V. Background / Rationale:

The Covid 19 pandemic had profound impact on the economic, educational and
cultural landscape of communities nationwide. The nature of the virus, particularly how
it is transmitted, altered human behavior, educational activities and lifestyle. It has
likewise exacerbated poverty, discrimination and inequalities. Following the health
standards and protocols become the topmost responsibility of each one under the “new
normal” most especially by the Department of Education (DepEd) while it ensures that
delivery of quality education is not compromised and that needs of every student is well-
attended. As such, the Schools Division Office (SDO), Pasay City, developed its Basic
Education Learning Continuity Plan (BELCP) guided by DepEd Order No. 12, s. 2020.
Said blueprint offers directions and interventions to all internal and external
stakeholders in order to effectively and efficiently confront the basic education
challenges.

Recognizing the impact of Covid-19 pandemic in the delivery of learning and

instruction and the ongoing developments in educational technologies that place
increasing demand on teachers who have to make decisions on a daily basis concerning
how, when, and where to make use of technologies during the education process, SDO
Pasay, through the Public Schools District Supervisors (PSDSs), decide to involve
selected teachers in a three-day Learning Action Cell (LAC) focusing on the upskilling of
teacher’s technological literacy. Said engagement will lead to improved teaching
methodology that can be translated to teachers’ increased productivity and efficiency and
students’ learning outcomes.
