A RESOLUTION CONFIRMING THE APPOINTMENT OF MR. JULIUS C. NAVARRO AS THE

SANGGUNIANG KABATAAN SECRETARY AND MR. DANN VENCE C. PELICANO AS THE
SANGGUNIANG KABATAAN TREASURER OF ZONE III SOGOD, SOUTHERN LEYTE.
WHEREAS, Section 7 of Republic Act 10742, otherwise known as the Sangguniang Kabataan Act of
2015 requires the Sangguniang Kabataan Chairperson, with the concurrence of the majority of all SK
members, appoint from among the Katipunan ng Kabataan, a secretary and a treasurer;
WHEREAS, Sangguniang Kabataan Chairperson Hon. Rhett Anthony T. Gabronino presented to the
council his appointed Sangguniang Kabataan Secretary MR. JULIUS C. NAVARRO and MR. DANN VENCE C.
PELICANO as the Sangguniang Kabataan Treasurer;
WHEREAS, both MR. JULIUS C. NAVARRO and MR. DANN VENCE C. PELICANO possesses all the
qualifications for a Sangguniang Kabataan Secretary and Treasurer as provided under Section 10 of R.A.
10742;
WHEREAS, the Sangguniang Kabataan of Zone III after a thorough deliberation approved and
concurred the appointment of MR. JULIUS C. NAVARRO and MR. DANN VENCE C. PELICANO;
NOW THEREFORE, on motion by SK Member Jomar T. Tubilla and duly seconded by all SK Members ;
RESOLVED, as it is hereby resolved, to confirm the appointment of MR. JULIUS C. NAVARRO

Sangguniang Kabataan Secretary and MR. DANN VENCE C. PELICANO as the Sangguniang Kabataan
Treasurer of Barangay Zone III Sogod, Southern Leyte until the end of the term of the appointing authority
unless sooner removed.
RESOLVED FURTHER, that copy of this resolution shall be given to MR. JULIUS C. NAVARRO and MR.
DANN VENCE C. PELICANO for their file, copy furnish to the Municipal Local Government Operations Office
and the Local Youth Development Office as Sogod, Southern Leyte for their information and record.

WITHDRAW THE AMOUNT OF NINE THOUSAND PESOS ONLY (Php. 9,000.00) PAYMENT
FOR THE DISCLOSURE FRAME TO SOGOD INTERNATIONAL GLASS SUPPLY.
WHEREAS, in Memorandum Circular No. 2023-068, SUBJECT: SK FULL PUBLIC DISCLOSURE (FPD)
POLICY: POSTING OF SK-RELATED DOCUMENTS IN THE SKFPD POLICY BOARD ;
WHEREAS, Republic Act (RA) No. 10742 otherwise known as the SK Reform Act of 2015, as
amended by RA No. 11768 provides for the powers and functions of the SK. Section 8(i) of which mandates
the SK to adopt and implement a policy on full public disclosure of all its transactions and documents
involving public interest;
WHEREAS, (2.0 PURPOSE) 2.1 these circular aims to provide the guidelines on the SK Full Public
Disclosure (FPD) Policy and the prescribed dates for posting the SK-related documents in the SKFPD Policy
Board;
WHEREAS, (4.1.2 DUTIES AND FUNCTIONS) 4.1.2.1.3 Set up the SKFPD Policy Board in the
designated area as identified by the Punong Barangay. The SKFPD Policy Board may vary as to size
depending on the available resources of the SKs, as long as the documents posted are readable and are
labelled accordingly;
WHEREAS, Sangguniang Kabataan Chairperson Hon. Rhett Anthony T. Gabronino make an

immediate action to canvass for making the Disclosure Frame for the durability purposes with it comes
posting to avoid fading or blowing on air might be lose it in here posting area so, the Sogod International
Glass Supply will be the one who make the disclosure frame;
NOW THEREFORE, on motion by SK Member Redentor C. Navarro Jr. and duly seconded by all SK
Members;
RESOLVED, as hereby resolved, by the Sangguniang Kabataan of Brgy. Zone III in session assembled,
to approve Resolution no. 5 series of 2023 entitled “authorizing the Brgy. Treasurer Mr. Jayson F. Emperwa
& Punong Barangay Hon. Nathan A. Gabronino to utilize the SK Fund and withdraw the amount of Nine
Thousand Pesos Only (Php. 9,000.00) payment for the disclosure frame to Sogod International Glass
Supply”.
RESOLVED FURTHER, that copies of this resolution be furnished to DILG and other concerned
offices.

