Note 2:

(a) While quoting their rates, Bidders shall consider the various provisions of The Central Goods and Services Tax Act, 2017(CGST)/ Integrated Goods and Services Tax
Act, 2017(IGST)/ Union Territory Goods and Services Tax Act, 2017 (UTGST)/ respective state’s State Goods and Services Tax Act (SGST) also, as notified by
Central/State Govt & as amended from time to time and all taxes, duties, and levies applicable to the contract. Bidders shall also ensure that full benefit of Input Tax Credit
(ITC) likely to be admissible to them is duly considered while quoting rates.

(b) The successful bidder who is liable to be registered under CGST/IGST/UTGST/SGST Act shall submit GSTIN along with other details required under
CGST/IGST/UTGST/SGST Act to the Employer within 28 days from the date of the award of contract, without which no payment shall be released to the contractor. The
contractor shall be responsible for deposition of applicable GST to the concerned authority. In case the successful bidder is not liable to be registered under
CGST/IGST/UTGST/SGST Act, the Employer shall deduct the applicable GST from his/their bills under reverse charge mechanism (RCM) and deposit the same to the
concerned authority.

demarcation, disposing off surplus unusable cut spoils as per directions of the engineer, and top and side

include compaction of cutting formation and initial compaction of sub-soil where cut-spoils are used in filling.
The rate shall not include cutting of trees with girth above 30 cm and compaction of cut spoils in filling, which
shall be paid separately.

Note-
(1) Rock spoils such as stones, boulders, pebbles, gravels etc available from excavation, if are found suitable
for use in works as per required specifications even after modifications etc., can be used free of cost but the
legally payable royalty and taxes are to be paid by the contractor to the concerned authorities.
(2) Payment for earthwork in excavation for pucca drains shall not be payable under this item and the same
shall be paid under item no. 7005.

kept starting for first payment of plantation and to be repeated every month before processing the payment.
The payment shall only be made for surviving plants as per joint census.
a) 40% payment will be made immediately after plantation.
b) 30% will be made for the first year maintenance of plantation. (To be paid Pro-Rata on monthly basis).
c) 20% will be made for the second year maintenance of plantation. (To be paid Pro-Rata on monthly basis).
d) 10% will be made for the third year maintenance of plantation. (To be paid Pro-Rata on monthly basis).

post shall be strutted on both sides and end post one side only and struts embedded in cement concrete
(1:2:4) block of size 0.23 x 0.23 x 0.23M, provided with 3 horizontal wooden/bamboo ballies of 15 cm girth
(min) fixed with G.I. staples/binding wire/nail driven into the posts including 2 bands (red and white) 300 mm
long shall be painted with water bound paints on the ballies including horizontal members and two bands
(100mm apart) of yellow reflective tape of width 50mm shall be pasted on top white band of vertical posts.
The rate includes cost of all materials including cement. After execution of all works requiring safety fencing in
particular stretch, the fencing shall be removed with the approval of the Engineer-in-charge and formation shall
be repaired to its profile and released materials will be contractor’s property.

1015A Maintaining including watch & ward and repairs of the barricading provided as per item no. 1015 including cost 0 meter 6 -
of all contractors’ men, materials, tools and plants required in this regard.

Note: The payment will be made for the length maintained during the month at the rate mentioned here till the
barricading is required to be maintained at site as per directions of the Engineer. However, a deduction of
double the rate mentioned here shall be made for a km, if any length of barricading is found to be
missing/damaged/in-effective in that km, before the Engineer has directed for its removal.

1016 Providing barricading with the help of fencing along the running track where the work is to be done in close 0 meter 641 -
vicinity of the track. The fencing shall be minimum 1.5m high with MS angle posts 1.8 m height of size 50 x
50 x 6mm provided with hooks etc. placed every 2.0m apart, embedded in cement concrete (1:2:4 ) blocks of
size 0.23 x 0.23 x 0.23M and every 15th post (or nearer, if there is abrupt change of ground slope), last but
one end post and corner post shall be strutted on both sides and end post one side only and struts embedded
in cement concrete (1:2:4) block of size 0.23x0.23x0.23 M, provided with 5 horizontal lines and two diagonals
of G.I. barbed wire 9.38 kg/100m (min) between the two posts fitted and fixed with G.I. staples driven into the
posts including 2 bands(red and white) 300 mm long shall be painted with water bound paints on the ballies
from top and two bands (100 mm apart) of yellow illumimous tap of width 50 mm shall be pasted on top white
band. The rate includes cost of all materials including cement. After execution of all works requiring safety
fencing in particular stretch, the fencing shall be removed with the approval of the Engineer-in-charge and
formation shall be repaired to its profile and released materials will be contractor’s property.

1024 Compaction of embankment slope using hydraulic slope compactor attached to Excavator by doing 2 or more 0 Sqm 18 -

inclusive of all men, materials, equipment, watering arrangement, fuel etc. complete.

