will be installed as per the required location.
Connection of PVC pipes from drain point from site office to the inlet of
septic tank. Slope of pipe shall not exceed 5 degree.

An approved agency from EMCC certified by ADCO will be responsible to
dispose sewerage
EMCC will comply with all ADCO/SIEMENS & Local HSE requirements such as;
Obtain valid work permit available prior to start of mobilization, Offloading and
demobilization activity.
All personnel involved in the above activities shall follow the requirement
of ADCO/SEIMENS works HSE Plan.
All works defined safety measures and ADCO/SEIMENS safety procedure shall be
implemented at all times.
Banks man shall be assigned for all moving equipment during the operation.
Barricades and warning signs shall be fixed around the excavated area.
