1. PURPOSE

The purpose of this procedure is to provide a strategy for the management of hazardous waste during the
construction phase of the Project. This document describes the manner in which hazardous waste is to be
handled and disposed in order to ensure that pollution of the environment is prevented and to ensure
the health and well-being of persons at the Project and surrounding communities.

This procedure is applicable to all contractors and persons involved in the construction of the Project,
including Principal Contractors and their Contractors, working within the area.

The procedure is aimed at achieving the following key environmental objective with respect to the
Project:
To ensure the legal and appropriate management and disposal of hazardous waste, through the
implementation of a strategy for the management, temporary storage and removal of waste.

2. SCOPE
This procedure applies to Sakaka Project for which MSPL assumes responsibility for H&S Management,
whether as principal contractor or as part of a Temporary Joint Venture or Consortium.

3. GENERAL INFORMATION

3.1 GLOSSARY OF TERMS

Hazardous materials: Any substance or material that poses a hazard to humans or the environment.

Waste: As discarded by any person, or as accumulated and stored by any person with the purpose of
eventually discarding it with or without prior treatment connected with the discarding thereof, or as
stored by any person with the purpose of recycling, re-using or extracting usable products from such
matter. For the purposes of this procedure the definitions exclude mining wastes such as waste rock and
slimes.

Hazardous Waste: Waste that has the potential to have an adverse effect on public health and the
environment because of its inherent toxicological, chemical and physical characteristics. The
precautionary principle is applied in the case of any doubt about the potential danger of the waste stream
to man or the environment.

4. RESPONSIBILITIES

4.1 SPECIFIC RESPONSIBILITIES

Construction Manager: will be responsible for:

- Ensuring that all Contractors comply with the Waste Management Strategy.

Principal Contractor (MSPL) is responsible for:

- The appointment of a Waste Management Contractor (e.g. Inter waste) for handling of site
waste.
- For auditing / reference purposes, the Principal Contractor shall keep on file copies of the Waste
Management Contractor’s relevant documentation, as well as proof that the Waste
Management Contractor has disposed of waste at accredited landfill / disposal sites.
- The supply of waste containers for the separation and collection of the various waste types at
the various waste generating areas within their areas of work.
- The collection and removal of recyclable waste from site.
- The development of a Waste Storage Area from which waste can be collected by the waste
management Contractor.
- The consolidation of the various waste types and placement within the Waste Storage Area for
collection by the Waste Management Contractor.
- The placement of domestic waste in wheel bins for collection by the Waste Management
Contractor.
- The placement of general waste in the waste skips provided by the Waste Management
Contractor.
- The stockpiling and removal of builder’s rubble and disposal at a suitable site as agreed with
Project Management.
- The stockpiling of wood and placement within a single stockpile area for collection by the Waste
Management Contractor.
- The placement of hazardous waste including contaminated soils within a bunded area in
suitable containers at the Waste Storage Area for collection by the Waste Management
Contractor.

Waste Management Contractor: shall ensure that the appointed contractor is in compliance with all
relevant permits, accreditation, registration and certification to manage waste on the project site.

The Waste Management Contractor is responsible for:

- The supply of waste skips for disposal of general waste (other than domestic waste).
- The supply of wheel bins for the disposal of domestic waste by the MSPL.
- The collection of general waste and domestic waste from the MSPL Waste Storage Areas.
- The removal of general waste from site and disposal at a suitable landfill site (municipal landfill
site – in accordance with Municipal and Project requirements).
- The collection of wood from MSPL stockpile area and placement within a single stockpile area
identified by Project Management.
- The collection and removal of hazardous waste from site for disposal at a suitable landfill site at
Al- jouf region
- The supply of a Bioremediation Facility for the bioremediation of soils contaminated with
hydrocarbons including fuels, oils and greases.

- All vehicles entering the Project site shall comply with the Project Fatal Risk Standards / Fatal
Hazard Protocol Requirements
- Relevant environmental license conditions for collecting and/or treatment and/or disposal of
waste.
- Credentials to carry out the waste management activity
- Details of the landfill sites used under permission of Local authorities
- Details of licensed waste treatment methods

6. DEVELOPMENT

The successful implementation of this procedure is dependent on the appointment of Waste


Management Contractors.

6.1 WASTE STORAGE FACILITIES - MSPL WASTE STORAGE AREA

MSPL is to have a designated waste storage area within the respective laydown areas. This area will be
used for the storage of a general waste skip, wheelie bin and hazardous waste containers. MSPL Waste
Storage Area is to include a bunded area for the storage of hazardous waste. Provision should also be
made for the stockpiling of builder’s rubble and wood.