Note:
Daily record of compaction in chainage from… to… shall be jointly signed by representatives of Engineer and

1026 Conducting in-situ Portable Impulse Plate Load Test (for determination of EV2 as per Comprehensive 0 Each 620

mentioned above), which shall be paid separately. The minimum Ev2 Criteria as mentioned in the
guidelines shall be applicable. The rate shall include cost of all field and laboratory tests including those

Note for Item 1001:


1. The category of soil to be used in subgrade shall be locally available soil within a reasonable distance for
a block section along the alignment.
2. Please note that Shrinkage Allowance shall be deducted as per provisions of para 7.1.1.5 of RVNL
Standard Specifications.
3. The quantities indicated for sub item no. 1001 (a), 1001(b) and 1001 (c) are tentative and may vary
depending upon actual availability of the soil for use in subgrade and hence variation in quantities shall be
determined combining quantities of item no. 1001(a), 1001(b) and 1001(c) for applicability of new rates as
per GCC clause 12.3.

1001 (A) Earthwork in filling for Prepared Subgrade using contractor's earth of approved quality (SQ2/SQ3) adopting 0 Cum **
Two layer system of formation where subgrade is being made with lower category soil as per
Comprehensive guidelines and specifications for Railway formation issued vide specification no.
RDSO/2020/GE:IRS-0004 in September 2020, procured from outside railway land including site
clearances, spreading loose earth in layers of maximum 30 cm thickness using grader up to extra width of
0.5 m beyond designed profile, compaction using vibratory compactors, top and side dressing and removal
of extra earth from sides to provide final formation as per designed profile as per RDSO Guidelines. The
minimum Ev2 Criteria as mentioned in the guidelines shall be applicable. The rate shall include cost of all
field and laboratory tests excluding CBR tests and Plate Load Test for determination of EV2 which will be
paid vide separate BOQ items.

Note:
1. Lead for earth upto 1 Km is included in the rate.
2. Lead beyond 1 Km shall be paid separately based on lead chart under item no 1003(A).

1005 Providing and laying blanketing materials of specifications as per RDSO guidelines for design 0 Cum ** -
/Construction of formation on Indian Railway track issued vide letter no. RS/G/108/Heavy Axle Load
dated 26.10.2016, using well graded granular material having Cu>7, Cc between 1 and 3, fines
(passing 75 microns) between 3% to 10%, minimum Soaked CBR value of 25 and compacted at
100% of MDD in layers of maximum 30 cm thickness in loose state using graders and compaction using
vibratory compactors, top and side dressing to provide final formation as per designed profile. The rate
shall not include compaction, which shall be paid separately.

NOTE:
1) If naturally available materials do not meet the laid down specifications, the blanket material has to be
produced by mechanical process using mechanical crushing or mechanical blending method or combination
of these two methods as given in the Appendix-C of RDSO Guidelines and Specifications for Design of
Formation for Heavy Axle Load -2009. The rate for this item is inclusive of the production of material by
mechanical process as per above mentioned RDSO guidelines and in case such mechanical process is not
required to be used in providing and laying of blanketing material due to availability of natural blanketing
material conforming to laid down specifications, the rate of this item shall be reduced by Rs. 250/- per cum.
2) The filter criteria and minimum EV2 Criteria as mentioned in the guidelines of 2009 is not applicable.
3) The rate shall include cost of all field and laboratory tests except CBR tests which will be paid vide

4) Payment will be made on actual stack measurement for quantities after deducting 10% for voids from
gross quantities.
5) The levels of formation are to be taken at every 20 m at centre line of track, ballast toe and at the end of
formation on both sides at the time of handing over of the formation to the linking contractor. The same shall
be recorded in the presence of representatives of formation contractor, linking contractor and PMC. This
shall be done to identify stretches requiring rectification. Measurement of undulations is to be linearly
interpolated between subsequent readings at 20m interval to arrive at the length and width of rectification.
If the levels are found to be beyond the permissible limits as +/-3 Cm, only then the stretch will require
rectification.
6) The formation contractor shall be given opportunity in writing to complete the rectification work within 7
days of its identification in a block section, falling which it shall be handed over to linking contractor to carry
out the rectification work. Payment for such rectification Paid to the linking contractor shall be deducted from
the dues of the formation contractor. In case DLP of the formation contractor is already over then such
recovery shall not be made.

accepted rates shall be payable in case of Manual linking.
5) During the maintenance of track after commissioning, all arrangement for transportation of labour, T&P etc will have to be done by contractor at his own
cost. Necessary T&P for track maintenance will be produced by the contractor including consumables. The rate includes all such requirements.

6) The payment of rail cuts and drilling holes will be done as per final layout of mainline/loop line /sidings and turnouts etc. Rail cuts/ hole drilling required

1 The brief scope of work is manufacturing and installation of rubberised level crossing pads
of approved quality having width approx. 3.5 Mtr. conforming to specification given in the
tender schedule. The rate includes all prevailing taxes and warranty etc. required to complete
the work.
2 Contractor has to submit his own drawing acceptable to RVNL and all other documents in
accordance with “Functional specification for Rubberized surface at level crossings” as
issued by RDSO in July 2019. The order for purchase shall only be placed with prior approval
of Engineer.
3 In case of level crossing on any crossover, the measurement of the rubberised surface will

contractor.

Note 2: Alternatively if suitable accommodation is available on hire basis at suitable


location acceptable to the employer, the contractor can arrange the same under the item
but in such a case the payment shall be regulated as below.
(a) 10% payment shall be made on completion of one month from the date of making
available the office fit for functioning.
b) Remaining 90% payment shall be paid in equal monthly instalments that is
(0.9xQuoted rate) / (Stipulated Completion period in months + defect liability period in
months).

Note 3: In case stipulated period gets extended, payment on monthly basis, under this
item, in such extended period, shall be made as under;
