Thank God Almighty, for whose mercy and grace we were able to complete this paper on
time. The theme of this paper is " Sanitary Inspector ".

The purpose of writing this paper is to fulfill the assignment of the English For Sanitarian
course. In addition, this paper also aims to add to our insights on Introduction to sanitation

We would like to thank Mr. Fider Saputra T., S.Hum., M.Hum as a lecturer in English for
Sanitarian who guided us in working on this paper assignment. We would also like to thank
our friends who have always faithfully helped in terms of collecting data in making this paper.

CHAPTER I
INTRODUCTION

A. Backgrounds

Sanitarians (also known as Public Health Inspectors or Environmental Health


Practitioners) are responsible for taking action to protect public health, including
administering and enforcing laws related to environmental health and providing
support to minimize occupational health and safety hazards. They are involved in a
variety of activities, for example inspecting food facilities, investigating public health
disorders, and implementing disease control. Environmental health officers focus on
prevention, consultation, investigation, and educating the public regarding health risks
and maintaining a safe environment.
Sanitarians bring an understanding of microbiology, risk assessment,
environmental science and technology, food science, as well as skills and knowledge
related to monitoring and controlling infectious diseases. They must also have strong
investigative skills and a thorough understanding of the application of laws relating to
environmental health and society. Working closely with Government Ministries (such
as Health, Agriculture and Environment), local governments, businesses, groups, other
community institutions and individual members of the public, Sanitarians play an
important role in protecting public health.
Sanitation professionals are usually employed by local governments or state
health authorities to provide advice and implement public health standards.

DISCUSSION

A. Definition Of Sanitarians
Sanitarian or Sanitarian Personnel is every person who has completed
education in the field of environmental health in accordance with statutory provisions.

Sanitarians (also known as Public Health Inspectors or Environmental Health


Practitioners) are responsible for taking action to protect public health, including
administering and enforcing laws related to environmental health and providing
support to minimize occupational health and safety hazards. They are involved in a
variety of activities, for example inspecting food facilities, investigating public health
disorders, and implementing disease control. Environmental health officers focus on

B. Functions And Roles Of Sanitarians


1. Role as Implementer of Environmental Health Activities
a First function
Determine environmental components that influence human health.
Competencies that must be possessed:

1) Able to identify components that influence human health.
2) Use tools and materials according to procedures.
b Second function
Carry out inspections and measurements of environmental components
appropriately based on established procedures. Competencies that must be
possessed:
1) Choose tools and materials that suit your needs.
2) Use tools and materials according to procedures.
c Third function
informing inspection/measurement results. Competencies that must be
possessed:
1) Understand the forms of presenting examination results.
2) Presenting inspection/measurement results.
d Fourth function
Determine deviations from inspection results against clean sanitation quality
standards. Competencies that must be possessed:
1) Understand sanitation quality standards.
2) Able to use appropriate environmental sanitation standards.
3) Able to establish environmental diagnoses.

2. Role as an environmental health manager


a First function
analyzing the results of measurements of environmental components that
influence environmental health. Competencies that must be possessed:
1) Understand the negative impacts due to deviations in environmental
quality.
2) Using appropriate analysis methods.
b Second function
interpreting the results of measurements of environmental components that
affect human health. Competencies that must be possessed:
1) Compare the measurement results with environmental quality
standards.
2) Determine the storage of environmental quality parameters.

c Third function
designing and engineering solutions to environmental problems that affect
human health. Competencies that must be possessed:
1) Understand how to overcome environmental problems that affect
human health.
2) Choose the right coping method.
3) Designing efforts to overcome environmental problems that affect
environmental health
d Fourth function
overcoming environmental health problems. Competencies that must be
possessed:
1) Understand management procedures.
2) Able to use existing resources.
e Fifth function
evaluating the results of countermeasures. Competencies that must be
possessed:
1) Determine the cleanliness criteria for countermeasures.
2) Determine evaluation instruments/tools.
3) Assess the cleanliness of countermeasures.

3. Role as Teacher, Trainer and Community Empowerment


a First function
inventorying people's knowledge, attitudes and behavior regarding
environmental health. Competencies that must be possessed:
1) Develop an instrument for collecting data on knowledge, attitudes and
behavior regarding environmental health.
2) Collect data on knowledge, attitudes and behavior about environmental
health.
b Second function
determining knowledge, attitudes and behavior regarding environmental health
that need intervention. Competencies that must be possessed:
1) Understand people's knowledge, attitudes and behavior in accordance
with health regulations.