6.2 BIOREMEDIATION FACILITY

Soils that have been contaminated with hydrocarbons and are suitable for ex situ remediation are to be
taken to a designated bioremediation facility. This site will be supplied by the Waste Management
Contractor.

Hazardous and general waste is to be taken to a waste disposal site suitable for the final disposal of waste
generated on site and as agreed by Project Management. Hazardous waste is to be taken to a suitably
permitted site. General waste is to be taken to the local Municipality Landfill Site at Al Jouf region- KSA

6.4 WASTE CONTAINERS

MSPL shall provide containers at points where waste is generated within their areas of work. Separate
containers are to be supplied for:

- Domestic waste
- General waste (other than domestic waste)
- Hazardous waste (container will depend on type of waste)
- Recyclable waste (scrap metal, used oil, batteries, as required, etc)

6.5 WASTE SKIPS

Skips will be supplied by the Waste Management Contractor on instruction or request from the MSPL.
These are to be kept at the MSPL Waste Storage Area for the storage of general waste. The waste skips
will be collected by the Waste Management Contractor and taken to the centralised waste storage
facility. The full skip will be exchanged for an empty one. This will ensure that the MSPL is never without a
usable skip.

6.5.1 COLOUR CODING

The colour coding of bins will be as per the following illustration:

7. WASTE HANDLING

Waste is to be separated at source and separated into the following waste types:

- Domestic waste,
- Builders rubble (not contaminated with other waste),
- General waste (other than domestic and builders rubble),
- Hazardous waste,
- Wood,
- Recyclable waste, and
- Waste suitable for bioremediation

All HSE requirements must be considered and adhered to, including:

- The risk of fire,


- Pollution potential, and
- Use of correct PPE

Contractors who bring hazardous materials to site must remove all un-used hazardous materials, empty
containers and chemical waste from site when they demobilise. Contractors are required to dispose of
their hazardous material containers and waste appropriately. Land fill disposal of hazardous substances
will not be accepted unless specifically authorised by MSPL.

In the event of spillage or pollution, the incident must be reported immediately to ensure prompt action.

7.1 HAZARDOUS WASTE

Where possible, hazardous wastes are to be returned to the containers in which they were supplied.
When returning hazardous waste into containers, care should be taken not to mix different hazardous
chemicals within one container. The following steps should be taken with respect to the handling of
containers containing hazardous waste:

- The containers should be properly sealed and clearly marked:


- Mark the contents of the container clearly with a paint-marking pen in the middle of the
container;
- Letter size 10cm, freehand, but readable writing; and
- The date and company name underneath, in 5cm letters
- Full, sealed hazardous waste containers must be removed from the laydown area by the Waste
Management Contractor within 48 hours. All containers must be in a good condition, labelled
and properly sealed before removals. Under no circumstances are full containers to be stored at
the laydown area.

Used automotive batteries (and other batteries where an opportunity for recycling exists) are to be
recycled. Batteries suitable for recycling are to be identified and MSPL shall make arrangements for the
removal of such batteries from site.

7.1.2 USED OIL

This includes engine oil, transmission oil, hydraulic oil and transformer oil. All used oil generated will be
stored in approved sealed containers. The used oil containers are to be labelled “USED OIL” and stored
for the purposes of recycling. MSPL will make the necessary arrangements for the used oil to be removed
from site in order that it can be recycled. All the sub-contractors need to compliance with MSPL recycling
procedures.

7.1.3 OIL FILTERS

Oil filters are to be recycled as far as practicable. These are to be stored in a designated container, for the
purposes of collection by the supplier and recycling. MSPL shall make the arrangements for this to
happen.

7.1.4 ELECTRONIC WASTE

Electronic waste includes computer parts, cartridges and other electronic components. These parts are to
be recycled where possible. Electronic wastes that cannot be recycled need to be disposed as hazardous
waste.

7.1.5 ENGINE, TRANSMISSION, TRANSFORMER AND HYDRAULIC OIL

Contaminated old oil which cannot be recycled must be stored separately in a container, clearly marked
with the contents “CONTAMINATED OIL”. This is to be stored together with other hazardous wastes at
the MSPL Waste Storage Area.

7.1.6 DEGREASERS / SOLVENTS

This includes thinners, engine degreasers, solvents etc. All redundant / old degreasers and solvents must
be placed in clearly marked, sealed containers and sent to the MSPL Waste Storage Area for disposal as
hazardous waste.

7.1.7 REDUNDANT FUELS

This includes redundant diesel, petrol, aviation fuel, brake fluid, etc. All redundant flammable liquid types
must be placed in clearly marked, sealed containers and sent to the MSPL Waste Storage Area. All the
different types of products must be stored separately. This will be removed for disposal as hazardous
waste.

