1. INTRODUCTION
1. 1 The purpose of this memo is to seek approval for the rehabilitation of the
collapsed NAMDA headquarters’ perimeter fence and provision of security
personnel in other to provide adequate security for the anticipated arrival of 300
numbers tractors in the state in a short while at total cost of N23,027,780.00
based on recent government pronouncement on tractor procurement.
1.2 The Niger State Agricultural and Mechanization Development Authority
(NAMDA) hitherto called Niger State Agricultural Development Project (ADP) was
established by the state government vide Edict No. 10 of 1988, is an extension
arm of the Ministry of Agriculture. It is charged with the responsibilities of
implementing all government agricultural policies and programmes with focus
on agricultural technology generation (Research) and transfer (Extension),
Fadama Development, Rural Enterprises Development (agricultural input
distribution and group development) and Agricultural Infrastructure
development. The project area covers the whole of Niger State with
Headquarters in Minna.
1.3 The broad objective of the Authority is to improve farmers’ productivity
thereby increasing their incomes and assuring a better standard of living.
1.4 NAMDA has being handling tractor hiring scheme over decades under the
engineering department.

The NAMDA collapsed perimeter fence to about 51m of both upland and fadama areas
at the southern part of the office that has made possible for intruders to get in at will.
This need to be rehabilitated with barb ware provided to have a secure environment.
The total estimates cost for rehabilitation is N8,627,780.00. The details breakdown is
given in annexure I
Due to retirement and death of security personnel in the organization with lack
of replacement, NAMDA has limited number of security personnel and there is
need additional to adequately safe guard the anticipated 300 number tractors.
Additional 20 security personnel is required at total cost of N14,400,000.00 per
annum (N60,000x20securiy personnel x 12 month).

B. APPROVE:
The rehabilitation of collapsed NAMDA headquarters’ perimeter fence
and provision of security personnel in anticipation of arrival of 300
numbers tractors in the state to the total tune of N23,027,780.00 for
Ministry of Agriculture and NAMDA to implement.
