IN THE NAME OF THE LAW


In the year two thousand and twenty-three and on Wednesday, October eighteenth, Year 220th of
Independence, at ten o'clock in the morning.

Before Us, Magistrate Marie Florence NICOLAS S/Justice of the Peace of the municipality of
Pétion-Ville, assisted by Harold APOLLON, Clerk.

Appeared in our courthouse located at No. 31, Grégoire Street, Pétion-Ville, Mrs. Annette
LAPORTE, identified with No: 1018877719, owner, residing and domiciled in Pétion-Ville, who asked
us to record a copy of the messages received for her son Wilford Jean, living in the USA. Mr. Wilford
JEAN's son, named Williamson JEAN, living with her in Haiti as his grandmother, was reportedly
abducted by unidentified armed individuals on October 3rd, 2023. The said declarant submitted to us a
copy of the WhatsApp messages from her son's mobile phone, connected to the Natcom network at No:
(509) 32197276, where we read and noted the following messages:

October 4th, 2023, at 10:43 AM, from number: (509) 31756020:

“Where are you hiding your money in the water committee and in the state, you think we won't take a
part of the same Piti's money from your hand, you will have to pay $50,000 US to feed the family here
unless you refuse to join the team, you don't want to give the money, we will keep the child as a soldier,
decide. As soon as you inform the police about Piti's death, we will kill you and we will go to see his
parents in their house.

I wanted to remind you that I will never forget my promises, what I told you if it's not you, it's another in
the family like we followed up with your sister, what's happening with the money will be done with the
members of Haiti, soon to get the money to give.

After I wrote to tell you that I haven't counted this money yet in my life, not the chief's name. Where I can
find it around here for many years, yes, we should have taken it since before that my child to do such”

Of all of which we have drafted and closed this report of findings, which we have signed after reading
with our Clerk, the day, month, year, and hour above.

MARDY, both adults, residing and domiciled in Bel-Air. These witnesses were chosen and brought by
the declarant.

know how to do so.
