1. INTRODUCTION:

Control Philosophy & System write‐up presented here covers pressurizing, heating of HFO fuel
oil, HFO & LDO re‐circulation, oil supply and return piping to/from boiler area, recovery of drain
oil in boiler area.

2. SYSTEM CONFIGURATION:

4. HFO SYSTEM:

a. CONTROL PHILOSOPHY OF HFO PRESSURIZING PUMPS:

HFO Pressurizing system consists of four pumps out of which any 3 pumps (00ERB36AP001/
00ERB36AP002/00ERB36AP003)are working and other one(00ERB36AP004) is stand by.

1) Start permissive:
a. Operator shall ensure that discharge manual valve of selected HFO Day Tank is open.
b. Operator shall ensure that oil level in the selected HFO Day Tank is “Not Low”. Low level
switch (is connected to DCS and interlocked for start permissive in DCS ).
c. Ready to start feedback signal from MCC.
d. Ensure discharge line valve of selected pump is in open condition.
e. Manual valves of selected Inline heaters shall be open.
f. Temperature of the oil in pipeline will be 60deg.C.
g. There should not be any respective protection acted on this pump.
2.Local operation:
a. HFO pressurizing pumps can be started manually from Local Push button Station or DCS
b. Pump can be stopped from LPBS or DCS.
3.Control & Protections:
a. In case working pump trips due to electrical/ mechanical faults there will an alarm on DCS.
On receipt of alarm stand by pump starts Manually(by operator) if it is in manual mode &
if it is automode stand by pump will start automatically, interlock is provided in the DCS
i. Filter clogged/ chocked – Mechanical fault.
A Differential
Pressure(00ERB36CP401/00ERB36CP402/00ERB36CP403/00ERB36CP404)Switch ( is
provided across the pump suction filter & wired to DCS to give high Diff. pressure signal in
case filter gets clogged/ chocked and differential pressure is high. High differential alarm in
DCS This annunciation is used to get operator attention indicating suction filter is choked.
Operators can take-up maintenance of the filter suitably by manually open/ close the required
valves in the system.
ii. Over Load – Electrical fault
OLR in MCC to be reset manually or any MCC module/electrical fault
iii. Low pressure in pump suction header

In case there is low pressure in pump suction header due to lack of oil in line. Pressure
switch low(00ERB36CP251) on header will give an alarm. On receipt of this alarm; oil
level in tank & open/close position of manual valves at suction heater oil outlet to be
checked.
b. One (1No) pressure switch (00ERB36CP256/00ERB36CP257/00ERB36CP256
00ERB36CP258)is provided on suction line of the each pressurizing pumps. On low
pressure respective pressure pump shall trip & low pressure alarm on DCS. Auto start of
standby pump should be from common header PT’s(00ERB36CP125/00ERB36CP126)
c. Two (2Nos) pressure transmitters(00ERB36CP121/00ERB36CP122/00ERB36CP123
(00ERB36CP124/00ERB36CP128/ 00ERB36CP129 00ERB36CP130/00ERB36CP131)
are provided on pressurizing pump discharge line. High pressure will open recirculation
control valve to release excess pressure.
d. Two (2Nos) pressure transmitters (00ERB36CP125/00ERB36CP126)are provided on
common discharge line of the pumps to give high & low pressure alarm on DCS.
i. If the pumps common headers discharge pressure is low the standby pump shall start
automatically and a low pressure alarm DCS.
e. If the level in the Day Tank tank reaches Low level set point there will be a l low level
alarms annunciation on DCS. An interlock is provided on DCS to trip the pressurizing
pump whenever oil reaches to low level.
f. A level Transmitter to give 4-20mA re transmission signal to DCS for level indication in
DCS. This Level Transmitter signal shall also be used in logic of DCS for protections and
alarms along with respective level switch.
g. HFO pressurizing pumps ON, OFF, Overload trip, Ready to start and LPBS stop signal &
current signal shall be indicated on DCS.

5. LDO SYSTEM:

a. CONTROL PHILOSOPHY OF LDO PRESSURIZING PUMPS:

LDO Pressurizing system consists of two pumps in which one pump is working
(00EGD36AP001)and other one is stand (00EGD36AP002)by.

