2023 PSA Awards Manual
I. INTRODUCTION
The Philippine Statistics Authority (PSA) Awards is an incentive system aimed to ensure
timely delivery of quality outputs in the implementation of PSA’s mandated activities.
Likewise, it is intended to increase the PSA’s visibility among its stakeholders.
The PSA Awards is guided by integrity, accountability, accuracy and reliability. Revisions on
the criteria, weights and documentation requirements maybe issued from time to time on the
new developments and improvements being implemented in the Office to have more reliable
products and services.
II. GUIDELINES
A. GENERAL GUIDELINES
1. The activities to be rated for the Field Offices shall be based on the Regional Consolidated
Narrative Report (RCNR). These exclude reports that are time-sensitive such as financial
reports, human resource, administrative reports, statistical operations outputs (e.g.,
questionnaires, survey forms, and narrative reports), statistical frameworks and indicators
system and statistical planning and coordination and which are directly submitted to the
subject-matter.
2. Submission of soft and hard copies of RCNR is on or before the last day of the succeeding
month after the reference month. The date when the soft copy of RCNR was sent will
prevail. Otherwise, the reports shall not be rated.
7. Ratings of highly urbanized cities and newly-created provinces without a PSA Office shall
be included in the PSA provincial office which has its jurisdiction.

8. The Provincial Consolidated Narrative Report (PCNR) shall be submitted to the RSSO.
Submission of PCNR of PSOs of Rizal and Cavite to the Planning and Management
Service (PMS) shall be allowed due to its proximity to the central office.
10. Submitted documents shall undergo rigorous validation and checking by the PSA Awards
Committee; if proven unauthentic, the document shall automatically obtain a zero rating
for the specific sub-category/ies violated.
11. Information Dissemination and Partnership and Linkages activities initiated by the PSA
shall be credited only in areas covered by regional or provincial office based on the PSA
assignments.
12. Regional and Provincial Heads and staff must submit only the necessary reports as stated
in the PSA Awards Manual.
1. Filing of clarifications shall follow the procedure on communication flow either through
mail or email. Concerns of Provincial Offices shall be endorsed by the Regional Director
to PMS OIC-Director Clemente S. Manaog and copy furnished to the PSA Awards
Secretariat.
3. Clarifications must be supported with facts like a list of documents/activities sent, date
sent, recipient, and the tracking number (if via courier) and shall cover only their
respective RSSO/PSO.
4. Submissions to the PSA Awards committee shall be done within 30 calendar days after
the release of the ratings. Any clarifications after the deadline shall not be acted upon.
5. The committee will provide feedback within ten (10) working days upon the receipt.
C. RATING PERIOD
For the 2023 PSA Awards, submission of reports using the Regional Consolidated Narrative
Report (RCNR) shall be implemented for the rating period January to December 2023.

To consider the workload of each province, the weights are computed based on the total
number of mandays per survey round. The cut-off value for each interval was based on the
five equal groupings of the provinces based on the percent share to the total mandays.

Rating Procedures:
1. All provinces including the five (5) districts of National Capital Region will be rated
accordingly in all establishment-based surveys and administrative-based
statistical activities they undertake. The subject matter divisions (SMDs) involved
in the activities will prepare the ratings according to the criteria set per project(s).
2. SMD in-charge will rate the region and/or province in terms of quantity, timeliness,
and quality of submitted survey questionnaires, forms or documents required for
submission for all activities undertaken by every province for each rating period.
3. At the end of each rating period, SMDs in-charge of the activity will submit ratings
to the ESSS and SSSS representatives to the 2023 PSA Awards, who will then
consolidate the ratings at Service level by category.

4. Consolidated final ratings by region and province will be submitted to the 2023
PSA Awards Committee who will compute the final ratings PSA-wide. The
computation will be based on the weights set by the Working Group.

average of total weighted ratings for projects/activities of Region 9 and
Zamboanga City divided by the average of the cumulative weights for

A PSA Board Resolution was issued on 14 February 2017, which provided for
the reconstitution of the Regional Statistics Committees (RSCs). The RSSOs
are requested to refer to the PSA Board Resolution for the updating of the
composition and terms of reference of their respective RSCs in 2023. As soon
as an RSC agrees on the new composition and terms of reference, the RSC
should issue an RSC Resolution institutionalizing the members and duties of
the RSC. The Standards Service (SS) would like to request the RSSOs to
provide copies of these RSC resolutions a month after the conduct of the RSC
meeting or as soon as these are approved for SS’ records and monitoring
purposes.

