and the exercise of power and authority so that society
is able to manage its development processes and
resolve social conflict.
WHAT IS E-GOVERNANCE?

E-governance or electronic governance is the


delivery of government services and information to the
public using electronic means. Such means is called
Information Technology. IT in government facilitates an
efficient, speedy and transparent process for
disseminating information to the public and other
agencies, and for performing government
administration activities.
IMPORTANCE OF E-GOVERNANCE

can address fundamental problems like


unemployment and low productivity as well as the
deteriorating quality of education and manpower
development
would effect greater transparency in government
operations, increase the capacity of public sector
organizations and foster pro-active participations of
citizens in government
can transform relations with citizens, businesses and
other arms of government in the delivery of services
I-GOVERNANCE FOR DEVELOPMENT

I-governance or Integrity-based governance is not


about e-governance alone. I-governance is largely about
leadership values and principles that can make or break
governance framework for development.
It does not only include the optimum use of
information and technology but involves as well the equally
important functions of integrity, innovation, integration,
interaction, intelligence, impact and inclusion as fundamental
requirements for effective and good governance.
CONCEPT OF STATE
State is a community of persons, more or
less numerous, permanently occupying a
definite portion of a territory, having a
government of their own to which the great
body of inhabitants render obedience and
enjoying freedom from external control.

GOVERNMENT

 DEFINITION: it is the agency or instrumentality thru which


the will of the state is formulated, expressed and realized

 IMPORTANCE: Government exists and should continue to


exist for the benefit of the people governed. Without an
organized structure of government, anarchy and disorder,
and a general feeling of fear and insecurity will prevail in
society, progress and development will not be possible and
values taken for granted.
