I. EXECUTIVE SUMMARY
External Regulations: Specific projects designed to adhere to industry rules and regulations set
by external bodies, such as health and safety guidelines or GDPR.
The government ordinances, permits, and regulations a project needs to comply with will depend
on several factors, including:
PROJECT SCOPE Residential, commercial, roadways and other types all have different
regulatory requirements.
PROJECT SIZE AND SCOPE Larger or more complex projects might require additional permits
and approvals.
Regulatory Landscape: Government agencies play a pivotal role in setting standards and
enforcing compliance. These include bureaus like the Bureau of Planning, Design, Construction,
Equipment, Maintenance, and Quality and Safety.
Political Influence: The impact of political dynamics, corruption, and bypassing procedures on
project management and compliance is significant. Addressing these challenges is essential for
successful project execution.
Permits and Licensing: Compliance projects involve adhering to regulations such as the
Construction Industry Authority of the Philippines (CIAP) guidelines and the Philippine
Contractors Accreditation Board (PCAB) requirements. Proper documentation, like Standard
Employment Contracts (SEC), Daily Time Records (DTR), Payroll Records, and Accident
Reports, ensures adherence to legal standards.
Safety Standards and DOLE Regulations: Compliance extends to safety protocols, worker
health, and environmental considerations. Understanding the National Building Code and local
ordinances is critical.
Transparency and Ethical Practices: Mitigating risks related to political influence requires
transparency, ethical decision-making, and adherence to legal requirements1.
In summary, compliance projects are essential for reducing problems, minimizing risks, and
ensuring the safety and success of construction projects. By following established processes, roles,
and standards, project managers can navigate the complex relationship between project
management and government regulations
