MALUNGON

FOREST LAND USE PLAN – TECHNICAL WORKING GROUP


RECOMMENDATIONS ON CURRENT AND PROJECTED LAND
AND RESOURCE USES

WHEREAS, the Technical Working Group (TWG) of Malungon is tasked to formulate the
Forest Land Use Plan (FLUP) of the municipality;

WHEREAS, among the major actions to be taken by the TWG in the process of formulating the
FLUP are the following:

1) Identify and establish the broad land use categories in forest lands and protected
areas, i.e., Protection and Conservation Area (PCA) and Production Area;

2) Determine the allowed and disallowed land and resource uses within the PCA and
Production Area; and

3) Determine the projected land and resource uses in forest lands and establish
boundaries/criteria for such uses.

NOW THEREFORE, after gathering and analyzing spatial and non-spatial data and with due
consideration of and in compliance with laws and policies affecting land and resource uses, the
FLUP-TWG members of the Municipality of Malungon have agreed as follows:

I. Protection and Conservation Area

The Protection and Conservation Area in the forest lands and protected areas in the Municipality
of Malungon shall consist of the following where the enumerated uses or activities are
disallowed:

B. The disallowed land and resource uses in the production areas are as follows:

1. Heavy industry (such as but not limited to Non-Ferrous Metal industries, Iron & Steel
Mills, Petroleum & Petrochemical Industries, Smelting Plants)
2. Settlement/Built-up projects/activities within mangrove areas
3. Unauthorized Extraction of Forest Resources

A copy of the map showing the Production Area is attached hereto as Annex “B” and made an
integral part hereof.

C. The criteria for expansion of settlements in the Production Area are as follows:

1. Expansion must be within identified settlement sites/areas and in close proximity with
community center/barangay hall. Cluster settlements for easy and accessible monitoring
by concerned government agencies.

2. Settlements must be located in hazard free area/zone. They must not be located in
identified high-risk areas to flooding, landslides and fault lines.

3. Expansion of settlements can be located at non-productive areas and open areas not
suitable for crop production. Expansion of settlements is allowed along the roads within
the production areas, provided it is located at least 5 to 10 meters away from the road
shoulder.

4. Expansion of settlements must be downstream of water catchment areas and not within
the designated areas for timber, fuelwood, and agriculture production.

5. On the type of housing structures, new houses must be made of light materials. It must
follow the standard lot area of 120 sq.m. per household.

D. The criteria for expansion of agriculture in the Production Area are as follows:

1. Expansion of agriculture is limited within the production areas designated for agriculture.
The area is suited for agricultural production and irrigable.
2. The expansion area for production must be adjacent to road network, have available
water supply but not situated near the head source and catchment areas, and away from
hazardous areas.
3. Agriculture with clear tilling land preparation allowed in areas with 0-18% slope.
Expansion of agriculture in areas with 30% slope, allowed when the land preparation is
not clear tilling.
4. Consider the use of organic fertilizers and recommended technologies, conduct crop
suitability analysis to address gaps in agricultural production, and promote farm tourism.
5. Agricultural areas endorsed by the Department of Agriculture/ Office of the City
Agriculturist based on guidelines.
