A Bill
To lower alcohol and tobacco use

Be it enacted by the Parliament of the Nyrmod Republic assembled that:


SECTION 1. This bill may be cited as “Alcohol and Tobacco Use Bill”.
SECTION 2. Findings and Purpose:
A. Findings. — The Parliament finds the following:
1) There are 3M deaths because of alcohol use every year;
2) There are 8M deaths due to tobacco use;
3) We need to lower the use of both products to decrease
number of preventable deaths;
4) We have to lower the number of patients with diseases
caused by dangerous use of both products;
5) Lower alcohol use means safer streets and roads (less
vehicle accidents); and
6) Countries that have written national alcohol policy has
significantly lowered the use of it (according to WHO)
B. Purpose. — It is the purpose of this bill to lower the number of
alcohol and tobacco use, lower the number of preventable
deaths and provide more information about bad effects of
alcohol and tobacco use.
SECTION 3. Ban any alcohol and tobacco products´ advertising in
televisions, newspapers, radios and social media platforms.
SECTION 4. Increase number of drink-driving policies by sending more
policemen to Nyrmod’s roads.
A. Promoting sobriety check points and random breath-testing.
SECTION 5. Create a new tax on all alcohol products, so called “Health Tax”.
A. This new tax will concern all alcoholic drinks and spirits that
contain ˃10‰ e.g. vodka, whiskey, rum, cognac, port wine,
brandy, vermouth etc.
B. This new tax will concern alcohol purchase of up to 40 l or
84,5pt to prevent restaurants, pubs, bars, hotels and
supermarkets from losing their incomes just because of people
who do not drink moderately:
C. The tax rate will differ based on the amount of purchased
alcohol.
1. 0,1-5l/2,1-10,5pt: 2,5% increase
2. 5,1-10l/10,7-21,1pt: 3% increase
3. 10,1-20l/21,3-42,2pt: 3,5% increase
4. 20,1-30l/42,5-63,4pt: 4% increase
5. 30,1-39l/63,6-82,4pt: 5% increase
SECTION 6. Producers have to provide consumer information on alcohol
containers i.e.:
A. Write how many promiles (‰) does it have.
B. Write how many such drinks (the amount in milliliters/ounces
can one drink to be still able to ride a vehicle).
C. Write visibly this sentence: Not drinking alcohol moderately
causes: digestive diseases, unintentional injuries,
cardiovascular diseases, communicable, maternal, perinatal,
nutritional conditions, malignant neoplasms, alcohol use
disorders (e.g. hepatic cirrhosis) and may lead to suicide.
SECTION 7. We will financially support clinics for alcohol addicts with 200M
€ to be more accessible for people who need it.
A. Health Insurance companies will have to fully reimburse the
therapy for alcohol addicts.
SECTION 8. Prevent children from drinking immoderately.
A. During biology classes, teachers will teach pupils about alcohol,
alcohol addiction as well as dangers of drinking immoderately.
SECTION 9. Create new position of the National Alcohol Ombudsman
(*NAO).
A. This person will be responsible for collecting, collating,
analysing and disseminating available data, including
publishing national reports about alcohol use.
B. This person will be also responsible of controlling alcohol
producers whether they obey the law and do not produce
illicit/informally produced alcohol.
C. This NAO will be elected for 4 years.
SECTION 10. Create a new tax on all tobacco products.
A. This new tax will concern all tobacco products e.g. cigarettes,
cigars, bidis, kreteks, water pipes, electronic cigarettes and
chewing tobacco products (sniff, dip, snus) etc.
B. This tax will relate to purchase of any amount.
C. The tax rate will differ based on the product:
1. Cigarettes: 45%
2. Cigars: 40%
3. Bidis, kreteks and water pipes: 40%
4. E-cigarettes: 35%
5. Chewing tobacco products: 45%
SECTION 11. Producers have to provide consumer information on smoking
containers i.e.:
A. Write visibly this sentence: Smoking can cause head, neck,
lung, stomach, kidney, pancreas, colon, bladder, cervix and
blood cancer as well as it may lead to chronic diseases such as
stroke, blindness, gum infection, aortic rupture, heart disease,
pneumonia, hardening of the arteries, chronic lung diseases,
asthma, reduced fertility and hip fracture.
B. Add a visible picture representing one of the diseases mentioned
above.
SECTION 12. Create smoke-free places to reduce the harm to non-smokers
who are exposed to smoke from cigarettes.
A. It is against the law to smoke any tobacco/nicotine product
indoors (of course, apart from your home).
B. The places where it will be against the law are: workplaces, bars,
restaurants and public transport. By doing so we will protect
people from the harms of second-hand smoke, helps smokers
quit and reduces youth smoking.
