1. TITLE

REPAIR AND REHABILITATION OF RETAINING WALL AND STONE PITCHING AT SEA


SHORE (DAREN BEECH)

2. SCOPE OF WORK

2.1. General description


The rehabilitation of retaining wall, repair of gibbon and rip rap for slope protection of retaining
wall using approved material as per RC Guideline and Specification

2.3. Materials

 Following materials will be used at the site

 Material handling and delivery on site


Materials will be delivered and received in the lay down area store room, in secured
and controlled room, or temporary lay down area at site.

2.4. Site Planning and Preparation

Encroachment permit will be obtained first before starting of any activity in the site. Once the
area is determined and granted, the safety personnel will established the perimeter barricade
to warn others and to prevent the public from entering the worksite. Once all necessary
equipment is positioned, commenced the preparatory job, this isolation method will be strongly
employed throughout the duration of the project to prevent hazard to the public. Also a Safety
watchman will be kept continuously for public and workers safety

2.5. Work Methodology

2.5.1. Replacement of Retaining Wall

The damaged portion of the retaining wall will be replace with new retaining wall as per
approved design and drawing of RC.

2.5.2 Dewatering System

As the bottom of foundation of the retaining wall is probably lower than water table
level, therefore dewatering system is required and considered as an important part of
the entire execution. To draw out water a sump pit will be made below the working
level. The water contained in the sump pit can be pumped out by means operation of
the Submersible Pumps at the bottom of pit. The outlet of the pump will towards on a
settlement basin within the vicinity where location will be prior planning.

2.5.3. Concrete Breaking

 The replacement part or end portion of the retaining will be broken by means of
mechanical equipment. The debris will be stacked in an area where there is no
hindrance to the traffic flow, area of work or work progress and then will properly be
removed immediately once breaking activity will be finished.
 The removal of the debris will be done using a Loader and Dumpers.

 All debris will be dumped in RC designated dumping areas.


 Hearing protections like Ear plugs and Ear muffs will be provided.

2.5.4) Excavation and Backfilling

 Once demolition is finished or partly finished, excavation can be done. Stake and
layout the area to be excavated including the clearance for the slope according to the
depth of the excavation. The excavation of the retaining wall will be done. Slopes
of excavation shall be cut at the angle of repose for the soil conditions.
 All spoil material excavated must be kept a distance away from the edge equal to the
depth of the excavation.
 During excavation maintain the minimum distance from the slope of existing structure
at least 2 meter from moving equipment. Barricades and warning signs shall be
identified at the excavation.
 Stakes, control survey points, and benchmarks shall be establish and maintained
during construction activities.
 Provide adequate sheeting, bracing, shoring and other support to the sides and ends
of all excavation to provide the safety of all workers and to prevent the occurrence of
falls or runs from any portion of the ground outside the excavation or settlement from
previously constructed structures adjacent to the excavation.
 The bottom of the excavation shall be keep free from over saturation. In no case
shall the soil be scrapped and dug by equipment near to the bedding formation level
as the result of the disturbance of the material below.
 No filling materials shall be placed until all the concrete placement and construction
are completed below the elevation of finished grades.
 The surface of the subsoil to receive filling shall be cleaned and prepared as
specified. All formworks, trash and debris shall be removed from the excavation.
 The area is free of standing or running water and has been accepted by the Royal
Commission.
 Excavation permit will be obtained from Safety department.
 Excavation will be inspected daily by competent person for ensuring proper
method and proper handling of buried services, if any.
 Means of access shall be provided for workers.

2.5.4. Concrete for retaining wall

2.5.4 Repair of Gibbon

All gibbon will be removed first.

Place sand bags in between the gaps between retaining walls and stone in
order to avoid tilting and for the protection of slope.

Apply grouted riprap at the top of stone pitching

Re-install plastic gibbon and tie it with the coated wire.

2.5.6. Site Clean up

 Properly dispose the demolished materials. Demolished material shall not be allowed
to accumulate on site.
 Remove and transport debris and rubbish in a manner that will prevent spillage on
existing canal adjacent to the working area.
 Leave site clean, neat, and orderly and in condition to begin new construction.
 Remove all tools used, equipment and materials from the demolition site upon
completion of work.

2.5.7. Site Welfare

 Welfare facilities on site shall be provided like rest areas, toilet or washrooms,
shaded area, chilled water dispensing area, smoking area, mosque/prayer area.
 Refer Appendix-2, Plan showing the parking and traffic management plan for site.

2.5.8. Site Restoration

 Grade site to required elevation and profile and clean the area.
 Clean and repair damages caused by installation and construction activities use for
temporary works.
 Restore existing and permanent facilities used during construction to original or
better condition.