7.1.8 HERBICIDES AND PESTICIDES

This includes all herbicides and insect sprays and empty containers of such products. These are to be
handled as follows:
- All redundant / expired herbicides and insecticides must be placed in clearly marked / sealed
containers and sent to the MSPL Waste Storage Area.
- All plastic and metal containers (other than aerosols) which contained herbicides or pesticides
must be punctured, flattened and placed in a suitable container such as a drum labelled for
disposal as hazardous waste.
- Empty aerosol containers to be collected in a small container for disposal as hazardous waste.

7.1.9 PAINT AND CLEANING LIQUIDS

This includes: All left-over paint that cannot be used, redundant and old paint, cleaning liquids, such as
turpentine or any other brush cleaners, rags and empty paint tins. Left over / old paint, cleaning rags and
empty paint tins to be placed in a clearly marked, suitable container, like a drum. Soiled / redundant /
left-over liquids to be stored in suitable containers. The clearly marked containers to be sent to the MSPL
Waste Storage Area for disposal as hazardous waste.

7.1.10 ACIDS AND CHEMICALS

This includes: battery acid, pool acid and other corrosive fluids. All redundant / old acids and chemicals
must be kept / stored in separate, suitable, sealed containers away from other chemicals and hazardous
substances. The containers are to be sent to the MSPL Waste Storage Area for disposal as hazardous
Waste.

7.1.11 GASES

The following types of gases are included: hellion, LP Gas, Refrigerant, etc.

- Flammable gasses subject to thermal destruction.


- Minimum requirement defines that poisonous gasses be subjected to controlled destruction.
Non-flammable, non-poisonous gasses may be released into the atmosphere

7.1.12 ASBESTOS

This includes asbestos containing brake pads, asbestos off-cuts and any other asbestos products or
products containing asbestos. No asbestos material will be disposed of into scrap metal or domestic
waste containers. No asbestos items may be sold or recycled, ie. Asbestos roofing sheets. All asbestos
waste will be collected and contained (double, impermeable bags) in such a manner that it will not pose a
health hazard. This material is to be labelled and placed at the MSPL Waste Storage Area for disposal as
hazardous waste. The Waste Management Contractor is to be informed of the details of the asbestos
containing waste.

7.1.13 BATTERIES

Scrap batteries that are not suitable for recycling are to be collected in suitable, properly marked
containers (like small drums), and sent to the MSPL Waste Storage Area for disposal as hazardous waste.

7.1.14 FLUORESCENT TUBES

This includes fluorescent tubes, sodium vapour lamps and mercury vapour lamps. All fluorescent tubes /
lamps must be crushed and stored in a sealed container. Crushing should take place within a specifically
designed drum which prevents the release of mercury vapour when crushing. Once the container is a
maximum of ¾ full it is taken to the MSPL Waste Storage Area for disposal as hazardous waste.

7.1.15 EMPTY DRUMS / HAZARDOUS WASTE CONTAINERS

Where possible, empty drums / containers are to be re-used for disposing the waste of the product which
was originally supplied in the container. Care shall be taken to re-use the containers ONLY for the waste
of the same material that was supplied in it. Empty containers not used for the disposal of liquids are to
be handled in the same manner as the hazardous substance which they contained. Such containers are to
be sent to the MSPL Waste Storage Area for disposal as hazardous waste.

7.1.16 USED FILTERS

This includes oil, air and fuel filters. Filters suitable for recycling are to be identified and MSPL shall make
the arrangements for this to happen. Filters requiring disposal are to be placed in separate clearly marked
containers for the collection of used oil and fuel filters. Air filters must be stored separately from other
filters, in containers, clearly indicating “Air Filters”. Air filters are to be disposed of as general waste. Oil
and fuel filters are to be disposed of as hazardous waste.

7.1.17 ELECTRONIC WASTE

Electronic waste not suitable for recycling is to be placed in a suitably labelled drum for disposal as
hazardous waste.

7.1.18 SANDBLASTING WASTE

All sandblasting waste is to be collected in the containers (bags) it was supplied in. These containers will
be clearly marked and sent to the MSPL Waste Storage Area.

7.1.19 MEDICAL WASTE (BIO-HAZARD)

This includes sharp objects, contaminated bandages, cotton wool and spatulas, and other medical items
used. All first aid kits to be fitted with a suitable container for their waste type. Such waste is to be sent to
a hospital or clinic for disposal together with their medical waste.

Source reduction through accurate inventory control (e.g., purchasing only the amount of substance
needed for the task(s) and using up all that is purchased) will eliminate the need to address final
disposition as well as the costs and potential liabilities associated with it. If source reduction is not
feasible, the Sub-contractor shall investigate opportunities to return unused substances to the
manufacturer directly.

Other opportunities for reuse of left over products shall also be considered in consultation with the MSPL
HSE Manager.
