1. PURPOSE AND OBJECTIVE

The purpose of this procedure is to establish the functions and responsibilities of EPC staff and
subcontractors at worksite in respect of the control of Vehicles, machinery, equipment and tools to be
used in projects, works and services.

2. SCOPE

This procedure applies to all works development during the construction and commissioning to Sakaka
405 MW dc PV Project.
Apply to all companies hired to perform works and services on the Project, even when they have been
contracted by another subcontractor, as long as they are coordinated and supervised by the responsible
of the organisation unit or project.

3. GENERAL INFORMATION

3.1 GLOSSARY OF TERMS

- Site Vehicle: Intended for the transport of persons that can circulate throughout the site.
- Machinery/Work Equipment/Tools: Vehicles and auxiliary equipment that can be used in the
completion of different jobs and tasks.

3.2 CONTROL ELEMENTS

Colour code
The colour coding system consists of the assignment, after inspection, of a coloured sticker to be located
on each piece of equipment/tool inspected and considered "apt for use". (Stickers may be substituted by
a spot of paint of the same colour or a strip of adhesive tape). This colour will change every three months.

The Contractor and each of the Subcontractors must maintain an inventory of the machines and
equipment each has on-site.
It must include the date of the next planned inspection, taking into account the initial date of the arrival
on-site of the machine, piece of equipment of tool.
When a change of colour is required, a margin of seven days is allowed beyond the planned date to
facilitate re-inspection, registration and coding of colours for all tools and equipment.
This period of two weeks will allow the inspection process to be controlled and avoid the accumulation of
inspections in one day.
During this period, all machinery and equipment labelled with one of the two colours of the periods will
be considered valid.
Established Colour code

- January/February/March: RED
- April/May/June: Green
- July/August/September: Blue
- October/November/December: Yellow

Out of Service Label

- Any tool or piece of equipment presenting defects, where these may affect the personal safety
of workers who are to use them, must be removed from service and/or placed outside the work
area.
- In these cases, an "Out of Service" label will be placed by the start-up switch of the piece of
equipment.
- The use of any piece of equipment marked with an "Out of Service" label is strictly prohibited.
Any worker who does not comply with this requirement will be sanctioned in accordance with
the Internal Site Regulations.
- The "Out of Service" label can be removed only when the necessary repairs have been carried
out and a member of HSE team (or company in charge) has inspected and confirmed that the
equipment is in conditions fit for use and can be considered safe.

5.1 GENERAL RESPONSIBILITIES

All persons involved in the project, work or service, including supervisory staff from both EPC and the
Subcontractors, must continuously contribute to ensure that strict monitoring of that which is established
in this procedure and in any other related procedure, in order to ensure an adequate risk management in
all areas under their responsibility.

5.2 SPECIFIC RESPONSIBILITIES

Company owner of equipment on-site: Ensure that the operator is physically capable and has the
technical competency necessary to carry out the work.

Construction Manager: Guarantee monitoring of that established in this guide for all areas under their
responsibility.

H&S Manager: Will take responsibility for communication with, and training of personnel involved, the
implementation and application of this procedure on all fronts of the project and verify. Almost he will be
responsible to maintenance of the records.

Subcontractor Manager: Responsible for periodic inspections, in accordance with this procedure, of
machinery and equipment operated by their company.

Operators: Must attend induction sessions, show identification accrediting them as authorized personnel
for the handling of equipment and use of PPE necessary according to the Risk Evaluation for their
position. Must visually inspect equipment prior to each use (daily) and send these inspections to the
equipment/machinery coordinator every week.

6 DEVELOPMENT

6.1 GENERAL INFORMATION

In complying with 18002-HSE-MG-008-00 Security and access controls, companies that require access to
a machine or piece of work equipment request it submitting it along with the documentation accrediting
compliance with current legislation, in the HSE Department. The person requiring access to a site vehicle
must complete form 18002-HSE-FO-008d-00 Authorised Vehicles Request Form and submit it along with
documentation accrediting compliance with current legislation, in the HSE Department.

Once the documentation is reviewed and checked that it conforms to local laws and regulation in force
and before any piece of equipment is authorized for entry to the site, the HSE team (or company in
charge) will perform an inspection in accordance with 18002-HSE-FO-011p-00 Plant and equipment
series

The piece of equipment/mobile machinery will be authorized for the project only if all inspection points
are in good condition. The owner/provider must repair and/or substitute all those points marked as "in

poor condition" (EPC HSE is not responsible for the suspension/halting of activity nor time lost due to the
introduction of unauthorized equipment to the site).
Once all defects, if present, have been rectified and verified, all the details included on labels related to
the point Approved Equipment or vehicle Tags must be completed and the instructions for correct
placement on equipment must be followed.

When the equipment is operative on-site it shall undergo a weekly inspection by the HSE Representative
of the company responsible, where this is passed it shall be registered on the corresponding label. In the
case of not passing it, Out of Service Labelling will apply.

6.2 QUALIFICATIONS AS INSPECTOR

Persons who perform inspections must have a minimum of two year of experience in the HSE field.

6.4 SITE VEHICLES

Companies requesting the entrance of a site vehicle must fill in the relevant form 18002-HSE-FO-001b-
00 Sub-contractor deliverable files and submit it to the HSE Department together with the
documentation which confirms that laws and local regulations valid for the HSE Department are complied
with.
Drivers must at least be holders of a valid driving licence.

Requirements/documentations needed for vehicles for site access

- I.D. Number
- Operator Authorized to use
- Motor Vehicle license
- Motor Vehicle Insurance certificate
- Vehicle Testing (over three years old)
- TPI Certificate (For Plant equipment’s)

For vehicles owned by companies:

- Official letter in Arabic from the company


- Copy of the trade license
- Letter of Credit Authorization Form (LCAF)
