1.0 OBJECTIVE
The objective of this fall from height rescue plan is to provide guidelines on the processes to be
followed to safely and efficiently rescue a fall from height victim.

2.0 SCOPE
The fall from height rescue plan covers all ICP emergencies involving personnel falling from heights
at Bimha Mine Upgrade Project

3.0 RESPONSIBILITY
3.1 The ICP Senior SHEQ Officer shall be responsible for the establishment, maintenance of this
fall from height rescue plan.
3.2 The ICP Site Engineer shall be responsible for the training of all workers on the requirements
of the rescue plan.
3.3 The Site Supervisor/Foreman shall ensure implementation, compliance with this plan and shall
conduct Planned Job Observations to assess compliance with procedures that seek to prevent
falls from height
3.4 The ICP Competent rescue team will be in charge of fall from heights emergencies which may
arise.
3.5 The SHEQ Section shall ensure implementation and compliance with the procedure.

4.0 COMPLIANCE OBLIGATIONS


4.1 Mining (Management and Safety) Regulations, 1990 (CAP. 165). Statutory Instrument 109 of
1990

5.0 DEFINITIONS
5.1 Competent person means a person who has received requisite training to enable him or her
to perform the duty or discharge the function of using the device without endangering himself
or herself, any other persons or property.

5.2 Authorized person: means a competent person authorized in writing by the Supervisor or his
appointee exercising that power.

5.3 SHEQ is an abbreviation for Safety, Health, Environment and Quality.

9.0 GENERAL GUIDE


9.1 The rescue team shall be trained on the different types of rescue methods that would be used
in the event of a person falling from heights.
9.2 Only trained personnel shall be allowed to conduct fall from height rescue processes.
9.3 Fall from height equipment shall be numbered, registered inspected and colour coded.

9.4 Inspections shall be quarterly by a rigour and daily by a Fall from height rescue responsible
official.
9.5 No work at heights as classified in Clause 12.0 below shall be undertaken if the fall from
height rescue kit is not available.
9.6 In the event of a fall from height, the first person to notice the incident shall immediately advise
the Site Foreman who will in turn mobilize the height rescue team and advise site
management.
9.7 The site emergency serene shall be activated and all workers will proceed to the assembly
point and leave the height rescue to have focussed attention on rescuing the victim.
9.8 Rescuers shall assure the victim and maintain eye contact at all times during the rescue
process.
9.9 All from height victims shall be rendered first aid once evacuated to a position of safety.
9.10 The Zimplats ambulance and emergency rescue team shall be called immediately for them to
come and provide additional support to a fall from height victim.

13.0 FALL FROM HEIGHT RESCUE METHOD AT THE STOCKPILE, MINE STORES, CONTROL
ROOM AND CHANGE HOUSE.
13.1 The 30m ratchet rescue kit will be deployed for use in the event of someone falling from
heights at the stockpile, mine stores, control room and change house.
13.2 The 30m ratchet kit shall be used in accordance with the guidelines provided in the OEM
manual for the kit.

14.0 FALL FROM HEIGHT RESCUE METHOD AT THE SHEQ ARENA


14.1 A tele handler with a cage attached to the boom shall be used to rescue a fall from height
victim at the SHEQ Arena.
14.2 In the event of a fall, one height rescue team member shall get into the man cage attached to
tele handler boom.
14.3 The tele handler operator will lift the boom and extend it directly under the fall from height
victim to allow the height rescuer to assist the victim to stand in the cage.
14.4 When the victim has assumed a standing position, the tele handler operator will lift the boom
to a position where the fall from height rescuer is able to disconnect the victim safety harness
from its anchored point.
14.5 Once the victim’s safety harness is disconnected from the anchored point, the tele handler
operator will retract the boom and move to a clear safe point.
14.6 The victim would be stretchered out the cage if unable to walk or will walk out of the cage if
able to walk to allow first aid to be rendered while awaiting the ambulance to arrive.

15.0 FALL FROM HEIGHT RESCUE METHOD AT THE MINE OFFICE


15.1 A mobile scaffolding shall be erected inside the Mine Office Building for use in the event of
someone falling from height at the mine office building.

15.2 The mobile scaffold platform shall be installed at a height where the rescuers are able to reach
the fall from height victim.
15.3 In the event of a fall, two (2) rescuers shall climb up the mobile scaffold platform designated
for use when rescuing a fall from height victim.
15.4 Another fall from height rescue team member will climb on to the roof where the victim’s safety
harness is anchored.
15.5 A soon as they get onto the platform, four people shall move the mobile scaffolding platform to
a position directly under the fall from height victim.
15.6 The two rescuers inside the platform will assist the fall from height victim to assume a standing
position and the other rescue team member at the top will disconnect the safety harness from
its anchored point.
15.7 If the victim is able to walk, he/she will climb down the scaffolding platform.
15.8 If unable to walk, the victim will be strapped on a stretcher and lowered down to the ground by
the two rescuers on the scaffolding platform.
15.9 Four people will receive the stretcher from the ground and place the victim on a clear safe
place to allow first aid to be rendered.
