Message
The Barangay Development Plan is indeed a strong instrument towards our destiny of
development. Through this we can express our needs and priorities.
As the Punong Barangay of Tala-o, Gitagum, Misamis Oriental it has been my desire to
come up with to come up with a comprehensive Barangay Development Plan that serves as
guide in reaching towards our vision, mission and goals.
I enjoin the Barangay residence in particular to maintain the spirit of active participation
in the implementation, monitoring and evaluation of the projects in our Development Plan. To
the Sangguniang Barangay, your commitment and support to this endeavor is our inspiration
with all hopes that being and officials we will serve as the key in looking forward for a better
solution to the problems of the Barangay. And to all our residents I am encouraging you to do
our share regardless of the position that we might be occupying for the betterment of our
beloved barangay Tala-o for the years to come. With this I take my please in conveying my
heartfelt felicitations to you my beloved for your usual support in this undertaking.

RATIONALE
The Local Government Units are mandated to provide basic services to promote the
overall development of the community and its people. However it is reality that most urban
communities do not have the financial capability to implement the identified demand driven
programs and projects. Hence the need to prioritize the projects in order to maximize the
utilization of limited funds.
The plan is primarily aimed at presenting and appreciating the existing situation by the
barangay people themselves, analyzing the situation using standards and other means of
measurement to come up with identification of needs and corresponding intervention.
The scope and coverage of the plan is limited only to the barangay of Tala-o, Gitagum, Misamis
Oriental covered for the period of Three (3) years. The plan composed of Socio-economic
profile which is the participatory rural appraisal which defines the collective Ideas of the
residents in terms of the history, culture, traditions and resources in the barangay.
METHODOLOGY
The participatory approach in plan formulation was used giving weight to the data and
shared in workshop by local capacity to analyzed, plan and make decisions take action resolve
conflicts, monitor and evaluate program projects by its sector.
This effort is just the beginning of an organized and orderly journey towards
development.
Until such time that some civic minded individuals, in the persons of MR. PONCIANO M.
JABLA and MR. SILVERIO S. YAMARO, gathered themselves and shared ideas, and thereby decided
to consult the people living in this sitio, to weather like or not, they agree to separate from their mother
barangay and formed a separate Barangay.
Through the initiative and good ideas of these individuals, the Sitio of Tala-o became a legal
Government Unit of Regular Barangay, by virtue of Provincial Board Resolution No. 115, dated
February 26, 1968.
The First Barangay Tala-o Officials were:

The name Tala-o is derived from the name small bees was called TALA-O. There were so many
small bees living in any branches of trees, that even the children of young age, were afraid to those
bees.
As years went by, and the population of barangay Tala-o began to increase. The small bees
named Tala-o appeared as a BARANGAY TALA-O.
VISION-- an Agro Economic Barangay in Misamis Oriental, with responsible, industrious, God-loving,
and gainfully earning citizens. Living in a healthy resilient, Infrastructure posilities, healthy, clean, and
ecologically balanced environment governed by responsive barangay officials.
MISSION—To Promote new Agri-Industrial Technology for the upliftment of the economic condition,
effective delivery of basic services and facilities, develop values formation, ensure eco-balanced
environment, and broaden the competence of the barangay officials
GOALS--Enhance a stable socio-economic condition, sound ecology, fair and just of basic services,
self-discipline and positive attitude towards people empowerment.
.The consolidated financial statements have been prepared in accordance with the Generally
Accepted Accounting Principles and Standards.
GEOGRAPHICAL LOCATION
Location Map
Barangay Tala-o is bounded by Barangay Burnay in Northern part and south is Barangay Cogon, East
by Barangay Poblacion and in West by Barangay C.P Garcia. The Barangay distance is 3.710 kms to
Gitagum Municipal Hall.
The barangays land facets is characterized by 0-5% level to nearly level, 30-40% steep, 7-18%
undulating to rolling. It presents a general terrain of a surface configuration of undulating to gently rolling
slopes and from hilly to mountainous.
The climate of the Philippines is tropical and maritime. It is characterized by relatively high temperature,
high humidity and abundant rainfall. Base on the distribution of rainfall, four climate types are
recognized. Based on the Corona Climate Classification (Geohazard Report of Collantes, M.G.B.,
Lucero E.S. and Asis, J.C.V.), the municipality of Gitagum falls under Type III which means the seasons
are not very pronounced, dry from November to April and wet during the rest of the year. Heavy rains
usually occurs in the month of January, February, September and December. The municipality receives
1,000-2,000 millimeter of rain per annual average and 124.. 4-168.i millimeters annual monthly average.
Based from PAG ASA , the wettest month are from, July to December for calendar year 2023 with
monthly rainfall varying from 504.6, 409.9 305.8 and 232.7 millimeter (mm). On the other hand, the
driest period runs from December to May having monthly rainfall ranging from 3.4 mm and 6.8 mm for
the year 2023.
Barangay Tala-o belongs to the Upland barangays which is divided into Seven (7) puroks.
The Population and Households of Barangay Tala-o are distributed by Seven (7) puroks that
majority of households located in purok 4. The least number of households located at purok
3A.
As of this year 2024 the total population 1,336 of Barangay Tala-o is composed of 666 male
and 670 female. Both the population of male and female in the barangay is distributed equally.
The total number of households is 345 which are divided into seven (7) puroks.
The barangay population is predominantly on the age group of 18-35 followed by the
age group of 6-12 then by the age group of 36-50 ages.