2) Start permissive:
a. Operator shall ensure that discharge manual valve of LDO Day Tank is open.
b. Operator shall ensure that oil level in the LDO storage tank is “Not Low”. low level switch
(is connected to DCS and interlocked for start permissive in DCS ).
c. Ready to start feedback signal from MCC .
d. Ensure discharge line manual valve is in open condition.
e. There should not be any respective protection acted on this pump.
4.Local operation:

a. LDO pressurizing pumps can be started manually from Local Push button Station or DCS
local to MCC
b. Pump can be stopped from LPBS or DCS.
5.Control & Protections:
a. In case working pump trips due to electrical faults there will an alarm on DCS. On receipt
of alarm stand by pump starts manually (by operator ), if it is in manual mode & if it is
automate pump will start automatically. In auto mode before starting stand by pump it
check condition of filter if the differential pressure across filter is high then pumps will not
start., interlock is provided in the DCS.
i. Filter clogged/ chocked – Mechanical fault.
A Differential Pressure Switch(00EGD36CP252) is provided across the pump suction filter &
wired to DCS to give high Diff. pressure signal in case filter gets clogged/ chocked and
differential pressure is high. High differential alarm in DCS This annunciation is used to get
operator attention indicating suction filter is choked. Operators has to change over filter & can
take-up maintenance of the filter suitably by manually open/ close the required valves in the
system.
ii. Over Load – Electrical fault
OLR in MCC to be reset manually or any MCC module/electrical fault
b. In case there is low pressure in pump suction header due to lack of oil in line. Pressure
switch low(00EGD36CP251) on header will give an alarm. On receipt of this alarm; oil
level in tank & open/close position of manual valves at suction heater oil outlet to be
checked.
c. One (1No) pressure switch (00EGD36CP253/00EGD36CP254)is provided on suction line
of the pressurizing pumps. On low pressure respective pressure pump shall trip and auto
start of stand by pump & low pressure alarm on DCS.
d. Two (2Nos) pressure transmitters (00EGD36CP121/ 00EGD36CP122/00EGD36CP125/
00EGD36CP126)are provided on pressurizing pump discharge line. For High pressure will
open recirculation control valve to release excess pressure.

e. Two (2Nos) pressure transmitters (00EGD36CP123/ 00EGD36CP124) are provided on


common discharge line of the pumps to give high & low pressure alarm on DCS.
i. If the pumps discharge common header pressure is low the standby pump shall start
automatically and a low pressure alarm DCS.
f. Two nos of pressure switches (00EGD36CP255/ 00EGD36CP256) also are provided on
common discharge line of the pumps to give low pressure alarm & low pressure interlock
for to trip running pump.
g. If the level in the storage tank reaches Low &Low Low level set point there will be a
low& low low level alarms annunciation on DCS. An interlock is provided on DCS to trip
the pressurizing pump whenever oil reaches to low low level.

HFO Drain oil system consists of two pumps(00ERB36AP005/00ERB36AP006)/


(08ERB36AP001/08ERB36AP002)/ (09ERB36AP001/09ERB36AP002)/
(10ERB36AP001/10ERB36AP002) in which one is working and other one is stand by.
1) Start permissive:
a. Operator shall ensure that inlet manual valve of selected HFO Day Tank is opened.
b. Operator shall ensure that oil level in the DOT is “Not Low”. Low-Low level switch
(00ERB36CL252)/ (08ERB36CL252)/ (09ERB36CL252)/ (09ERB36CL252) is connected
to DCS and interlocked for start permissive.
c. Ready start feedback signal from MCC/LSCP.
2) Manual / Auto Operation:

a. Manual / Auto selection shall be done manually from DCS
b. In Manual mode Pumps Start & Stop manually from DCS and running pump will trips if
oil level is low.

a. Pumps will starts only if tank oil temperature reaches 60deg.C .If oil below 60deg.C the
pumps will trip.
b. Three Nos level switch is provided on Drain oil tanks to give High/ Low/Low Low level
alarm on DCS
i. If the oil level (00ERB36CL253/08ERB36CL253/09ERB36CL253/10ERB36CL253)
in the DOT is reaches High set point selected pump should start to transfer the oil to
selected HFO Storage tank.
ii. If the oil level (00ERB36CL251/08ERB36CL251
09ERB36CL251/ 10ERB36CL251) in the DOT reaches low set point Drain oil pump
will trip. A Low level alarm will give on DCS
7. CONTROL PHILOSOPHY OF OIL WATER COLLECTION SUMP :

Oil collection sump system consists of Two pumps(00GMT16AP001/ 00GMT16AP002) in


which one is working and other one is stand by.
1 Start permissive:
a. Operator shall ensure that outlet manual valves of oil sump pumps is open condition.
b. Operator shall ensure that oil level in the sump pit is Not Low Low level switch is
connected to DCS and interlocked for start permissive.
c. Ensure MCC feeder in Healthy condition.

