15 before Buloke Shire Council was created from various different councils we had
16 Wycheproof Shire Council. I understood that Wycheproof shire Council were the property owner
17 of the property holding the grain silos, that is opposite of my property. I recall, that then Mr Leon
18 Keating (employee of Wycheproof Shire Council) would come with his ride-on-mower and clear
19 the property of any growth, being wheat, etc. However, after Buloke Shire Council was created
20 this service was no longer provided and instead I recall Mr Wayne Wall so to say throwing his
21 weight around pursuing fines, such as not mowing the nature-strip, even so nature strips are
22 council properties.
23 Anyhow, as I never planted any grain to be harvested on my property and Mr Leon Keating was
24 clearing the growth without ever being on my back about the growth it really was therefore not a
25 particular issue. It however became an issue with Mr Wayne Wall, as he himself acknowledged
26 under oath he was not trained in relevant matters, did not follow up fire dangers when it came to
27 non-private property, etc.
28 Last year due to all kinds of problems from Banyule City Council such as vandalising my wife’s
29 motor vehicle that was lawfully parked, etc, I no longer had the use of this motor vehicle since
30 September 2023 and my motor vehicle not being able to two my trailer, left me to seek to
31 arrange alternative assistance. I on 23 October 2023 had 2 adults doing an about 180 kilometres
32 round trip to attend to my property and then on 28 October 2023 they again did an about 180-
33 kilometre round trip to attended to my property to spray the property. Obviously, it did cost me
34 money for them to do so. If Buloke Shire Council is the owner of the property with the silos then
35 it can refund me the out-of-pocket expenses as after all it is a gross denial of my FEE SIMPLE
36 rights to be denied to enjoy my property as I desire.
37 With this ongoing terrorism by Mr Wayne Wall it is my view that Buloke Shire Council now
38 needs to make arrangements with me, to my satisfaction, that it take full responsibility for the
39 contamination of my property due to the grain blowing onto my property and not have done
40 anything over the years to seek to at the very least minimize the harm to my property. At no time
41 was my permission sought or given for my property to be contaminated with the grain that came
42 across the road from the property holding the silos!
43 As I made the arrangements for the property to be slashed and later also to be sprayed via written
44 communication, which I just downloaded, as well as with certain images of the property after the
45 slashing, then it cannot be claimed that I didn’t care about matters. To the contrary it has been

2 rights and failing to ensure that this unwanted contamination was appropriately attended to.

4 I invite Buloke Shire Council to make an offer of financial compensation to me as to the ongoing
5 contamination and the inflicted harm caused upon my rights to my FEE SIMPLE property.

7 As I made clear in the past Buloke Shire Council failed to enforce the law against GWMwater to
8 provide “safe drinking water” this even so the then Minister for Health Mr Daniel Andrews made
9 clear, way back in 2003, that where a water provider was unable to perform the work then to
10 engage another water provider to assist in the works being carried out. 20 years later to my
11 knowledge the works was still not carried out which also prevented me to have someone moving
12 in onto the property, as despite my request to GWMWater to provide “safe drinking water” this
13 was ignored ongoing.

15 Also, Buloke Shire Council having closed the Berriwillock tip it prevented me to remove certain
16 items from my property and yet Buloke Shire Council kept charging for rubbish collection where
17 none eventuated. As I understand it Buloke Shire Council workers even dumped ‘road tar’ onto
18 my property, seemingly because of the tip being closed.

20 For the above stated, as well as my previous writings, the onus is now upon Buloke Shire
21 Council at its cost, not mine, to make with me proper arrangements to have my property cleared
22 from the grain/wheat, etc and to take appropriate action to reduce if not avoid altogether any
23 further unwanted contamination.
24 While due to my 91-year-old wife serious health issues I cannot leave her alone, and she doesn’t
25 trust anyone considering the “covid scam” where a specialist tried to con her in being jabbed
26 with the “gene therapy” DEPOPULATION “bioweapon” and Berriwillock property being in
27 the process of to renovated cannot be for her to relax.
28 Consider that if Mr Wayne Wall had been like Mr Leon Keating than this could have avoided a
29 lot of undue conflicts, but he even pursued to commit perjury in court and this may underline
30 that he and the lawyers were not interested in litigating the true FACTS.
31 So to say, Buloke Shire Council has crossed the red line and now it must provide compensation
32 as well as act responsible so no further conflicts/problems will eventuate and I can enjoy my
33 FEE SIMPLE rights without undue hassle and my wife in whatever time is left for her to live she
34 can enjoy time on the property. My late father-in-law was not only a top lawyer for Czech
35 railways, but also was a farmer, and as such my wife is not a stranger to farming life!