2) Choosing a form of knowledge, attitude and behavior intervention.
c Third function
planning forms of intervention to change knowledge, attitudes and behavior
regarding environmental health. Competencies that must be possessed:
1) Understand intervention methods.
2) Designing strong forms of intervention.
d Fourth function
mplementing interventions against people's knowledge, attitudes and behavior
that are not in accordance with health regulations. Competencies that must be
possessed:
1) Understand the management of attitude and behavior interventions
2) Explore resources in the community
3) Developing a partnership network for solving environmental health
problems

e Fifth function
evaluating the results of the intervention. Competencies that must be

1) Determine the criteria for success of the intervention

4. Role as an Environmental Health Researcher


a Fourth function
implementing interventions against people's knowledge, attitudes and
behavior that are not in accordance with health regulations. Competencies that
must be possessed:
1) Collect environmental health data.
2) Formulate environmental health problems.
b Fifth function
evaluating the results of the intervention. Competencies that must be
possessed:

1) Able to make appropriate technological research proposals in the field
of environmental health
2) Mobilize resources.
3) Prepare research reports.

C. Competence Of Sanitarians
In carrying out their roles, functions and competencies, sanitarian personnel
must have competencies in accordance with competency standards. Description of the
competency standards for sanitarians/environmental health experts according to
educational level.
Sanitarian professional educational qualifications are graduates of the Hygiene
Inspector Assistant School (SPPH), Health Controller Academy (AKK), Health
Inspector Academy (APK), Sanitarian Technology Health Inspector Academy (APK-
TS), Environmental Health Expert Education (PAM-KL), or Higher Education
graduates who carry out comprehensive Environmental Health Education as stipulated
in the National Conference (MUNAS) V HAKLI dated 22. September 2006 with
Decree Number 01/.MUNAS/2005

D. Contributions Of Sanitary Inspectors To Environmental Health


The contribution of the environment in realizing health status is essential in
addition to issues of community behavior, health services and hereditary factors. The
environment makes the biggest contribution to the emergence of public health
problems.There are several definitions of environmental health (as the main task of
Sanitarians), including:
1. According to WHO: Those aspects of human health and disease that are determined by
factors in the environment. It also refers to the theory and practice of assessing and
controlling factors in the environment that can potentially affect health. Or if it is
concluded "An ecological balance must exist between humans and the environment in
order to ensure a healthy state of humans."
2. According to HAKLI (Indonesian Association of Environmental Health Experts): An
environmental condition that is able to support a dynamic ecological balance between
humans and their environment to support the achievement of a healthy and happy
quality of human life.

E. Duties Of A Sanitary Inspector ready-to-eat food processing place
To produce safe and quality ready-to-eat food and prevent disease transmission to
consumers, the Ready-to-Eat Food Industry must be guided by the CPPSSB. Bad food
production practices can result in low safety and quality of ready-to-eat food which
can have an impact as a cause of poisoning cases. If this happens, the fast food
industry will suffer losses and employees may lose their jobs. It is hoped that good
food safety practices can avoid health problems and economic consequences as a
result of food poisoning and production failures. In good ready-to-eat food production
methods, good practices are explained from raw materials to ready-to-eat food.
1. Carry out Water Quality Surveillance.
2. Carrying out Risk Analysis and Recommendations for Follow-up Water
Quality Monitoring.
3. Conduct Food Sanitation Hygiene Quality Surveillance.
4. Carrying out risk analysis of food sanitation hygiene quality and follow-up
recommendations.
5. Communicating Information and Education on Quality Protection, Hygiene,
Food Sanitation.
6. Carry out Hygiene Supervision of Food Handlers.
7. Conducting Surveillance on the Sanitation Quality of Building Facilities.
8. Handling Waste Management Risks in Efforts to Protect Public Health.
9. Reducing the Risk of Liquid Waste in the Context of Protecting Public Health.
10. Handling liquid waste risks in the context of protecting public health.
11. Carrying out Environmental Health Interventions in the context of Vector
Control.
12. Carrying out Environmental Health Interventions in the Context of Controlling
Disease-Carrying Animals.
13. Carrying out Early Environmental Health Awareness Efforts Facing Matra
Conditions.

F. Sanitary Inspector's Workplace


1. Environmental Health Inspector person in charge and law enforcer in the field
of public health.

2. Specialist in Environmental Safety Working in the field of environmental
health and safety is a big responsibility, you will clean up areas experiencing
pollution, reduce waste and provide advice to policy makers.
3. food safety inspectors who protect consumers from dangerous food. Carrying
out daily inspections of food products is the duty of food safety inspectors.
4. Air Pollution Analyst help maintain public health by becoming an air pollution
analyst and researching why pollution occurs and finding ways to overcome it.
5. Water and Soil Protection Specialist carry out prevention of water and land
pollution which will be dangerous for the community.
6. Environmental Toxicology conducting experiments in the laboratory, doing
field work, and also using computers for work.
7. Waste Management Officer who manage waste facilities and carry out waste
processing to minimize negative effects on the environment.

A. Conclusion

B. Suggestion
Sanitation inspectors need to pay attention. Because, if there are no sanitation
inspectors, the spread of disease will increase without supervision. So a Sanitation
inspector is an absolute must..
