RESOLUTION NO. 12
Series of 2024

“A RESOLUTION ALIGNING THE ANTI-ILLEGAL

DRUGS PROGRAMS, PROJECTS AND ACTIVITIES
(PPAS) OF THE BARANGAY ANTI-DRUG ABUSE PLAN
OF ACTION (BADPA) WITH THE BUHAY INGATAN,
DROGA’Y AYAWAN (BIDA) PROGRAM.”

Whereas, the Philippine Constitution mandates that the government shall promote
the quality of life of the people;

Whereas, Section 2 of the Comprehensive Dangerous Drugs Acts of Republic Act

9165 declares that it is the policy of the state to safeguard the integrity of its territory and the
well-being of its citizenry particularly the youth, from the harmful effects of dangerous drugs
on their physical and mental well-being and to defend the same against acts or omissions
detrimental to their development and preservation;

Whereas, DILG Memorandum Circular No.2015-63, dated June 16, 2015 and DILG
DDB JMC 2018-01 dated May 21, 2018 were issued to emphasize to local authorities
especially barangay officials their principal responsibilities in support of overall government
efforts to maintain peace and order particularly to curb illegal drugs and other substances
and to provide guidelines in the functionality and effectiveness of Barangay Anti-Drug Abuse
Council;

Whereas, DILG MC 2022-141, dated November 9, 2022 titled Guidelines the

Formulation of the Local Anti-Illegal Drug Plan of Action (LADPA) and Barangay Anti-Drug
Abuse Plan of Action (BADAPA) was issued to systemize the planning process of LADPA
and BADPA; Harmonize all ADAC activities and interventions at all levels; Monitor allocation
and utilization of funds on all ADAC activities; and Ensure the integration and inclusion of
the LADPA in the POPS and BADPA in the BPOPS Plan;

Whereas, DILG MC 2023-0235, dated February 10, 2023 titled Guidelines in the
Implementation of the Buhay Ingatan, Droga’y Ayawan (BIDA) Program, stated among
others, that the LGUs shall ensure that all plans, programs and activities included in the
Local Anti-Drug Pla of Action and POPS Plan are anchored with the BIDA Framework;

Whereas, The Department of Interior and Local Government (DILG) Undersecretary

for Local Government Mario L. Iringan, issued an advisory dated March 21, 2023
encouraging all Anti-Drug Abuse Councils to issue a resolution aligning their PPAs under
their Local Anti-Drug Abuse Plan of Actions (LADPA with BIDA Program;

 Now therefore, on motion of Kagawad NOEL B. MONTEJO duly seconded by
Kagawad EDITO M. BRIAN, be it;

RESOLVED, as it is hereby RESOLVED to align the PPAs of the

Provincial/City/Municipality Anti-Drug Abuse Council under the LADPA/BADPA with the
BIDA Program

Resolved further, let copies of this budget resolution to be furnished all the
concerned agencies and individuals for information and references.