3 Control & Protections:

provided on SUMP have single set points of High/ Low/Low Low level. Once the Oil
reaches high level the oil sump pump automatically starts operated once the level reaches
low level pump will stop automatically l. Only High & Low level Indications & Motor ON,
OFF& Trip Indications Provided in DCS.

8. CONTROL PHILOSOPHY OF PRESSURE REDUCING STATION:


A PRS is provided to reduce the Steam Pressure before entering to FOHS heating system.
a. Start permissive.(To be taken care by operator ).Steam isolation manual valves across pressure
reducing valve shall be open.

b. Ensure that bypass line manual valve is close.

1. Operation :

This equipment is locally operated and PRS control valve (00EGD17AA081)is controlled
mechanically. Steam pressure at outlet is used to control opening/closing of PRV.

2. Control & Protection :

a. Pressure & temperature gauges are provided on inlet & outlet lines of pressure reducing station
to indicate pressure & temperature of steam flowing through station.

b. In case pressure in outlet header increases beyond 4 Kg/cm2, safety relief valve will relieve the
excess pressure.

9. CONTROL PHILOSOPHY OF CONTROL VALVE FOR FLOOR COIL HEATER OF


DRAIN OIL TANK (08EGT17AA081/09EGT17AA081/10EGT17AA081/00EGT17AA086
1. Start permissive:
a. Operator shall ensure that isolation manual valve are open & ensure bypass line manual valve
is closed.
b. Low temperature of oil (55 Deg.C & below) in Tank
c. Ensure that Oil in the tank are above low level.

a. On/Off Control valve is operated through DCS system based on set point.

Temperature set point is 60deg.c.If it drops below 55 Deg.C or increases above 65 Deg.C it

10. CONTROL PHILOSOPHY OF CONTROL VALVE FOR HFO INLINE HEATER


BEFORE BURNER FIRING

1. Start Permissive:
a. Operator shall ensure that respective manual valves on selected outflow suction heaters
are open.
b. Manual valves on HFO inlet line of selected Inline heaters are opened manually.
c. Ensure the discharge valves of all inline heaters are open Ensure that Pressurizing pumps
will be in on condition.

2. Local / Remote operation:


a. Control valve is operated through DCS based on set point with respect to measured
temperature.
b. Control valve position feedback & valve open/close feedback indication in DCS

3. Control & Protection:


Temperature elements provided on oil outlet line of HFO inline heater will sense temperature
of oil if it drops or exceeds 120Deg.C by temperature control function in DCS remote
through pneumatic regulating type control valve. Closed looped PID function shall be used in
DCS to control the regulating valve.

11. CONTROL PHILOSOPHY OF CONTROL VALVE FOR HFO COOLER


(00PCD18AA081)

1. Start Permissive:
a. Operator shall ensure that respective manual valves on selected HFO Cooler are open.
b. Manual valve on HFO line of selected HFO cooler are open.
c. Ensure the discharge valves of all HFO coolers are open.
d. Ensure that tank inlet valves on boiler return line are open.

2. Local / Remote operation:

a. Control valve is operated through DCS on set point with respect to measured pressure.
b Control valve position feedback & valve open/close feedback indication in DCS

3. Control & Protection:


Pressure transmitter is provided on pressurizing pump discharge header. Set pressure is
26.5kg/cm2 and High & low alarms 22 kg/cm2& 28kg/cm2I.It will sense pressure on
discharge header; if it increases beyond 26.5kg/ cm² it will open pressure recirculation valve
through DCS ( Valve shall be controlled by PID closed loop in DCS) . When pressure
drops to 26.5 kg/ cm² or below, the valve will get closed automatically