ON JULY 23-29, 2023 HELD AT BRGY ZONE III SOGOD, SOUTHERN LEYTE.
WHEREAS, in accordance to R.A 10742 also known as “Sangguniang Kabataan Reform Act of 2015”
Section 20 (c) All Sangguniang Kabataan funds shall be allocated in an annual budget, and if the funds
allow, in a supplemental budget in accordance with the adopted Annual Barangay Youth Investment
Program. Both Comprehensive Barangay Youth Development Plan and Annual Barangay Investment
Program shall give the priority to programs, projects and activities that will promote and ensure the
SPORTS DEVELOPMENT, Equitable Access To Quality Education, Environmental Protection, Climate Change
Adaptation, Disaster Risk Reduction And Resiliency, Youth Employment And Livelihood, Health and Anti-
Drug Abuse, Gender Sensitivity, and Capability Building which emphasizes leadership training ;
WHEREAS, the Sangguniang Kabataan celebrate annually the 8 th Summer Youth Fest 2023, this
activity commits itself for public and youth development, growth and wellness. This event composed of
different activities that will measure the capability of youth in different areas. Summer Youth fest
Organized since May 2013.
WHEREAS, highlighting the excellence of youth sector in sports, literary musical and academic
activities.
WHEREAS, to build strong relationship with organizations that share our aims, increasing the
capacity of young people to build on their skills and aptitudes for their own personal growth and their
community’s long term success and development.
WHEREAS, to create an active youth inter-generational equity and practice.

WITHDRAW, ENDORSE OR NEGOTIATE CHECK, OTHERWISE DEAL WITH THE
LANDBANK OF THE PHILIPPINES – SOGOD BRANCH AND FOR OTHER PURPOSES
REGARDING THE ACCOUNT OF “BRGY. ZONE III - SOGOD SK”
WHEREAS, the passage of Republic Act 10742 also known as “SK Reform Act of 2015” provides for
the establishment of Sangguniang Kabataan. Its main purpose is to afford the youth a medium to
effectively express their views and opinions and to participate in Barangay Governance. In order to fulfil its
mandate to uplift the general welfare of youth, it should assume the role as active, supportive and
participating partner of the government in formulating programs, projects, strategies and other initiatives.
It is provided with powers and resources to become partners in nation-building.
WHEREAS, in accordance to the above provision of the law, Sangguniang Kabataan Council are
obliged to open an account to any government depository bank for all the transactions to be made by the
federation.
WHEREAS, it is a noble intention of the Sangguniang Kabataan of Barangay Zone III to safeguard all
the funds that may be collected by the SK Municipal or Provincial in the Exercise of its power an as well as
those shares coming from the lower federation.
WHEREAS, Landbank of the Philippines – Sogod Branch shall be the official depository bank of
“BRGY. ZONE III – SOGOD SK” since the seat of the BRGY. ZONE III is situated at Sogod;
WHEREAS, Hon. Rhett Anthony T. Gabronino and Dann Vence C. Pelicano are hereby authorize to
OPEN, DEPOSIT, WITHDRAW, ENDORSE OR NEGOTIATE CHECK, OTHERWISE DEAL WITH THE LANDBANK
OF THE PHILIPPINES and shall be the official signatories of all the transactions to be made under the
account of “BRGY. ZONE III – SOGOD SK” by virtue of being elected officers of the federation.
NOW THEREFORE, on motion of Hon. Redentor C. Navarro Jr. and duly seconded by all SK Members
present to pass and approve “A RESOLUTION AUTHORIZING THE SK CHAIRPERSON HON. RHETT ANTHONY