2.6. Organisation, Responsibility & Supervision

 Construction Manager – will be the one to plan and coordinate all the activity in the
site and he will be responsible for coordinating with all other department as well.
 Safety Personnel – will be the one to establish all necessary warning signs and
barricades establish the high risk areas in coordination with the Construction
Manager and constantly monitor the activity in terms of safety to all the workers.
Furthermore he will give advice on current and forecasted safety issues and concern.
 Site Engineer - will be the one to implement the instruction of the Construction
Manager in the site, he will also directly supervise constantly the manpower and
equipment working in the area and implement all safety regulation and precaution set
by the safety personnel.
 Quality Control Inspector – Will be the one to inspect and monitor the repaired
area before recommending to RC Engineer for inspection through RFI. (Request for
inspection)
 Safety Manger – Will be responsible for managing day to day activities and will
identify hazards, evaluate risks, advise safe and best practices for the safety of all
personals.
 Safety Officer – will report directly to safety manager, and will assist him to organise
the site as per RC approved procedures

 Excavation Competent Person – Will be available at the site, and will advise the
construction procedure of excavation and other activities in order to keep safety first.
 Supervisor – will be the one to supervise and assign the works as per schedule.
 Carpenters – will be the one to install and remove the shuttering.
 Mason – will be the one to perform the concrete works such as patching, surface
preparation and to install grouting.
 Technician – will be the one to do application of the water proofing membrane.

3. HEALTH AND SAFETY

3.1. Risk Assessment

 Proximity of work in relation to public areas.


 Existing site conditions and damage to public areas.
 Traffic accident due to no barricade and warning signage.
 Falling of heavy load from the transport trucks
 Collapse of existing channel slope due to vibration of heavy equipment.
 Accidental cave in of excavated area due to softening of soil from water seepage or
underground condition.
 Chemical contamination of the skin due to spillage of water proofing materials and
coal tar.
 Water proofing liquids creating hazardous vapours.
 Accident due to ground bearing pressure not calculated, during concrete placement
using concrete pumps.

3.2. Risk Abatement

 Risk No.1: Proximity of work in relation to public areas.


1. Barricade/Rope or safety pole will be installed around the work site to keep public
away from equipment and material. Barricade/Rope or safety pole shall conform to
road department requirements.
2. Cautionary signboards in Arabic and English languages will be posted along work
site.

 Risk No.2: Existing site conditions and damage to public areas.

1. To prevent damage on public areas at the work site, an existing condition site
survey (with pictures, station numbers) will be performed, submitted/ and verified
by the RC. Any existing damage will be reported in this survey.
2. Any damage on light poles, access pavements, landscaping or other structures
caused during construction work will be rectified by the contractor.
3. To ensure that no risk or hazard to the public as a result of ongoing construction
activities.

 Risk No.2A: Excavation and Backfilling


1. Barricades will be provided at a distance of minimum 1.8 m from the edge.
2. Access will be provided every 7.6 m.
3. Proper shoring or sloping to angle of repose will maintain during excavation.
4. Competent person will be appointed and make daily inspection of excavation.

 Risk No.2B: Working near water


1. Life vest will be provided to all persons in the site and should be worn by all
persons all time.
2. Emergency lifebuoy and rescue vessel will be standby on the vicinity.
3. Cofferdam will be provided around excavation to exclude water.
4. Floatation rings shall be provided at interval not greater than 15m apart.

 Risk No.3: Concreting Operations.


1. Unloading vehicles. On delivery to site, bundles of rebar must not be unloaded by
hand (rolling off). Reinforcing mesh is not to be dragged off. All reinforcing
materials are to be off-loaded by either crane or boom truck.
2. Formwork / False-work. All formworks and false-work materials (support frames,
jacks, “U”-heads, bearers etc...) are to comply with the relevant specifications
required, and are used per manufacturer’s instructions.
3. All ends of reinforcing bars must be protected to prevent impalement, plastic caps
are not sufficient. Mushroom end caps and protection of rebar using timber, is
international best practices.
4. Partially erected or dismantled formwork and false-work at the end of a working
day shall be made secure against overturning.
5. Erection and dismantling of formwork and false-works shall be under the
supervision of a competent civil engineer.
6. Once erected, formwork and false-works should be inspected and certified as
ready-for-use.
7. Access and Working Platform. A working platform shall be provided for the
placement of the concrete. All working platforms or decking should be closely
boarded to their full width and free from tripping hazards. They must be keep clean
and tidy, mud and sand must not be allowed to build-up on access, landings. The
working platform should be of an adequate width to suit the work being carried out,
but must be a minimum of 600mm wide.
8. All working platforms must be provided with guardrails (hand-rail and mid-rail), toe-
boards and other similar barriers to prevent any person from falling where they are
liable to cause injury.
9. Construction Plant and Equipment. Concrete pumps with placing booms shall be
sited correctly, a minimum of 2 meter away from excavation edges, and outriggers
fully extended.
10. All moving parts of concrete pumps, concrete mixers and other associated
concreting equipment shall be guarded, specially rotating parts.
11. The discharging end of the placement boom must be under control during concrete
placement.
12. Personal Protective Equipment. Contractor shall ensure that all MSDS Personal
protective equipment (PPE) requirements are provided.
Detailed Risk assessment for all activities is provided in the Appendix-6

3.3. Environmental Safety & Health Contractor Requirements

Section II series 15 (Personal Protective Equipment)

 Concrete wash pits will be provided for the disposal of concrete.


