BY-LAWS

CONSTITUTION AND BY- LAWS


PREAMBLE

We, the members of the Junior Management Accounting Society of


Northeastern College with the help of the Divine Providence has
assembled together to promote and protect the welfare of
Management Accounting students, to attain the high degree of
moral, social, intellectual growth; to promote unity among us
and to bring out proficiency in our career, do hereby order and
promulgate these constitution and by-laws.

ARTICLE I
NAME AND DOMICILE

SECTION 1. This organization shall be known as the Junior


Management Society (JMAS) of Northeastern College. SECTION
2. The principal office of the organization shall be
Northeastern College shall hold office.

ARTICLE II
PURPOSE AND OBJECTIVES

SECTION 1. To equip Northeastern College students particularly


JMAS members with relevant knowledge and skills in the field of
management accounting.
SECTION II. To enhance the awareness of its members on social
responsiveness.
SECTION III. To promote harmonious relationship, brotherhood and
cooperation among its members.
SECTION IV. To encourage its members to excel in their fields of
endeavor and embrace social responsibilities.
SECTION V. To prepare members for the actual pursuit of their
career.
ARTICLE III
MEMBERSHIP

SECTION I. Membership is mandatory for the students of


Northeastern College enrolled in the Bachelor of
Science in Management Accounting who are to be known as
GENERAL MEMBERS.
SECTION II. Students who are not Management Accounting Major but
wish to join the organization may do so. They will be known as
PARTICULARLY MEMBERS.

ARTICLE IV
RIGHTS AND DUTIES

SECTION I. Members of this organization shall have the following


rights.
a.) The right to participate in the affairs of the
organization.
b.) The right to register and cast his/her vote during
elections
c.) The right to run for any position within the organization
as long as all conditions are rigorously adhered to.
d.) The right to openly express concerns and to actively
participate during officer-called general assemblies or
any related meetings.
e.) The right to excuse themselves from attending activities,
and other associated events due to medical conditions or
family emergencies; nevertheless, medical certificates or
any supporting documentation must be submitted to
attendance officers.
SECTION II. Members of this organization shall have the
following duties.
a.) The duty to attend events, meetings and other related
activities that the organization hosts.
b.) The duty to comply with the agreed measures imposed for
violation of any existing laws and policies set by the
organization.
c.) The duty to pay the membership fee of P60.00 semester
dues which could be increased to a reasonable amount as
the officers and advisers deemed necessary.
ARTICLE V
GOVERNMENT AND ELECTION

SECTION I. The election of the new set of officers of this


organization should be conducted annually on the first week of
July and shall have at least the following set of officers:

C.) VICE PRESIDENT FOR EXTERNAL
D.) VICE PRESIDENT FOR COMMUNICATION
E.) VICE PRESIDENT FOR MEMBERSHIP
F.) MINUTE SECRETARY
G.) BOARD SECRETARY
H.) TREASURER
I.) AUDITOR
J.) BUSINESS MANAGER (2)
K.) FOURTH YEAR REPRESENTATIVE (2)
L.) THIRD YEAR REPRESENTATIVE (2)
M.) SECOND YEAR REPRESENTATIVE (2)
N.) FIRST YEAR REPRESENTATIVE (2)
O.) MEDIA COMMITTEE OFFICERS (3)

SECTION II. The positions of Vice President for Internal, Vice


President External, Vice President for Communication and Vice
President for Membership are exclusive for third year Management
Accounting Students.

SECTION III. The next president of the organization shall be


chosen from the incumbent Vice President for Internal, Vice
President External, Vice President for Communication and Vice
President for Membership through the annual election as set
section 1 of this Article.

SECTION IV. The positions for representatives will be open for


two (2) students and three (3) students for media committee
officers as duplicate officers will serve as representatives
to the departmental election.

SECTION V. Elected officers must be enrolled in the preceding


school year; failure to meet this criterion will result in
their removal from office.
ARTICLE VI
DUTIES AND RESPONSIBILITIES OF THE OFFICERS

A. PRESIDENT:
- To preside in the overall meeting of the district.
- To lead members in carrying out the purpose of the
organization.
- To render a report of the organization’s activities
and review positions during the end of each semester.
B. VICE PRESIDENT INTERNA L:
- To exercise authority over the academic affairs of
the organization.
- To plan and initiate activities that will encourage
academic affairs of the organization.
- To perform other necessary duties inherent to the
position.
C. VICE PRESIDENT EXTERNAL:
- To perform all duties and responsibilities that affect
the non- academic activities of the organization.
D. VICE PRESIDENT COMMUNICATION:
- To serve as mediator between the officers and members.
- To act as presiding officer in the absence of the
president.
- To disseminate accurate and timely information to its
members.
E. VICE PRESIDENT MEMBERSHIP:
- To facilitate the registration of members to ensure that
all joining JMAS are bonafide members of the organization.
- To monitor attendance, participation and performance of
members in meetings and special functions.
F. MINUTE SECRETARY:
- To prepare an agenda for meetings of the JMAS officers
and/or district.
- To file and secure special documents of the district.
G. BOARD SECRETARY:
- To assist the presiding officer during meetings and other
functions.
- To do other duties inherent to the position.
H. TREASURER:
- To act as fund custodian of the organization.
- To secure collections/ contributions and other fees, set
by the organization.
- To maintain records of expenses of the organization.
- To prepare year end financial statements for every
activity/ project of the organization.
I. AUDITOR:
- To check receipt and disbursement and summary of
collections of organization.
- To audit the financial statement prepared by the
treasurer.
- To prepare the budget for the organization activities.
J. BUSINESS MANAGERS:
- To canvas prices of items required/ needed by the
organization.
K. REPRESENTATIVES:
- To act as a spokesperson on behalf of his fellow members
in activities outside and inside JMAS on matters
concerning them.
L. MEDIA COMMITTEE OFFICERS:
- To fulfill the role of documenter and act as publication
officers during activities organized by the organization

ARTICLE VII
SANCTION

SECTION I. Officers of the organization shall pay an amount


of one hundred pesos (P100.00) for each absence in general,
regular or special meetings and for not attending activities
set by the organization.

SECTION II. The officer will be deemed excused if he/she


presented a valid reason and submitted an excuse letter and
photo attachment three (3) days prior to the scheduled meeting,
activity or event. A valid reason must be classified as health
problems, family emergency, work-related responsibility, and
academic purposes.

SECTION III. Five (5) absences from meeting of any officer


shall be grounds for removal from office.

SECTION IV. An officer who has been removed or has resigned


from office is ineligible to run for any position within the
organization.

SECTION V. Members of the organization shall render at least


one (1) hour of community service outside or inside the school
for each absence in general, regular or special meetings and
for not attending activities set by the organization.

ARTICLE VIII
MEETINGS

SECTION I. All officers shall hold a regular meeting set by the


officers as deemed necessary.
SECTION II. The organization shall hold a general assembly set
by the departmental officers and as set by the district officers
as necessary.

ARTICLE IX
AMENDMENTS

SECTION I. The executive officers sitting on bane by majority


may propose amendment or revision of the constitution and upon
ratification of such, by the majority of the members, shall take
effect the following year.

ARTICLE X
EFFECTIVITY

We hereby certify that the foregoing Constitution and By- Laws


of the Junior Management Accounting Society has been adopted and
ratified by the General Membership at the Northeastern College
Santiago City, Isabela on July 15, 2011.
These By-laws shall take effect on the First Semester of the
School year 2012-2013.