Based on Barangay health workers survey majority of the household has access to sanitary
toilet. Out of 196 Total number of households 178 have access to sanitary toilet facilities 15
families shared and 3 have no access to sanitary toilet facilities.
1.2.2 EDUCATION
There are One (1) Elementary School and one (1) Daycare Center present in the barangay
named Tala-o ElementarySchool and Child Development Center.The Tala-o Elementary
School and Daycare center at present has 1:1 teacher-classroom.Comfort rooms are the only
available facilities in the school. There is no secondary school in barangay Tala-o. Students
attend to the nearest barangay like Brgy. Poblacion where Matangad National High School
(MANHS) and Barangay Poblacion Santo Nino National High School (SNHS) is located.
1.2.2.1 Religion
The practice of religion in barangay Tala-o is epitomized
in activities done during patronal fiesta celebrations conducted
on 11th and 12th day of October in honor of Nuestra Senora
del Pilar. The activities such as sports competition and so
on to give grace and sportsmanship to the people of the
barangay.The residents of barangay Tala-o is predominantly
Roman Catholic. Other religious affiliations include seventh
Day Adventist, Iglesia ni Cristo and other religious affiliations.

2.2.1 ELECTRICITY
Electricity from the barangay is served by MORESCO-1 (Misamis Oriental -1 Rural Electric Service
Cooperative Inc.) It serve s only 335 Households with access to electricity. 10 household without

Water supply of the Barangay Tala-o is rated to fair due to the Insufficient of water supply in the
barangay and rotation schedule of water. Majority of the household using level III of their water
distribution as source on deep well. It is not enough of the community distribution of supply of water.

In this sector it covers the income generated of the household engaged in small scale
business in the barangay and source of income to sustain daily needs of the family. The use
of present technology for fast and easy access of communication.
2.3.2 Transportation
The barangay can be reached through any mode of land transportation. Motorcycles and
tricabs are commonly used by the residents for fast and easy access on their daily lives.
2.3.3 Communications
Communication facilities are hand-held radio provided by the provincial government for easy
access in terms of disaster and peace and order in the barangay. Globe and Smart
Telecommunications Companies also provide an easy access to communication through
cellular phones. The signal of said telecommunication companies reaches in most part of the
barangay.

The barangay has 4 water source deep well in Purok 3, Purok 4, purok 5 and purok 2A.
Water is also a priority of the barangay as essential needs of people in daily lives.

3.3.4 PUBLIC ASSEMBLY AREAS
Assembly Area
Mandatory Barangay Assembly held at barangay stage Covered Court by every 1st and 2nd
semester of the year.
Non-biodegradable wastes such as plastics and bottles also came from household
consumption.
The residents usually reuse the plastics from mineral water and bottles. These are being used
as water containers or Cans are collected to sell at junkshop buyer.
Agricultural wastes such as dried leaves burned in backyard. The residents aside from the
wood, coconut hush used to cook food.

a. Existing Situation
The farmers in the barangay are still using old methods of farming, due to the lack of
modern farming equipment. Inadequate farm tools and equipment’s in this barangay
resulted to non-modernization goal on food sufficiency since farm machineries play a
vital role on agricultural production & profitability. The residents is cattle to cultivate land
for farming