 Skips will be provided at site for garbage collection and will be disposed of
properly.
 Spill tray will be provided for the genset or compressor in order to avoid oil
spill.
 Chemical area will be set in accordance with RC requirement.

3.4. Protective and Safety Equipment

 Hard hat, to be worn at all times


 Safety shoes, to be worn all times
 Safety gloves, to be worn all times
 Safety goggles, for workers around working equipment- (Tinted type for outdoors).
 Full Body Harness with Double Lanyard
 High visibility vest, especially for workers around machinery, to be worn all times
 Ear plugs & Ear Muff.
 Mask(N95 Dust Mask)

3.5. Contractual Requirement

 SECTION II – 200 SERIES (15: Personal Protective Equipment):

15.1 Personal Protective Equipment shall be considered only as a “last resort of


defence” against potential risks and hazards. Where so ever possible hazards and
risk are to be addressed and reduced by other means.

15.2 based upon the findings of 3.1.3 Section 1 and 11 above the contractor shall
ensure that adequate stock of Personal Protective Equipment are readily either
available on site or issued to personnel. PPE shall be considered as consumable
items.

15.3 All PPE utilised shall be manufactured to a recognized international acceptable


standards

3.6. Information to Personnel

All the manual workers that will be working in the site will be informed and reminded
by conducting morning tool box meeting in order to continuously remind them of the
existing safety risk and it will be handled by the designated site supervisor and
sometimes with the presence of the safety personnel.

3.7. Emergency Procedure

The following are the safety procedure that will be implemented in case of accident.

 In case of traffic accident or person hit by the equipment notify immediately the
police and emergency crew do not engage in moving the person who are injured.
 Emergency contact numbers will be prominently posted on bulletin board.

 First Aid box will be readily available on site.

3.8. Permits Requirement

The following are the required permit before implementing the activity:

 Encroachment permit
 Work permit (Excavation permit & Hot work permit if any)
 Transport Permit

4. ENVIRONMENTAL ISSUES

4.1. Environmental Impact Assessment


 One possible risk to the environment is oil spillage may be due to equipment
breakdown. If and when this will happen immediately contained the area of
contamination then remove the contaminated soil. In order to avoid this incident
proper maintenance procedure for the equipment shall be implemented.
 Other possible risk to environment is garbage and debris accumulated thru-out the
construction activity, for this matter collection bin shall be used and proper disposal
and housekeeping shall be done.
 Other possible risk is water flow from channel or canal, should not be disturbed,
when disposing excavated soil, washing of vehicles and equipment.
 Excess concrete will be dumped in RC designated dumping areas.
 In case of minor or major spill into water channel, there is possibility of
contamination of water channel flowing into sea; competent environmental
personnel will be brought for advice.

5. QUALITY CONTROL

5.1. Contractual Requirements

 Prior to the construction activity RC Engineer shall inspect the area to verify the
area of the repair.
 RC Engineer shall inspect the approved materials which will be incorporated into
works.
 RC engineers shall inspect hold point release (HPR) and witness points as per ITP.

5.2. Critical Works

The possible critical work for this activity is during the excavation & concrete
pouring, could be the possible cave-in of excavated area due to softening of sub-soil
or erosion due to water seepage and the presence of concrete pump & mixer during
concrete pouring activities.

Inspection of Excavation and Backfilling, Concrete works, Grouting, Coating, Water


proofing membrane, Steel railing, Temporary supports and Scaffolding shall be
done as per the approved Inspection & Test Plan (ITP).

Refer Appendix-1 for complete ITP’s.

5.4. Request for Inspection (RFI)

Request for Inspection of Work (RFI) shall be issued to RC Field Engineer 24 hours
in advance. RFI forms shall be issued.

5.5. Follow up and Evaluation

We intend to follow up and evaluate our performance by constantly implementing


strict quality control as this is the most critical activity that can affect our progress
and constantly monitoring it and implement measures to expedite this activity. The
crewing system shall be monitored constantly in order to meet the required volume
installed and any delays shall be recorded and evaluated in order to implement
measures and improvements to augment the productivity.