No. 17, series of 2019. The PSA also compiles the latest PSA Board-approved
official concepts and definitions and methodologies and procedures for
statistical purposes through the Inventory of Statistical Standards in the
Philippines (ISSiP) (https://psa.gov.ph/ISSiP). Initial efforts are also being
made in reviewing administrative forms and registers to harmonize and
rationalize administrative forms for purposes of official statistics generation.

CoRe-Is is a set of priority indicators that provide statistics that are vital towards
achieving general local development goals. The national CoRe-Is was approved
through PSA Resolution No. 10, Series of 2017 on 19 June 2017. The RSSOs
are encouraged to quarterly/annually compile statistics on the national CoRe-Is
since its approval.
For purposes of the PSA Awards for 2023, at least 50 of the CoRe-Is are required
to be compiled, submitted to the SS, and disseminated to relevant stakeholders.

1. Format of submission
Please use the link stated on Annex K to send files for Statistical Planning and
Coordination.
While electronic copy submissions are preferred, printed copy submissions are
also accepted. Printed copies of the documentary requirements should be
labelled properly “FOR CONSIDERATION IN PSA AWARDS STATISTICAL
PLANNING AND COORDINATION CATEGORY” and should be submitted to
PSA Awards Secretariat on a quarterly basis. PSA Awards Secretariat will then
forward submissions to the Standards Service (SS) which serves as the PSA
Awards Secretariat for Statistical Planning and Coordination Category.

AWARDS CRITERIA
The PSA field offices are in a great position to reach out to the local government
units (LGUs) to promote the use of statistical standards and classification systems
at the local level. In this regard, the SS would like to encourage all PSA field offices
to conduct advocacy activities such as special meetings with local government

The Civil Registration category covers the activities in carrying out and administering the
provisions of Act No. 3753 entitled "An act to Establish a Civil Register" (Section 2, C.A. 591)
and other laws on civil registration; pursuant to Republic Act No. 10625, otherwise known as
Philippine Statistical Act of 2013; Civil Registration and Vital Statistics (CRVS) Regional
Action Framework Activities and issuance of Certificate of Registration and Authority to
Solemnize Marriage (CRASM) of solemnizing officers in accordance with Article 7 of the
Family Code.
The revised civil registration criteria adopted the seven (7) action areas in the Regional Action
Framework (RAF) to support the improvement of civil registration and vital statistics (CRVS)
systems, together with the consolidated reports during the Civil Registration (CR) Month as
one of the criteria. The RAF facilities collaborative action at local, provincial, and national and
international levels by enabling multiple stakeholders to align ad prioritize their efforts, as well
as to monitor progress towards achieving shared vision that by 2024, all people in Asia and
the Pacific will benefit from universal and responsive CRVS systems that facilitate the
realization of their rights and support good governance, health and development.

In line with the Presidential Proclamation No. 682, signed on January 28,1991, declaring the
month February of every year as the Civil Registration Month, and hereby authorize the Civil
Registrar General to promulgate the necessary implementing rules and regulations which all
local civil registry offices in the country may observe in connection with the activities and
programs that may be locally held.
All agencies and instrumentalities of the national government and local government units,
including government-owned or controlled corporations, the private sector and the citizenry
are hereby enjoined to support actively the activities and programs for the Civil Registry
Month.
The Civil Registration Month celebration this February 2023 supports the PSA’s theme and
adopts the same for the Civil Registration Month, “Improving Civil Registration and Vital
Statistics Implementation Strategies through Digital Transformation”.
All activities conducted in connection with the Civil Registration and Vital Statistics during the
month of February will also be rated under category code CR01 except for Political
Commitment (Creation of Committee on CRVS) that must be rated under category code
CR02.
All activities in CR Month, if done outside the celebration month (February), will be rated
under category CR03 (Public Engagement, Participation and Generating Demand) using the
same pointing system and requirements.

The Philippines has shown strong commitment to strengthening its Civil Registration and Vital
Statistics (CRVS) system. The country joins the global campaign to “Get every one in the
Picture”. At the national level, a Presidential Proclamation No. 1106 signed by President
Benigno S. Aquino on 20 August 2015 declared the years 2015-2024 as the CRVS Decade,
enjoins “all agencies and instrumentalities of the National Government and Local
Government Units, including government-owned or controlled corporations, in consultation
with the private sector, development partners and the citizenry” to actively support all
activities and programs relevant to the “Get every Pinoy and Pinay in the Picture”.
The orientation workshop in September 2015 set the national targets of the Regional Action
Framework (RAF) for each goal. As part of the reporting structure of the RAF on CRVS in
Asia and the Pacific, each member country should submit a midterm report on the
implementation of the RAF in preparation for the Ministerial Conference on CRVS to be held
in October 2020.
In line with this, PSA Field Offices are hereby directed to conduct activities to support the
decade-long celebration and for the continuous support towards the improvement of CRVS
System and achieving the shared vision, goals and actions relative to the CRVS Regional
Action Framework1. The PSA circulated a new memo for the field offices, as per Office
Memorandum 2020-11 dated 06 January 2020 with Reference No. 20CRS03-01-02, to order
the creation of a subnational IAC on CRVS up to provincial level.

Improving the coverage of civil registration requires individuals and families to know the
value of declaring vital events to relevant authorities and to be willing to do so. Public
engagement, participation and demand generation involves enhancing public
awareness of the importance of declaring vital events and the value of vital statistics,
and efforts to remove barriers to registration at all levels1.

3. Coordination
Since there are so many institutions involved in and benefiting from CRVS, effective
coordination is a prerequisite for universal and responsive CRVS system. Coordination
must take place among all relevant responsible stakeholders in countries at all levels of
government, among development partners and between Governments and development
partners1. Within countries, effective coordination among different local, provincial and
national stakeholders involved in reporting, recording and registering the occurrence of
vital events is essential, particularly for preventing duplication of functions and
information and for facilitating the effective use of registration records for statistical
purposes.

A sound legal framework provides the basis for a universal and responsive CRVS
system. Reviewing and updating of relevant legislation, regulations and policies is often
a first step and common priority in a comprehensive multi-sectoral national CRVS
strategy. It is especially important that the legal framework for CRVS does not create
discriminatory barriers to civil registration1. The legal framework should make the civil
registration of vital events compulsory and define the functions, duties and
responsibilities of civil registration authorities and of those who are obliged to register,
thus, helping to ensure the completeness of registration and to improve the accuracy of
information held in civil records. In accordance with international standards, birth
registration should be free of charge or a low fee should be charged to the family for the
late registration. Incentives should be offered to families for timely civil registration. The
legal framework should protect the confidentiality of personal data and ensure that data
can be securely shared between approved departments, as necessary, for quality
assurance and to produce the required vital statistics.

Registration points should be within a reasonable distance for the whole population, or
measures, such as digital registration options, need to be undertaken to facilitate civil
registration in remote areas on a routine basis, including for hard-to-reach and
marginalized populations. In terms of human resources, CRVS systems depend on a
sufficient number of qualified staff. Governments need to consider mechanisms for
career development and appreciation, as well as ongoing training to enhance the skills
of and retain staff1. Special efforts should be made to develop and retain key technical
skills, such as training for physicians to accurately determine and record immediate and
underlying causes of death, as well as capacity-building of officials to be able to
establish, maintain and monitor CRVS systems.

issuance of annotated civil registry documents affected by administrative proceedings,
stated in the MEMORANDUM CIRCULAR No. 2020-04 dated 16 January 2020 with

The administrative data from civil registration, when universal, is the preferred source
of vital statistics in terms of accuracy, completeness, and timeliness. Governments may
need to adopt a phased approach to using civil registration records as a source of vital
statistics by ensuring that information on currently registered vital events is compiled in
a way to allow the production of vital statistics1.Vital statistics should be made available
to key users and in the public domain within a reasonable time frame. Metadata
including information on the content, context and limitation of the statistics should be
provided to users to increase their understanding of the data.
